    Local Development Planning and Budgeting in Decentralized Indonesia : Missing Links in the Bottom-up Approach

    This paper focuses on the workings of Indonesia\u27s local development planning and budgeting mechanisms after decentralization, where citizen participation becomes a central theme for all stakeholders including policy makers. If real local needs are to be articulated, bottom-up mechanisms needs to be strengthened through its institutionalization in local government structures. At the same time, it can not be overlooked that effective and efficient local planning and budgeting in decentralized administration structure much requires good coordination between higher and lower levels of government (vertical linkages), and between neighboring local governments (horizontal linkages). Indonesia needs to make the best strategic use of matching or earmarked grant to link development plans and budgets at all levels of government. For horizontal linkage, role of provincial governments need to be enhanced to set up a formal coordination system

    Two dimensional electrophysiological characterization of human pluripotent stem cell-derived cardiomyocyte system.

    Stem cell-derived cardiomyocytes provide a promising tool for human developmental biology, regenerative therapies, disease modeling, and drug discovery. As human pluripotent stem cell-derived cardiomyocytes remain functionally fetal-type, close monitoring of electrophysiological maturation is critical for their further application to biology and translation. However, to date, electrophysiological analyses of stem cell-derived cardiomyocytes has largely been limited by biologically undefined factors including 3D nature of embryoid body, sera from animals, and the feeder cells isolated from mouse. Large variability in the aforementioned systems leads to uncontrollable and irreproducible results, making conclusive studies difficult. In this report, a chemically-defined differentiation regimen and a monolayer cell culture technique was combined with multielectrode arrays for accurate, real-time, and flexible measurement of electrophysiological parameters in translation-ready human cardiomyocytes. Consistent with their natural counterpart, amplitude and dV/dtmax of field potential progressively increased during the course of maturation. Monolayer culture allowed for the identification of pacemaking cells using the multielectrode array platform and thereby the estimation of conduction velocity, which gradually increased during the differentiation of cardiomyocytes. Thus, the electrophysiological maturation of the human pluripotent stem cell-derived cardiomyocytes in our system recapitulates in vivo development. This system provides a versatile biological tool to analyze human heart development, disease mechanisms, and the efficacy/toxicity of chemicals

    Drude Weight at Finite Temperatures for Some Non-Integrable Quantum Systems in One Dimension

    Using conformal perturbation theory, we show that for some classes of the one-dimensional quantum liquids that possess the Luttinger liquid fixed point in the low energy limit, the Drude weight at finite temperatures is non-vanishing, even when the system is {\it non-integrable} and the total current is not conserved. We also obtain the asymptotically exact low-temperature formula of the Drude weight for Heisenberg XXZ spin chains, which agrees quite well with recent numerical data.Comment: Title is a little changed. Because of the new growth schedule and the most recent two years’ data, the operating model prefers somewhat higher steepness compared to the previous version. This difference has little influence on the historical trajectories of spawning stock biomass, but it leads to more optimistic projection results

    Further examinations of the SBT operating model to explore new tagging model and grid specifications

    Stock assessments and constant catch projections were conducted using new Operating Models (OMs; sbtmod21 and sbtmod22, which have different tagging models) developed by the CCSBT ESC. The current analysis showed that: 1. a new candidate for the tagging model (incorporated in sbtmod22) led to higher M0 (natural mortality at age 0), lower M10 (natural mortality at age 10) and lower omega (non-linearity of the CPUE-abundance relationship) estimates than the previous tagging model which is used in sbtmod21, and estimated lower current stock abundance relative to the virgin unfished biomass, 2. a high S (S=0.5; S is the proportion of longline overcatch attributed to the reported effort) led to a lower M10, but the overall results were scarcely different from those for the base assumption (S=0.25), and 3. a slight change of assumptions regarding the Indonesian fishing selectivity impacted on M estimates substantially (leading to low M0 and high M10), which indicates poor ability to explain the Indonesian catch-at-age data when using a low M10 as pointed out during the 2008 SAG meeting

    Finite-temperature Mott transitions in multi-orbital Hubbard model

    We investigate the Mott transitions in the multi-orbital Hubbard model at half-filling by means of the self-energy functional approach. The phase diagrams are obtained at finite temperatures for the Hubbard model with up to four-fold degenerate bands. We discuss how the first-order Mott transition points Uc1U_{c1} and Uc2U_{c2} as well as the critical temperature TcT_c depend on the orbital degeneracy. It is elucidated that enhanced orbital fluctuations play a key role to control the Mott transitions in the multi-orbital Hubbard model.Comment: 8 pages, 7 figure

    Measurement and correlates of empathy among female Japanese physicians.

    BACKGROUND: The measurement of empathy is important in the assessment of physician competence and patient outcomes. The prevailing view is that female physicians have higher empathy scores compared with male physicians. In Japan, the number of female physicians has increased rapidly in the past ten years. In this study, we focused on female Japanese physicians and addressed factors that were associated with their empathic engagement in patient care. METHODS: The Jefferson Scale of Empathy (JSE) was translated into Japanese by using the back-translation procedure, and was administered to 285 female Japanese physicians. We designed this study to examine the psychometrics of the JSE and group differences among female Japanese physicians. RESULTS: The item-total score correlations of the JSE were all positive and statistically significant, ranging from .20 to .54, with a median of .41. The Cronbach\u27s coefficient alpha was .81. Female physicians who were practicing in people-oriented specialties obtained a significantly higher mean empathy score than their counterparts in procedure- or technology-oriented specialties. In addition, physicians who reported living with their parents in an extended family or living close to their parents, scored higher on the JSE than those who were living alone or in a nuclear family. CONCLUSIONS: Our results provide support for the measurement property and reliability of the JSE in a sample of female Japanese physicians. The observed group differences associated with specialties and living arrangement may have implications for sustaining empathy. In addition, recognizing these factors that reinforce physicians\u27 empathy may help physicians to avoid career burnout

    Exact solution and spectral flow for twisted Haldane-Shastry model

    The exact solution of the spin chain model with 1/r21/r^2 exchange is found for twisted boundary conditions. The spectrum thus obtained can be reproduced by the asymptotic Bethe ansatz. The spectral flow of each eigenstate is determined exactly as a function of the twist angle.     Spin, charge and orbital fluctuations in a multi-orbital Mott insulator

    The two-orbital degenerate Hubbard model with distinct hopping integrals is studied by combining dynamical mean-field theory with quantum Monte Carlo simulations. The role of orbital fluctuations for the nature of the Mott transition is elucidated by examining the temperature dependence of spin, charge and orbital susceptibilities as well as the one-particle spectral function. We also consider the effect of the hybridization between the two orbitals, which is important particularly close to the Mott transition points. The introduction of the hybridization induces orbital fluctuations, resulting in the formation of a Kondo-like heavy-fermion behavior, similarly to ff electron systems, but involving electrons in bands of comparable width.Comment: 8 pages, 9 figure
