    Sanitary regulations, product definitions, grades, production or processing regulations, and other qualitative standards are generally applied to both domestic production and imported goods. These quality restrictions can be seen as trade barriers, although it is often difficult to determine whether a given restriction is based on legitimate health or safety concerns or is simply an alternative device for protecting producers. The purpose of this paper is to evaluate the welfare effects of a recent quality regulation, the European Community ban on the use of hormones in livestock production. A conceptual framework is developed to analyze the effects of the ban on the market for edible offals.     On the evolution of cooling cores in X-ray galaxy clusters

    (Abridged) To define a framework for the formation and evolution of the cooling cores in X-ray galaxy clusters, we study how the physical properties change as function of the cosmic time in the inner regions of a 4 keV and 8 keV galaxy cluster under the action of radiative cooling and gravity only. The cooling radius, R_cool, defined as the radius at which the cooling time equals the Universe age at given redshift, evolves from ~0.01 R200 at z>2, where the structures begin their evolution, to ~0.05 R200 at z=0. The values measured at 0.01 R200 show an increase of about 15-20 per cent per Gyr in the gas density and surface brightness and a decrease with a mean rate of 10 per cent per Gyr in the gas temperature. The emission-weighted temperature diminishes by about 25 per cent and the bolometric X-ray luminosity rises by a factor ~2 after 10 Gyrs when all the cluster emission is considered in the computation. On the contrary, when the core region within 0.15 R500 is excluded, the gas temperature value does not change and the X-ray luminosity varies by 10-20 per cent only. The cooling time and gas entropy radial profiles are well represented by power-law functions. The behaviour of the inner slopes of the gas temperature and density profiles are the most sensitive and unambiguous tracers of an evolving cooling core. Their values after 10 Gyrs of radiative losses, T_gas ~ r^0.4 and n_gas ~ r^(-1.2) for the hot (cool) object, are remarkably in agreement with the observational constraints available for nearby X-ray luminous cooling core clusters. Because our simulations do not consider any AGN heating, they imply that the feedback process does not greatly alter the gas density and temperature profiles as generated by radiative cooling alone.Comment: 8 pages.     Allosteric Activation of the Par-6 PDZ Via a Partial Unfolding Transition

    Proteins exist in a delicate balance between the native and unfolded states, where thermodynamic stability may be sacrificed to attain the flexibility required for efficient catalysis, binding, or allosteric control. Partition-defective 6 (Par-6) regulates the Par polarity complex by transmitting a GTPase signal through the Cdc42/Rac interaction binding PSD-95/Dlg/ZO-1 (CRIB-PDZ) module that alters PDZ ligand binding. Allosteric activation of the PDZ is achieved by local rearrangement of the L164 and K165 side chains to stabilize the interdomain CRIB:PDZ interface and reposition a conserved element of the ligand binding pocket. However, microsecond to millisecond dynamics measurements revealed that L164/K165 exchange requires a larger rearrangement than expected. The margin of thermodynamic stability for the PDZ domain is modest (∼3 kcal/mol) and further reduced by transient interactions with the disordered CRIB domain. Measurements of local structural stability revealed that tertiary contacts within the PDZ are disrupted by a partial unfolding transition that enables interconversion of the L/K switch. The unexpected participation of partial PDZ unfolding in the allosteric mechanism of Par-6 suggests that native-state unfolding may be essential for the function of other marginally stable proteins

    The degradation of MgB2 under ambient environment

    The superconductivities of samples prepared by several procedures were found to degrade under ambient environment. The degradation mechanism was studied by measuring the change of surface chemical composition of dense MgB2 pellets (prepared by hot isostatic pressure, HIPed) under atmospheric exposure using X-ray Photoelectron Spectroscopy (XPS). Results showed that samples with poor connectivity between grains and with smaller grain sizes degrade with time when exposed to ambient conditions. In these samples, the Tc did not change with time, but the superconducting transition became broader and the Meissner fraction decreased. In contrast, our well-sintered and the HIPed samples remained stable for several months under ambient condition. The degradation was found to be related to surface decomposition as observed by XPS. We observed the formation of oxidized Mg, primarily in the form of a Mg hydroxide, the increase of C and O contents, and the reduction of B concentration in the surface layer of MgB2 samples.Comment: 15 pages, 3 figure

    Evaluation of bistable systems versus matched filters in detecting bipolar pulse signals

    This paper presents a thorough evaluation of a bistable system versus a matched filter in detecting bipolar pulse signals. The detectability of the bistable system can be optimized by adding noise, i.e. the stochastic resonance (SR) phenomenon. This SR effect is also demonstrated by approximate statistical detection theory of the bistable system and corresponding numerical simulations. Furthermore, the performance comparison results between the bistable system and the matched filter show that (a) the bistable system is more robust than the matched filter in detecting signals with disturbed pulse rates, and (b) the bistable system approaches the performance of the matched filter in detecting unknown arrival times of received signals, with an especially better computational efficiency.     the NASA Metrology Information Systems (NMIS) is being developed as a standardized tool in managing the NASA field Center's instrument calibration programs. This system, as defined by the NASA Metrology and Calibration Workshop, will function as a subsystem of the newly developed NASA Equipment Management System (NEMS). The Metrology Information System is designed to utilize and update applicable NEMS data fields for controlled property and to function as a stand alone system for noncontrolled property. The NMIS provides automatic instrument calibration recall control, instrument historical performance data storage and analysis, calibration and repair labor and parts cost data, and instrument user and location data.
