Green Economy: Regional Priorities
The article is dedicated to transforming the economy of Russian regions to a green economy, which is an essential factor for the sustainable development. This is important not only for Russia but the whole world because our country has the great natural capital and provides important environmental services that support the planet biosphere. Based on the analysis of economic, social and ecological statistical data and Human Development Index (HDI) we have shown that the development of Russian Federal Districts is very unbalanced and each Russian region has its own way to new economic model. For instance, it is necessary to increase the well-being in the North Caucasus Federal District, it is important to reach higher life expectancy at birth in the Siberian and the Far Eastern Districts. It is necessary to move from the «brown» economy to a green one by using the human capital (building a knowledge economy), by applying Best Available Technologies (Techniques), by investing in efficiency of use of natural resources and by increasing energy efficiency. The transition to a green economy will help to achieve social equity and the development of human potential; it helps to move from the exploitation of non-renewable natural capital to renewable human capital. All these socio-economic measures should give decoupling effect, make risks lower, reduce the exploitation of natural capital, stop the environmental degradation and prevent the ecological crisis. Transition to the green economic model has to be accompanied by new economic development indicators, which take into account social and environmental factors.The research was supported by the grant of the Russian Foundation for Basic Research No. 14-06-00075
Kinematics of Tycho-2 Red Giant Clump Stars
Based on the Ogorodnikov-Milne model, we analyze the proper motions of 95 633
red giant clump (RGC) stars from the Tycho-2 Catalogue. The following Oort
constants have been found: A = 15.9+-0.2 km/s/kpc and B = -12.0+-0.2 km/s/kpc.
Using 3632 RGC stars with known proper motions, radial velocities, and
photometric distances, we show that, apart from the star centroid velocity
components relative to the Sun, only the model parameters that describe the
stellar motions in the XY plane differ significantly from zero. We have studied
the contraction (a negative K-effect) of the system of RGC stars as a function
of their heliocentric distance and elevation above the Galactic plane. For a
sample of distant (500--1000 pc) RGC stars located near the Galactic plane
(|Z|<200 pc) with an average distance of d=0.7 kpc, the contraction velocity is
shown to be Kd= -3.5+-0.9 km/s; a noticeable vertex deviation, lxy = 9.1+-0.5
degrees, is also observed for them. For stars located well above the Galactic
plane (|Z|>=200 pc), these effects are less pronounced, Kd = -1.7+-0.5 km/s and
lxy = 4.9+-0.6 degrees. Using RGC stars, we have found a rotation around the
Galactic X axis directed toward the Galactic center with an angular velocity of
-2.5+-0.3 km/s/kpc, which we associate with the warp of the Galactic

Galactic Rotation Parameters from Data on Open Star Clusters
Currently available data on the field of velocities Vr, Vl, Vb for open star
clusters are used to perform a kinematic analysis of various samples that
differ by heliocentric distance, age, and membership in individual structures
(the Orion, Carina--Sagittarius, and Perseus arms). Based on 375 clusters
located within 5 kpc of the Sun with ages up to 1 Gyr, we have determined the
Galactic rotation parameters
Wo =-26.0+-0.3 km/s/kpc,
W'o = 4.18+-0.17 km/s/kpc^2,
W''o=-0.45+-0.06 km/s/kpc^3, the system contraction parameter K = -2.4+-0.1
km/s/kpc, and the parameters of the kinematic center Ro =7.4+-0.3 kpc and lo =
0+-1 degrees. The Galactocentric distance Ro in the model used has been found
to depend significantly on the sample age. Thus, for example, it is 9.5+-0.7
kpc and 5.6+-0.3 kpc for the samples of young (50 Myr)
clusters, respectively. Our study of the kinematics of young open star clusters
in various spiral arms has shown that the kinematic parameters are similar to
the parameters obtained from the entire sample for the Carina-Sagittarius and
Perseus arms and differ significantly from them for the Orion arm. The
contraction effect is shown to be typical of star clusters with various ages.
It is most pronounced for clusters with a mean age of 100 Myr, with the
contraction velocity being Kr = -4.3+-1.0 km/s.Comment: 14 pages, 4 figures, 2 table
Kinematic Control of the Inertiality of the System of Tycho-2 and UCAC2 Stellar Proper Motions
Based on the Ogorodnikov-Milne model, we analyze the proper motions of
Tycho-2 and UCAC2 stars. We have established that the model component that
describes the rotation of all stars under consideration around the Galactic y
axis differs significantly from zero at various magnitudes. We interpret this
rotation found using the most distant stars as a residual rotation of the
ICRS/Tycho-2 system relative to the inertial reference frame. For the most
distant ( pc) Tycho-2 and UCAC2 stars, the mean rotation around
the Galactic y axis has been found to be mas yr.
The proper motions of UCAC2 stars with magnitudes in the range are
shown to be distorted appreciably by the magnitude equation in
, which has the strongest effect for northern-sky stars
with a coefficient of mas yr mag. We have detected
no significant effect of the magnitude equation in the proper motions of UCAC2

The investigation of absolute proper motions of the XPM Catalogue
The XPM-1.0 is the regular version of the XPM catalogue. In comparison with
XPM the astrometric catalogue of about 280 millions stars covering entire sky
from -90 to +90 degrees in declination and in the magnitude range 10^m<B<22^m
is something improved. The general procedure steps were followed as for XPM,
but some of them are now performed on a more sophisticated level. The XPM-1.0
catalogue contains star positions, proper motions, 2MASS and USNO photometry of
about 280 millions of the sources. We present some investigations of the
absolute proper motions of XPM-1.0 catalogue and also the important information
for the users of the catalogue. Unlike previous version, the XPM-1.0 contains
the proper motions over the whole sky without gaps. In the fields, which cover
the zone of avoidance or which contain less than of 25 galaxies a quasi
absolute calibration was performed. The proper motion errors are varying from 3
to 10 mas/yr, depending on a specific field. The zero-point of the absolute
proper motion frame (the absolute calibration) was specified with more than 1
million galaxies from 2MASS and USNO-A2.0. The mean formal error of absolute

Cooling process for inelastic Boltzmann equations for hard spheres, Part II: Self-similar solutions and tail behavior
We consider the spatially homogeneous Boltzmann equation for inelastic hard
spheres, in the framework of so-called constant normal restitution
coefficients. We prove the existence of self-similar solutions, and we give
pointwise estimates on their tail. We also give general estimates on the tail
and the regularity of generic solutions. In particular we prove Haff 's law on
the rate of decay of temperature, as well as the algebraic decay of
singularities. The proofs are based on the regularity study of a rescaled
problem, with the help of the regularity properties of the gain part of the
Boltzmann collision integral, well-known in the elastic case, and which are
extended here in the context of granular gases.Comment: 41 page
Astrometric Control of the Inertiality of the Hipparcos Catalog
Based on the most complete list of the results of an individual comparison of
the proper motions for stars of various programs common to the Hipparcos
catalog, each of which is an independent realization of the inertial reference
frame with regard to stellar proper motions, we redetermined the vector
of residual rotation of the ICRS system relative to the extragalactic
reference frame. The equatorial components of this vector were found to be the

Derivation of transient relativistic fluid dynamics from the Boltzmann equation
In this work we present a general derivation of relativistic fluid dynamics
from the Boltzmann equation using the method of moments. The main difference
between our approach and the traditional 14-moment approximation is that we
will not close the fluid-dynamical equations of motion by truncating the
expansion of the distribution function. Instead, we keep all terms in the
moment expansion. The reduction of the degrees of freedom is done by
identifying the microscopic time scales of the Boltzmann equation and
considering only the slowest ones. In addition, the equations of motion for the
dissipative quantities are truncated according to a systematic power-counting
scheme in Knudsen and inverse Reynolds number. We conclude that the equations
of motion can be closed in terms of only 14 dynamical variables, as long as we
only keep terms of second order in Knudsen and/or inverse Reynolds number. We
show that, even though the equations of motion are closed in terms of these 14
fields, the transport coefficients carry information about all the moments of
the distribution function. In this way, we can show that the particle-diffusion
and shear-viscosity coefficients agree with the values given by the
Chapman-Enskog expansion.Comment: 27 page
