    An Analysis of Alternative Maize Marketing Policies in South Africa

    The maize-oriented agricultural economies throughout Southern Africa are in fundamental transition. Increased recognition of the costs of historical controls on pricing and marketing already has led to partial maize market liberalization in several countries in the region. However, there is still intense debate over the appropriate scope and implementation of future food market reform. Much of the debate derives from uncertainty over the consequences of comprehensive and politically risky changes to domestic markets, especially at a time when regional market conditions are also in flux due to agricultural restructuring in neighboring countries. There is currently little information on the direction and magnitude of grain trade between South Africa, Zimbabwe, and other countries in the region under a deregulated external trading environment. There is also a lack of information on the regional consequences of alternative domestic maize policy scenarios currently under deliberation in South Africa. The purpose of this research is fourfold. First, we consider the role of food market reform in affecting future economic growth and food security in South Africa, and discuss the congruence between the government's food policy objectives and the existing marketing and pricing system. Second, trends in maize production, trade, prices and marketing costs in South Africa and Zimbabwe, the two largest maize traders in the region, are presented. Third, we present four alternative maize policy scenarios in South Africa, and then estimate their effects on maize production, gross revenues, consumer prices, and trade flows under various weather and pricing scenarios in Zimbabwe. A comparison of results across four policy scenarios clarifies the gainers, losers, and extent of income transfers between various regions and socio-economic groups within each region.     Cell-wall polysaccharides play an important role in decay resistance of Sphagnum and actively depressed decomposition in vitro

    Sphagnum-dominated peatlands head the list of ecosystems with the largest known reservoirs of organic carbon (C). The bulk of this C is stored in decomposition-resistant litter of one bryophyte genus: Sphagnum. Understanding how Sphagnum litter chemistry controls C mineralization is essential for understanding potential interactions between environmental changes and C mineralization in peatlands. We aimed to separate the effects of phenolics from structural polysaccharides on decay of Sphagnum. Wemeasured aerobic microbial respiration of different moss litter types in a lab. We used chemical treatments to step-wise remove the chemical compounds thought to be important in decay-resistance in three taxonomically distant moss genera. We also focused on the effect of Sphagnum-specific cell-wall pectin-like polysaccharides (sphagnan) on C and N mineralization. Removing polymeric lignin-like phenolics had only negligible effects on C mineralization of Sphagnum litter, but increased mineralization of two other bryophyte genera, suggesting a minor role of these phenolics in decay resistance of Sphagnum but a major role of cell-wall polysaccharides. Carboxyl groups of pectin-like polysaccharides represented a C-source in non-Sphagnum litters but resisted decay in Sphagnum. Finally, isolated sphagnan did not serve as C-source but inhibited C and N mineralization instead, reminiscent of the effects reported for phenolics in other ecosystems. Our results emphasize the role of polysaccharides in resistance to, and active inhibition of, microbial mineralization in Sphagnum-dominated litter. As the polysaccharides displayed decay-inhibiting properties hitherto associated with phenolics (lignin, polyphenols), it raises the question if polysaccharide- dominated litter also shares similar environmental controls on decomposition, such as temperature or nutrient and water availabilit

    Performance of distributed mechanisms for flow admission in wireless adhoc networks

    Given a wireless network where some pairs of communication links interfere with each other, we study sufficient conditions for determining whether a given set of minimum bandwidth quality-of-service (QoS) requirements can be satisfied. We are especially interested in algorithms which have low communication overhead and low processing complexity. The interference in the network is modeled using a conflict graph whose vertices correspond to the communication links in the network. Two links are adjacent in this graph if and only if they interfere with each other due to being in the same vicinity and hence cannot be simultaneously active. The problem of scheduling the transmission of the various links is then essentially a fractional, weighted vertex coloring problem, for which upper bounds on the fractional chromatic number are sought using only localized information. We recall some distributed algorithms for this problem, and then assess their worst-case performance. Our results on this fundamental problem imply that for some well known classes of networks and interference models, the performance of these distributed algorithms is within a bounded factor away from that of an optimal, centralized algorithm. The performance bounds are simple expressions in terms of graph invariants.     Emergent Fungal Entomopathogen Does Not Alter Density Dependence in a Viral Competitor

    Population cycles in forest Lepidoptera often result from recurring density-dependent epizootics of entomopathogens. While these systems are typically dominated by a single pathogen species, insects are often infected by multiple pathogens, yet little is known how pathogens interact to affect host dynamics. The apparent invasion of northeastern North America by the fungal entomopathogen Entomophaga maimaiga some time prior to 1989 provides a unique opportunity to evaluate such interactions. Prior to the arrival of E. maimaga, the oscillatory dynamics of host gypsy moth, Lymantria dispar, populations were apparently driven by epizootics of a nucleopolyhedrovirus. Subsequent to its emergence, E. maimaiga has caused extensive mortality in host populations, but little is known about how it has altered multigenerational dynamics of the gypsy moth and its virus. Here we compared demographic data collected in gypsy moth populations prior to vs. after E. maimaiga\u27s invasion. We found that the recently invading fungal pathogen virtually always causes greater levels of mortality in hosts than does the virus, but fungal mortality is largely density independent. Moreover, the presence of the fungus has apparently not altered the gypsy moth–virus density-dependent interactions that were shown to drive periodic oscillations in hosts before the arrival of the fungus

    Measurement-Adaptive Cellular Random Access Protocols

    This work considers a single-cell random access channel (RACH) in cellular wireless networks. Communications over RACH take place when users try to connect to a base station during a handover or when establishing a new connection. Within the framework of Self-Organizing Networks (SONs), the system should self- adapt to dynamically changing environments (channel fading, mobility, etc.) without human intervention. For the performance improvement of the RACH procedure, we aim here at maximizing throughput or alternatively minimizing the user dropping rate. In the context of SON, we propose protocols which exploit information from measurements and user reports in order to estimate current values of the system unknowns and broadcast global action-related values to all users. The protocols suggest an optimal pair of user actions (transmission power and back-off probability) found by minimizing the drift of a certain function. Numerical results illustrate considerable benefits of the dropping rate, at a very low or even zero cost in power expenditure and delay, as well as the fast adaptability of the protocols to environment changes. Although the proposed protocol is designed to minimize primarily the amount of discarded users per cell, our framework allows for other variations (power or delay minimization) as well.Comment: 31 pages, 13 figures, 3 tables.     Dual-Balance Electrodynamic Trap as a Microanalytical Tool for Identifying Gel Transitions and Viscous Properties of Levitated Aerosol Particles

    The formation of gelatinous networks within an aerosol particle significantly alters the physicochemical properties of the aerosol material. Existing techniques for studying gel transitions rely on bulk rheometry, which is limited by contact with the sample, or microrheological techniques such as holographic optical tweezers, which rely on expensive equipment and high-powered lasers that can degrade light-absorbing aerosol. Here, we present a new technique to probe the microrheological characteristics of aerosol particles and explore gel formation under atmospheric conditions in a contactless environment without the need for high-power light sources. In a dual-balance quadrupole electrodynamic balance, levitated droplets of opposite polarity are trapped and equilibrated at fixed relative humidity (RH) and then subsequently merged, and the physical characteristics of the merged droplets are monitored as a function of time and RH using imaging techniques. By comparing the RH-dependent characteristics of MgSO4 (known to undergo a gel transition) to glucose and sucrose (known to remain as viscous Newtonian fluids) under fixed equilibration time scales, we demonstrate that gel phase transitions can be identified in aerosol particles, with MgSO4 abruptly transitioning to a rigid microgel at 30% RH. Further, we demonstrate this technique can be used to also measure aerosol viscosity and identify non-Newtonian fluid dynamics in model sea spray aerosol composed of NaCl, CaCl2, and sorbitol. Thus, using this experimental technique, it is possible to distinguish between aerosol compositions that form viscous Newtonian fluids and those that undergo a gel transition or form non-Newtonian fluids. This technique offers a simple and cost-effective analytical tool for probing gel transitions outside of bulk solubility limits, with relevant applications ranging from atmospheric science to microengineering of soft matter materials

    Comparative analysis of heterogeneity of primary photosynthetic processes within fruticose lichen thalli: Preliminary study of interspecific differences

    Two species of fruticose lichens from different habitats and of distinct color, Usnea antarctica and Stereocaulon vesuvianum, were compared using chlorophyll fluorescence imaging in order to study the distribution of primary photosynthetic processes within the thalli. The thallus of U. antarctica is yellow with black tips: in this species chlorophyll containing cells were mostly located in the middle region of the thallus and the highest PS II efficiency was detected in the middle to basal region, as shown by the FV/FM and ΦPSII values. No chlorophyll fluorescence was detected in the apical part of the thallus, indicating that little or no photosynthesis takes place in these tissues. The lichen S. vesuvianum is homogeneously pale grayish green and chlorophyll containing cells are distributed along the thallus with maximum concentration in the middle region. In S. vesuvianum, the highest PS II efficiency was detected in the apical to middle region of the thallus, while the basal portion was found to have the lowest efficiency of primary photochemical reactions.     Rapid reduction versus abrupt quitting for smokers who want to stop soon: a randomised controlled non-inferiority trial

    Background: The standard way to stop smoking is to stop abruptly on a quit day with no prior reduction in consumption of cigarettes. Many smokers feel that reduction is natural and if reduction programmes were offered, many more might take up treatment. Few trials of reduction versus abrupt cessation have been completed. Most are small, do not use pharmacotherapy, and do not meet the standards necessary to obtain a marketing authorisation for a pharmacotherapy.\ud Design/Methods: We will conduct a non-inferiority andomised trial of rapid reduction versus standard abrupt cessation among smokers who want to stop smoking. In the reduction arm,participants will be advised to reduce smoking consumption by half in the first week and to 25% of baseline in the second, leading up to a quit day at which participants will stop smoking completely.This will be assisted by nicotine patches and an acute form of nicotine replacement therapy. In the abrupt arm participants will use nicotine patches only, whilst smoking as normal, for two weeks prior to a quit day, at which they will also stop smoking completely. Smokers in either arm will have standard withdrawal orientated behavioural support programme with a combination of nicotine patches and acute nicotine replacement therapy post-cessation.\ud Outcomes/Follow-up: The primary outcome of interest will be prolonged abstinence from smoking, with secondary trial outcomes of point prevalence, urges to smoke and withdrawal\ud symptoms. Follow up will take place at 4 weeks, 8 weeks and 6 months post-quit day

If \theta<1/\alpha (slow cooling), the jump diffusion Z(t) has a non-trivial limiting distribution as t\to \infty, which is concentrated at the potential's local minima.
