    El artículo explora el surgimiento de la figura del extranjero indeseable en las legislaciones nacionales latinoamericanas, desde la Independencia hasta finales de la década de 1930, aproximadamente, de forma paralela a la política de inmigración en los Estados Unidos. Las restricciones sobre la entrada libre de extranjeros que establecieron las repúblicas, durante las primeras décadas de la Independencia, estaban relacionadas con el modelo del ciudadano idealizado. El análisis de los impedimentos para la entrada de extranjeros muestra cómo, durante el siglo XIX, el extranjero “deseado” fue definido cada vez más en contraste con los rasgos negativos de los “indeseables”, bajo el supuesto objetivo de “defender la nación”.This article explores the emergence of the figure of the extranjero indeseable in national legislation in Latin America, from independence through the late 1930’s, taking into account parallels with immigration policies in the United States. Restrictions on the free entry of foreigners, established in the nation-states during the first decades of independence, were based on the concept of the ideal citizen. The analysis of impediments to the entry of foreigners shows how during the nineteenth century the ‘desired’ alien was increasingly defined in contrast to the negative features of the ‘undesirable’ alien and was aimed at ‘defending the nation’

    El presente artículo analiza dos regímenes de pertenencia nacional explícitamente exclusivos e inclusivos, discutiendo dos casos de negociaciones actuales sobre extranjería y nacionalidad, en la r epública Dominicana y Venezuela. En Venezuela, a partir de la iniciativa gubernamental de 2004 en pos de una «regularización y naturalización de extranjeras/os», se les concedió la ciudadanía venezolana a inmigrantes indocumentados, algunos de ellos en el marco de grandes eventos públicos. En la r epública Dominicana, la exclusión administrativa de dominicanas/os de ascendencia haitiana se ha incrementado notablemente tras los cambios en la ley de inmigración en 2004, estableciendo que se considera como dominicano solo a los nacidos en el país, de padres o dominicanos o que viven de manera permanente dentro de la r epública Dominicana. En ambos casos queda evidente que las nociones de pertenencia son decisivas tanto para las políticas de inmigración como para las de nacionalidad; y que los dos ámbitos políticos mantienen una estrecha relación
