    Analyzing the patterns of ICT utilization for online public participatory planning in Queensland, Australia

    Public participation in urban planning includes involving, informing, and consulting the public in planning, management, and other decision-making activities. It is an important part of the planning process, providing opportunity and encouragement for members of the public to express their views. Despite the usefulness of new technologies, however, the majority of Internet and GIS applications have not been very successful in encouraging significant public participation. One reason for this is the lack of readiness in accepting ICTs, both on the part of planning agencies, such as local councils, and members of the public. The purpose of this article is to evaluate the readiness of local councils in Queensland, Australia, to implement online urban planning. Local government authorities (LGAs) comprise the third tier of government in Australia. In Queensland, the local councils have statutory powers over land use zoning and the development approval processes. LGAs develop and implement strategic and local plans, including those for land use. This article considers the extent to which local councils are willing to embrace ICTs as a public participation tool and the extent to which households might be ready to access new computer technologies

    Modelling leadership and institutional factors in endogenous regional development.

    Theories and approaches to endogenous growth and regional development tend to neglect or at best underplay the role of leadership and the way institutional factors are considered is usually simplistic. This paper builds on work the authors have been developing over the last year or so to develop a model framework of regional economic development that explicitly incorporates leadership and institutional factors along with the consideration of resource endowments and market fit and of entrepreneurship. An approach to operationalizing the model is proposed.

    Synthesis of RNA Nucleotides under Probably Prebiotic Conditions

    RNA being composed of multiple covalently linked nucleotides is thought to have been a precursor to life circa 4.3-3.8 billion years ago. Non-enzymatically formed adenosine monophosphate (AMP), more specifically, is a vitally important subtopic of the self-assembly of the first RNA sequence. The goal of this study was to synthesize AMP non-enzymatically under benign conditions that are likely to have existed on early Earth. In this experiment, 3’,5’-cAMP was successfully formed using wet-dry cycles at 80Β°C paired with the minerals zeolite beta, hydroxyapatite, and aerosil 300 in the presence of adenosine, urea, and pyrophosphate. A nuclear magnetic resonance spectrometer was used to characterize the products of each experiment to determine if any adenosine nucleotides were formed. Decreasing the pH and having a higher number of wet-dry cycles results in a higher amount of cAMP formation

    In 1916, Felix Frankfurter introduced Harold Laski to Justice Holmes. An aristocratic Yankee, 75, and an upstart, middle-class Englishman just 23, whose father was in trade, they made friends and wrote to each other for 18 Β½ years, until Holmes\u27s death. One looked like Hitler, the other like Uncle Sam. They had in common: an interest in law, philosophy and literature; egotism; deep learning; a concern for liberty. Each was familiar with the thought and leading thinkers of the other\u27s country. Each was happily married to a woman older than himself. Each had had trouble with his father. Former Brandeis clerk David Riesman would call both inner directed. The letters contain accounts of daily life, comments on reading and adventures among ideas. They are intellectual and warm. One man wrote to the son he never had, the other to the father he preferred. They did not hide their basic differences about what is and does the public good
