Bounds for the covariance of functions of infinite variance stable random variables with applications to central limit theorems and wavelet-based estimation
We establish bounds for the covariance of a large class of functions of infinite variance stable random variables, including unbounded functions such as the power function and the logarithm. These bounds involve measures of dependence between the stable variables, some of which are new. The bounds are also used to deduce the central limit theorem for unbounded functions of stable moving average time series. This result extends the earlier results of Tailen Hsing and the authors on central limit theorems for bounded functions of stable moving averages. It can be used to show asymptotic normality of wavelet-based estimators of the self-similarity parameter in fractional stable motions
The Universal Aspect Ratio of Vortices in Rotating Stratified Flows: Theory and Simulation
We derive a relationship for the vortex aspect ratio (vertical
half-thickness over horizontal length scale) for steady and slowly evolving
vortices in rotating stratified fluids, as a function of the Brunt-Vaisala
frequencies within the vortex and in the background fluid outside the
vortex , the Coriolis parameter , and the Rossby number of the
vortex: . This relation is valid for
cyclones and anticyclones in either the cyclostrophic or geostrophic regimes;
it works with vortices in Boussinesq fluids or ideal gases, and the background
density gradient need not be uniform. Our relation for has many
consequences for equilibrium vortices in rotating stratified flows. For
example, cyclones must have ; weak anticyclones (with . We verify our relation for with numerical simulations of
the three-dimensional Boussinesq equations for a wide variety of vortices,
including: vortices that are initially in (dissipationless) equilibrium and
then evolve due to an imposed weak viscous dissipation or density radiation;
anticyclones created by the geostrophic adjustment of a patch of locally mixed
density; cyclones created by fluid suction from a small localised region;
vortices created from the remnants of the violent breakups of columnar
vortices; and weakly non-axisymmetric vortices. The values of the aspect ratios
of our numerically-computed vortices validate our relationship for ,
and generally they differ significantly from the values obtained from the

The Universal Aspect Ratio of Vortices in Rotating Stratifi?ed Flows: Experiments and Observations
We validate a new law for the aspect ratio of vortices in a
rotating, stratified flow, where and are the vertical half-height and
horizontal length scale of the vortices. The aspect ratio depends not only on
the Coriolis parameter f and buoyancy (or Brunt-Vaisala) frequency of
the background flow, but also on the buoyancy frequency within the vortex
and on the Rossby number of the vortex such that . This law for is obeyed precisely by the
exact equilibrium solution of the inviscid Boussinesq equations that we show to
be a useful model of our laboratory vortices. The law is valid for both
cyclones and anticyclones. Our anticyclones are generated by injecting fluid
into a rotating tank filled with linearly-stratified salt water. The vortices
are far from the top and bottom boundaries of the tank, so there is no Ekman
circulation. In one set of experiments, the vortices viscously decay, but as
they do, they continue to obey our law for , which decreases over time.
In a second set of experiments, the vortices are sustained by a slow continuous
injection after they form, so they evolve more slowly and have larger |Ro|, but
they also obey our law for . The law for is not only validated
by our experiments, but is also shown to be consistent with observations of the
aspect ratios of Atlantic meddies and Jupiter's Great Red Spot and Oval BA. The

Trois réformes des institutions, trois conceptions du juste au sein de communautés d'irrigants
Cette communication rapporte trois exemples de réformes institutionnelles conduites par trois groupes d'irrigants organisés en Associations Syndicales Autorisées (ASA) dans le département du Lot en France. La refonte des règlements comme la participation des usagers concernés sont nécessaires à la durabilité des institutions collectives d'irrigation, comme cela a déjà été souligné dans la littérature, notamment en économie institutionnelle. On décrit ici ce processus de réforme au sein de 3 ASA du Lot. Le rôle d'accompagnement joué par les organismes d'appui à ces associations est spécifié et discuté. Ces réformes aboutissent à des modalités différentes de partage des ressources et du coût collectif de l'eau, pour des groupements d'irrigants pourtant géographiquement proches. Cette diversité provient de la spécificité de chaque argumentaire mobilisé, se référant chacun à une variété de notions de justice et d'équité, débattues par les collectifs impliqués. Derrière une revendication générale d'une règle « équitable », on retrouve une composition variée de stricte égalité des droits, d'équité proportionnelle, d'égale opportunité des chances, de préséance de droits anciens, de primauté de l'efficacité. Il n'y a donc pas une tarification équitable unique, une allocation juste, un système de contrôle impartial, mais différentes solutions perçues comme justes par ceux qui les conçoivent et les vivent. Ce constat, conforme à d'autres exemples dans des contextes variés, décrits dans la littérature, milite pour une grande autonomie de décision des associations d'irrigants dans la construction collective de leurs règles de fonctionnement, dans le respect du cadre procédural cher aux institutionnalistes et aux juristes
Le thon : enjeux et stratégies pour l'océan Indien
Cet article présente une première évaluation des retombées économiques des activités thonières industrielles dans les pays de la Commission de l'océan Indien (COI). Cette étude, réalisée dans le cadre du Projet thonier régional 2, permet tout d'abord de quantifier les effets économiques des filières thonières industrielles (en amont et en aval) en terme de valeur ajoutée et de contribution à l'économie nationale de chacun des pays de la COI. Elle fait aussi le bilan des mêmes éléments au niveau régional : entrée nette de devises étrangères, création d'emplois directs et indirects. De plus une évaluation préliminaire du niveau d'intégration de ces activités dans l'économie des pays concernés est proposée. D'une manière générale, les retombées économiques proviennent de la vente des licences de pêche aux thoniers étrangers, notamment à ceux de l'Union européenne, des activités de transbordement et d'avitaillement des flottilles étrangères en opération dans le sud-ouest de l'océan Indien, des activités de traitement et de transformation de thons à terre et enfin, des activités liées aux entreprises de pêche thonière nationales, même si elles sont encore à leurs débuts. L'auteur propose divers éléments de définition d'une stratégie régionale cohérente permettant aux pays de la COI, d'accroître les retombées économiques de l'exploitation et de la gestion des ressources thonières dans le processus du développement thonier industriel. Les noyaux familiaux en Côte d'Ivoire : structures et probabilités de transition
Cette étude présente successivement, à partir des données de l'année 1978 : la distribution des liens de parenté, saisie à un niveau individuel, puis, la composition, la structure et les transitions (1978-1979) des noyaux familiaux en Côte d'Ivoire. Quatre groupes de population sont distingués selon leur milieu écologique et géographique de résidence (la forêt au sud, la savane au nord) et leur cadre d'habitat (urbain, rural). Sont privilégiés comme facteurs discriminants deux variables démographiques caractérisant le chef de noyau : le sexe et l'âge
A study of flux lines lattice order and critical current with time of flight small angle neutron scattering
Small angle neutron scattering (SANS) is an historical technique to study the
flux lines lattice (FLL) in a superconductor. Structural characteristics of the
FLL can be revealed, providing fundamental information for the physics of
vortex lattice.
However, the spatial resolution is limited and all the correlation lengths of
order are difficult to extract with precision.
We show here that a time of flight technique reveals the Bragg peak of the
FLL, and also its translational order with a better resolution.
We discuss the implication of these results for pinning mechanisms in a
