    The basis for California\u27s sexual psychopath program is the legal provision which establishes a state hospital as an alternative to prison for certain nonpsychotic, convicted offenders, legally defined as sexual psychopaths. The designated institution is the Atascadero State Hospital, a new facility opened in June, 1954. Its 1250 all male patient population is about sixty percent sexual psychopaths and forty percent criminal insane. This preponderance of non-psychotic patients is unique for a state hospital for the mentally ill, where, as a rule, about ninety percent of the patients are psychotic. My purpose is to discuss our program and procedures for the sexual psychopaths as implemented by the work of the hospital, to explain the rationale of this approach and to demonstrate the importance of a strict rule for criminal responsibility for its success

    The Electron Temperature Gradient in the Galactic Disk

    We derive the electron temperature gradient in the Galactic disk using a sample of HII regions that spans Galactocentric distances 0--17 kpc. The electron temperature was calculated using high precision radio recombination line and continuum observations for more than 100 HII regions. Nebular Galactocentric distances were calculated in a consistent manner using the radial velocities measured by our radio recombination line survey. The large number of nebulae widely distributed over the Galactic disk together with the uniformity of our data provide a secure estimate of the present electron temperature gradient in the Milky Way. Because metals are the main coolants in the photoionized gas, the electron temperature along the Galactic disk should be directly related to the distribution of heavy elements in the Milky Way. Our best estimate of the electron temperature gradient is derived from a sample of 76 sources for which we have the highest quality data. The present gradient in electron temperature has a minimum at the Galactic Center and rises at a rate of 287 +/- 46 K/kpc. There are no significant variations in the value of the gradient as a function of Galactocentric radius or azimuth. The scatter we find in the HII region electron temperatures at a given Galactocentric radius is not due to observational error, but rather to intrinsic fluctuations in these temperatures which are almost certainly due to fluctuations in the nebular heavy element abundances. Comparing the HII region gradient with the much steeper gradient found for planetary nebulae suggests that the electron temperature gradient evolves with time, becoming flatter as a consequence of the chemical evolution of the Milky Way's disk.Comment: 43 pages, 9 figures (accepted for publication in the ApJ

    Regolith production and transport at the Susquehanna Shale Hills Critical Zone Observatory, Part 2: Insights from meteoric 10Be

    Regolith-mantled hillslopes are ubiquitous features of most temperate landscapes, and their morphology reflects the climatically, biologically, and tectonically mediated interplay between regolith production and downslope transport. Despite intensive research, few studies have quantified both of these mass fluxes in the same field site. Here we present an analysis of 87 meteoric 10Be measurements from regolith and bedrock within the Susquehanna Shale Hills Critical Zone Observatory (SSHO), in central Pennsylvania. Meteoric 10Be concentrations in bulk regolith samples (n=73) decrease with regolith depth. Comparison of hillslope meteoric 10Be inventories with analyses of rock chip samples (n=14) from a 24 m bedrock core confirms that >80% of the total inventory is retained in the regolith. The systematic downslope increase of meteoric 10Be inventories observed at SSHO is consistent with 10Be accumulation in slowly creeping regolith (∼ 0.2 cm yr-1). Regolith flux inferred from meteoric 10Be varies linearly with topographic gradient (determined from high-resolution light detection and ranging-based topography) along the upper portions of hillslopes at SSHO. However, regolith flux appears to depend on the product of gradient and regolith depth where regolith is thick, near the base of hillslopes. Meteoric 10Be inventories at the north and south ridgetops indicate minimum regolith residence times of 10.5 ± 3.7 and 9.1 ± 2.9 ky, respectively, similar to residence times inferred from U-series isotopes in Ma et al. (2013). The combination of our results with U-series-derived regolith production rates implies that regolith production and erosion rates are similar to within a factor of two on SSHO hillcrests. ©2013.
