    The US biotechnology industry: industry dynamics and policy

    The inseparability of the biotechnology industry and the state is a central theme in the analysis of the location and performance of biotechnology industry in the US and elsewhere. This paper reports on the results of a survey of US biotechnology companies looking particularly at their assessment of needs, barriers, strategies, and government programs. The paper shows that although there is an increasing level of federal and state intervention, there are considerable barriers faced by biotechnology firms, which may or may not be resolved in the near future because of the nature of the business of biotechnology, which involves uncertainties at every stage of innovation and commercialisation

    Etiology, characteristics, and outcomes of community-onset necrotizing fasciitis in Korea: A multicenter study.

    BackgroundNecrotizing fasciitis (NF) is a serious skin and soft tissue infection causing high mortality. Investigating region specific epidemiologic factors associated with NF is important for establishing appropriate treatment strategies. This multicenter study was done to provide an update of the microbial etiology, clinical characteristics, and outcomes of NF in Korea.Materials and methodsA retrospective cohort of adult patients with NF was established using patient data from 13 general hospitals between January 2012 and December 2015 in Korea. We evaluated microbial etiology and clinical characteristics to identify risk factors associated with in-hospital mortality; analyses were performed using binary logistic regression models.ResultsA total of 161 patients with NF were included. The most common underlying disease was diabetes mellitus (66 cases, 41.0%). A total of 148 organisms were isolated from 119 (73.9%) patients. Enteric Gram-negative organisms (36 patients) were the most common pathogen, followed by Staphylococcus aureus (30 patients) and streptococci (28 patients). Methicillin-resistant Staphylococcus aureus (MRSA) was identified in 6.2% (10/161) of patients. Of 37 enteric Gram-negative isolates tested, 26 (70.3%) isolates were susceptible to ceftriaxone. The in-hospital mortality rate was 22.4%. Intensive care unit admission, septic shock, and Gram-negative organism infections were significantly associated with in-hospital mortality, and surgery was not a favorable prognostic factor.ConclusionsAs initial empirical antibiotics, glycopeptides against MRSA and broad-spectrum antibiotics against third-generation cephalosporin-resistant organisms should be considered for patients with community-onset NF in Korea

    Universities and State Policy Formation: Rationalizing a Nanotechnology Strategy in Pennsylvania

    Technology-based economic development programs have become a salient feature of the state policy landscape since the 1980s. While much research exists on the topic, little attention has been given to the processes of policy formation. State programs have moved towards high technology areas emphasized at the federal level over the past decades, and nanotechnology became one of the latest targets. This paper examines the eight-year process through which Pennsylvania adopted a "state-wide strategy," culminating in the Pennsylvania Initiative for Nanotechnology. In this process, programs that responded to the interests of multiple agents came first, and a state policy was formulated after the fact. This pattern of "rationalized policy formation," as opposed to rational policy formation, may be more common than suspected. Its strengths and weaknesses in this Pennsylvania case are discussed.     Universities, innovation, and territorial development: a review of the evidence

    In many countries, universities are emerging as the focal point for the formulation and delivery of policies on innovation, cluster development, human capital formation and development, entrepreneurship, and governance. The author provides a critique of arguments as to why universities have come to be seen as crucial stakeholders in the innovation process, and, in particular, should be territorial actors. It is argued that ascribing a central role in contemporary innovation systems to universities needs to be done with caution, and cannot be understood in isolation from political pressure
