    Arctic Domain Awareness Center DHS Center of Excellence (COE): Project Work Plan

    As stated by the DHS Science &Technology Directorate, “The increased and diversified use of maritime spaces in the Arctic - including oil and gas exploration, commercial activities, mineral speculation, and recreational activities (tourism) - is generating new challenges and risks for the U.S. Coast Guard and other DHS maritime missions.” Therefore, DHS will look towards the new ADAC for research to identify better ways to create transparency in the maritime domain along coastal regions and inland waterways, while integrating information and intelligence among stakeholders. DHS expects the ADAC to develop new ideas to address these challenges, provide a scientific basis, and develop new approaches for U.S. Coast Guard and other DHS maritime missions. ADAC will also contribute towards the education of both university students and mid-career professionals engaged in maritime security. The US is an Arctic nation, and the Arctic environment is dynamic. We have less multi-year ice and more open water during the summer causing coastal villages to experience unprecedented storm surges and coastal erosion. Decreasing sea ice is also driving expanded oil exploration, bringing risks of oil spills. Tourism is growing rapidly, and our fishing fleet and commercial shipping activities are increasing as well. There continues to be anticipation of an economic pressure to open up a robust northwest passage for commercial shipping. To add to the stresses of these changes is the fact that these many varied activities are spread over an immense area with little connecting infrastructure. The related maritime security issues are many, and solutions demand increasing maritime situational awareness and improved crisis response capabilities, which are the focuses of our Work Plan. UAA understands the needs and concerns of the Arctic community. It is situated on Alaska’s Southcentral coast with the port facility through which 90% of goods for Alaska arrive. It is one of nineteen US National Strategic Seaports for the US DOD, and its airport is among the top five in the world for cargo throughput. However, maritime security is a national concern and although our focus is on the Arctic environment, we will expand our scope to include other areas in the Lower 48 states. In particular, we will develop sensor systems, decision support tools, ice and oil spill models that include oil in ice, and educational programs that are applicable to the Arctic as well as to the Great Lakes and Northeast. The planned work as detailed in this document addresses the DHS mission as detailed in the National Strategy for Maritime Security, in particular, the mission to Maximize Domain Awareness (pages 16 and 17.) This COE will produce systems to aid in accomplishing two of the objectives of this mission. They are: 1) Sensor Technology developing sensor packages for airborne, underwater, shore-based, and offshore platforms, and 2) Automated fusion and real-time simulation and modeling systems for decision support and planning.     Discovery of a New Dusty B[e] Star in the Small Magellanic Cloud

    We present new optical spectroscopic and archival Spitzer IRAC photometric observations of a B-type star in the SMC cluster NGC 346, NGC 346:KWBBe 200. We detect numerous Fe II, [O I], and [Fe II] lines, as well as strong P-Cygni profile H I emission lines in its optical spectrum. The star's near-IR color and optical to IR SED clearly indicate the presence of an infrared excess, consistent with the presence of gas and warm, T ~800 K, circumstellar dust. Based on a crude estimate of the star's luminosity and the observed spectroscopic line profile morphologies, we find that the star is likely to be a B-type supergiant. We suggest that NGC 346:KWBBe 200 is a newly discovered B[e] supergiant star, and represents the fifth such object to be identified in the SMC.Comment: 12 pages, accepted by Ap

    VALIDATION OF OMNI RPE AND PREFERRED METHOD OF REGULATING EXERCISE INTENSITY IN OBESE ADULTS

    The Adult OMNI-Walk/Run RPE Scale (OMNI RPE) has not been validated in overweight and obese adults. In addition, the preferred method that overweight and obese individuals use to self-regulate exercise intensity is unknown. PURPOSE: The primary purpose of this investigation was to examine concurrent and construct validity of the OMNI RPE in overweight and obese adults. The secondary purpose of the present study was to examine the preferred method of self-regulating exercise intensity (SRE) in this same cohort. METHODS: Sixty (males, n = 22, age = 37.18 ± 9.70 yrs; females, n = 38, age = 34.45 ± 7.92 yrs) sedentary to physically active overweight or obese adults participated in this study. A single observation, cross-sectional research design was employed where subjects performed a progressively incremented submaximal graded treadmill exercise test to 85% of age predicted maximal heart rate (APMHR) followed by a questionnaire-based interview. HR and Oxygen consumption (VO2) were regressed against OMNI RPE responses from every second minute of exercise to examine concurrent validity. OMNI RPE responses were regressed against Borg RPE to establish construct validity. Subjects completed interview-led questionnaires post-exercise to assess physical activity history and preferred method of SRE. RESULTS: A strong relation between OMNI RPE and HR (r = 0.866; p < 0.001) was observed for the total sample. A moderate-strong relation between OMNI RPE and VO2 (r = 0.731; p < 0.001) was also observed. OMNI RPE displayed a very strong relation with Borg RPE (r = 0.963; p < 0.001). In the past, more subjects (88.2%) reported using a perceptual method to SRE than the 11.8% who reported using a HR method (p < 0.001). There was no difference in subject’s preference in the future. CONCLUSION: Concurrent and construct validity of OMNI RPE were established in overweight and obese adults. Therefore, OMNI RPE may be used in treadmill exercise testing in overweight and obese adults. In addition, more subjects previously used perceptual methods to SRE. However, there was no difference in preference for SRE in the future. The reason behind this finding is uncertain and warrants further investigation

    This report describes the use of the V/STOL Aircraft Sizing and Performance Computer Program (VASCOMP II). The program is useful in performing aircraft parametric studies in a quick and cost efficient manner. Problem formulation and data development were performed by the Boeing Vertol Company and reflects the present preliminary design technology. The computer program, written in FORTRAN IV, has a broad range of input parameters, to enable investigation of a wide variety of aircraft. User oriented features of the program include minimized input requirements, diagnostic capabilities, and various options for program flexibility

    Evidence of slow-light effects from rotary drag of structured beams

    Self-pumped slow light, typically observed within laser gain media, is created by an intense pump field. By observing the rotation of a structured laser beam upon transmission through a spinning ruby window, we show that the slowing effect applies equally to both the dark and bright regions of the incident beam. This result is incompatible with slow-light models based on simple pulse-reshaping arising from optical bleaching. Instead, the slow-light effect arises from the long upper-state lifetime of the ruby and a saturation of the absorption, from which the Kramers–Kronig relation gives a highly dispersive phase index and a correspondingly high group index

    Relativistic jet models for the BL Lacertae object Mrk 421 during three epochs of observation

    Coordinated observation of the nearby BL Lacertae object Mrk 421 obtained during May 1980, January 1984, and March 1984 are described. These observations give a time-frozen picture of the continuous spectrum of Mrk 421 at X-ray, ultraviolet, optical, and radio wavelengths. The observed spectra have been fitted to an inhomogeneous relativistic jet model. In general, the models reproduce the data well. Many of the observed differences during the three epochs can be attributed to variations in the opening angle of the jet and in the angle that the jet makes to the line of sight. The jet models obtained here are compared with the homogeneous, spherically symmetric, synchrotron self-Compton models for this source. The models are also compared with the relativistic jet models obtained for other active galactic nuclei

    Drug-Induced Plasticity Contributing to Heightened Relapse Susceptibility: Neurochemical Changes and Augmented Reinstatement in High-Intake Rats

    A key in understanding the neurobiology of addiction and developing effective pharmacotherapies is revealing drug-induced plasticity that results in heightened relapse susceptibility. Previous studies have demonstrated that increased extracellular glutamate, but not dopamine, in the nucleus accumbens core (NAcc) is necessary for cocaine-induced reinstatement. In this report, we examined whether drug-induced adaptations that are necessary to generate cocaine-induced reinstatement also determine relapse vulnerability. To do this, rats were assigned to self-administer cocaine under conditions resulting in low (2 h/d; 0.5 mg/kg/infusion, i.v.) or high (6 h/d; 1.0 mg/kg/infusion, i.v.) levels of drug intake since these manipulations produce groups of rats exhibiting differences in the magnitude of cocaine-induced reinstatement. Approximately 19 d after the last session, cocaine-induced drug seeking and extracellular levels of glutamate and dopamine in the NAcc were measured. Contrary to our hypothesis, high-intake rats exhibited a more robust cocaine-induced increase in extracellular levels of dopamine but not glutamate. Further, increased reinstatement in high-intake rats was no longer observed when the D1 receptor antagonist SCH-23390 was infused into the NAcc. The sensitized dopamine response to cocaine in high-intake rats may involve blunted cystine–glutamate exchange by system xc−. Reduced 14C-cystine uptake through system xc− was evident in NAcc tissue slices obtained from high-intake rats, and the augmented dopamine response in these rats was no longer observed when subjects received the cysteine prodrug N-acetyl cysteine. These data reveal a role for drug-induced NAcc dopamine in heightened relapse vulnerability observed in rats with a history of high levels of drug intake
