From Participatory Culture to Participatory Fatigue: The Problem With the Public
The Web has changed newswork dramatically. After the turn of the Millennium, the Web 2.0 was welcomed as a unique medium of participation, interaction, and democratization. Due to the increased interactivity of many websites, and the growing prominence of social networking sites such as Facebook that invited the creation and publication of user contributions, many journalism scholars promulgated the potentials of the Web to trigger participation, a new interactivity and, eventually, more transparency, accountability, and responsiveness. In this article, I show how I was equally full of hope that the participatory potential of the Web would become widespread among news organizations. However, recent findings show that most established newsrooms still do not practice what they preach. Even more so, many newsrooms show a participation fatigue, closing user comment sections due to participation inequality or challenging phenomena such as trolls, incivility, or hate-speech. Hence, I do not believe that the majority of legacy news media will further implement accountability practices and strengthen their responsiveness toward their publics. But I still have hope, and this hope comes from entrepreneurial journalism
Requirements for IT Governance in Organizations Experiencing Decentralization
International audienceDecentralization of organizations and subsequent change of their management and operation styles require changes in organization's processes and heavily involve IT. Enterprise Architecture (EA) frameworks fit to primarily centralized organizational structures, and as such have shortcomings when used in decentralized organizations. We illustrate this idea on the example of one organization in the Higher Education sector that faces decentralization of its structure and has to adapt to it. Overcoming these challenges requires some new principles to be introduced and incorporated into the EA knowledge. In particular for IT governance, in this study we argue that peer-to-peer principles can offer more suitable governance over current EA frameworks as they are able to better align with decentralized components of an organizational structure
The ins and outs of participation in a weather information system
In this paper our aim is to show even though access to technology, information or data holds the potential for improved participation, participation is wired into a larger network of actors, artefacts and information practices. We draw on a case study of a weather information system developed and implemented by a non-profit organisation to both describe the configuration of participation, but also critically assess inclusion and exclusion. We present a set of four questions - a basic, practical toolkit - by which we together with the organisation made sense of and evaluated participation in the system
Eigenvector localization as a tool to study small communities in online social networks
We present and discuss a mathematical procedure for identification of small
"communities" or segments within large bipartite networks. The procedure is
based on spectral analysis of the matrix encoding network structure. The
principal tool here is localization of eigenvectors of the matrix, by means of
which the relevant network segments become visible. We exemplified our approach
by analyzing the data related to product reviewing on Amazon.com. We found
several segments, a kind of hybrid communities of densely interlinked reviewers
and products, which we were able to meaningfully interpret in terms of the type
and thematic categorization of reviewed items. The method provides a
complementary approach to other ways of community detection, typically aiming
at identification of large network modules
Manipulation and removal of defects in spontaneous optical patterns
Defects play an important role in a number of fields dealing with ordered
structures. They are often described in terms of their topology, mutual
interaction and their statistical characteristics. We demonstrate theoretically
and experimentally the possibility of an active manipulation and removal of
defects. We focus on the spontaneous formation of two-dimensional spatial
structures in a nonlinear optical system, a liquid crystal light valve under
single optical feedback. With increasing distance from threshold, the
spontaneously formed hexagonal pattern becomes disordered and contains several
defects. A scheme based on Fourier filtering allows us to remove defects and to
restore spatial order. Starting without control, the controlled area is
progressively expanded, such that defects are swept out of the active area.Comment: 4 pages, 4 figure
Social network market: Storytelling on a web 2.0 original literature site
This article looks at a Chinese Web 2.0 original literature site, Qidian, in order to show the coevolution of market and non-market initiatives. The analytic framework of social network markets (Potts et al., 2008) is employed to analyse the motivations of publishing original literature works online and to understand the support mechanisms of the site, which encourage readers’ willingness to pay for user-generated content. The co-existence of socio-cultural and commercial economies and their impact on the successful business model of the site are illustrated in this case. This article extends the concept of social network markets by proposing the existence of a ripple effect of social network markets through convergence between PC and mobile internet, traditional and internet publishing, and between publishing and other cultural industries. It also examines the side effects of social network markets, and the role of market and non-market strategies in addressing the issues
Partisan Asymmetries in Online Political Activity
We examine partisan differences in the behavior, communication patterns and
social interactions of more than 18,000 politically-active Twitter users to
produce evidence that points to changing levels of partisan engagement with the
American online political landscape. Analysis of a network defined by the
communication activity of these users in proximity to the 2010 midterm
congressional elections reveals a highly segregated, well clustered partisan
community structure. Using cluster membership as a high-fidelity (87% accuracy)
proxy for political affiliation, we characterize a wide range of differences in
the behavior, communication and social connectivity of left- and right-leaning
Twitter users. We find that in contrast to the online political dynamics of the
2008 campaign, right-leaning Twitter users exhibit greater levels of political
activity, a more tightly interconnected social structure, and a communication
network topology that facilitates the rapid and broad dissemination of

Network segregation in a model of misinformation and fact checking
Misinformation under the form of rumor, hoaxes, and conspiracy theories
spreads on social media at alarming rates. One hypothesis is that, since social
media are shaped by homophily, belief in misinformation may be more likely to
thrive on those social circles that are segregated from the rest of the
network. One possible antidote is fact checking which, in some cases, is known
to stop rumors from spreading further. However, fact checking may also backfire
and reinforce the belief in a hoax. Here we take into account the combination
of network segregation, finite memory and attention, and fact-checking efforts.
We consider a compartmental model of two interacting epidemic processes over a
network that is segregated between gullible and skeptic users. Extensive
simulation and mean-field analysis show that a more segregated network
facilitates the spread of a hoax only at low forgetting rates, but has no
effect when agents forget at faster rates. This finding may inform the
development of mitigation techniques and overall inform on the risks of
uncontrolled misinformation online
World radiocommunication conference 12 : implications for the spectrum eco-system
Spectrum allocation is once more a key issue facing the global telecommunications industry. Largely overlooked in current debates, however, is the World Radiocommunication Conference (WRC). Decisions taken by WRC shape the future roadmap of the telecommunications industry, not least because it has the ability to shape the global spectrum allocation framework. In the debates of WRC-12 it is possible to identify three main issues: enhancement of the international spectrum regulatory framework, regulatory measures required to introduce Cognitive Radio Systems (CRS) technologies; and, additional spectrum allocation to mobile service. WRC-12 eventually decided not to change the current international radio regulations with regard to the first two issues and agreed to the third issue. The main implications of WRC-12 on the spectrum ecosystem are that most of actors are not in support of the concept of spectrum flexibility associated with trading and that the concept of spectrum open access is not under consideration. This is explained by the observation that spectrum trading and spectrum commons weaken state control over spectrum and challenge the main principles and norms of the international spectrum management regime. In addition, the mobile allocation issue has shown the lack of conformity with the main rules of the regime: regional spectrum allocation in the International Telecommunication Union (ITU) three regions, and the resistance to the slow decision making procedures. In conclusion, while the rules and decision-making procedures of the international spectrum management regime were challenged in the WRC-12, the main principles and norms are still accepted by the majority of countries
