Lessons from Florida: School Choice Gives Increased Opportunities to Children with Special Needs

    Get PDF
In 2000, Florida instituted an innovative school choice program for children with disabilities. During the 2000-01 school year, the McKay Scholarship Program for Students with Disabilities provided scholarships to more than 1,000 students who chose to attend private schools rather than remain in their neighborhood public schools. Currently, more than 8,000 special education students in Florida attend 464 private schools throughout the state. Critics of school choice often argue that school choice benefits only the best and brightest, leaving behind those children who are most difficult to educate. They also argue that vouchers lead to the establishment of "fly-by-night" schools and drain public schools of revenue. Florida disproves those claims. Private schools have proven their willingness to accept McKay scholarship students, and the fact that 89 percent of McKay students re-enrolled in their scholarship schools demon-strates that most parents are satisfied with their chosen private school. Policymakers in other states should look to Florida's experience to inform their school choice efforts. In addition, Congress should make school choice an integral component of any new legislation reauthorizing the Individuals with Disabilities in Education Act. IDEA encumbers public schools with complex regulations that waste time and resources that could be better spent helping disabled children learn. Eliminating the regulatory burden created by IDEA for states that offer school choice to parents would encourage states to implement innovative reforms

Rosenfeld, Bergmann, Dirac and the Invention of Constrained Hamiltonian Dynamics

In a paper appearing in Annalen der Physik in 1930 Leon Rosenfeld invented the first procedure for producing Hamiltonian constraints. He displayed and correctly distinguished the vanishing Hamiltonian generator of time evolution, and the vanishing generator of gauge transformations for general relativity with Dirac electron and electrodynamic field sources. Though he did not do so, had he chosen one of his tetrad fields to be normal to his spacetime foliation, he would have anticipated by almost thirty years the general relativisitic Hamiltonian first published by Paul Dirac.Comment: 5 pages, to appear in the Proceedings of the Eleventh Marcel Grossmann Meetin

Non-Statistical Factors Present in Successful NBA Rookies

    Get PDF
Becoming a successful NBA rookie is a desire of many. Athletes want to be them and coaches and GM’s want to know how to predict them. What non-statistical factors are present in successful NBA rookies? This research used secondary data to show non-statistical factors that were present in successful rookies and what kind of similarities they had. They included, conference, institution, coaching, and draft position, etc... It is important to know what a successful rookie is and if there is a correlation between draft position and rookie success. The point of this research is to show the journeys that the successful rookies took before becoming successful rookies to help better understand what it takes to become a successful rookie

The nature of intimacy: a qualitative study of five couples : a thesis presented in partial fulfilment of the requirements for the degree of Master of Arts in Psychology at Massey University

This study takes a qualitative approach to facilitate five couples describing their experiences of intimacy. Transcribed interviews were analysed for recurring themes and processes. The Waring Intimacy scale was also administered to participants. Athough intimacy is an important goal in contemporary society much is still to be understood about how it is achieved and maintained. Reis and Shaver (1988) have developed a process model of intimacy that describes a single interaction between two individuals and incorporates the properties of a relationship, thus recognising that intimacy is more than the sum of repeated interactions. The general validity of the model was confirmed by the experiences of the couples in this study. Differences were found between those with intimate relationships, who often behaved according to the model and those who reported their relationship as lacking in intimacy, who frequently omitted one or more steps of the model. The model was revised in the light of the data to incorporate such metacognitive factors as the effects of an individuals' expectations and beliefs on his or her motives, fears, needs and goals. Self disclosure was differentiated into direct or indirect, verbal or non-verbal; all of which may play a role in intimacy. The results show that intimacy is both a complex process and a subjective relational experience necessitating a relatively well defined sense of identity and high level communication skills. Analysis of themes and experiences from the interview data reflected the complexity of this construct more adequately than data from the Waring Intimacy Questionnaire

Controller arm for a remotely related slave arm

    Get PDF
A segmented controller arm configured and dimensioned to form a miniature kinematic replica of a remotely related slave arm is disclosed. The arm includes: (1) a plurality of joints for affording segments of the arm simultaneous angular displacement about a plurality of pairs of intersecting axes, (2) a plurality of position sensing devices for providing electrical signals indicative of angular displacement imparted to corresponding segments of the controller shaft about the axes, and (3) a control signal circuit for generating control signals to be transmitted to the slave arm. The arm is characterized by a plurality of yokes, each being supported for angular displacement about a pair of orthogonally related axes and counterbalanced against gravitation by a cantilevered mass
