    THE ROLE OF THE MASS MEDIA IN THE 2017 GUBERNATORIAL ELECTION OF JAKARTA

    Purpose of Study: The media have an important role in the introducing process of candidates of local leaders. Various opinions on the candidates may be formed and spread to the public through the media. The media are able to organize realities from various events occurred so that they become the discourse that supports or rejects the candidates. Methodology: The media’s construction of the candidates is determined by three main factors, namely the media’s par- tiality towards capitalism/capital owners; quasi-support for the public and support for the public interests. The relation between the media and capital owners may make the news report of the media unbalance and tend to be on the side of certain candidates. The news narrative, the terms used, and the resource persons invited are adjusted to the interests of the media to make certain candidates win. Results: The media wars occur in every election for local leaders. One of the elections for local leaders that involved the media war is the Jakarta Election 2017. The media war occurred not only in offline such as printed matter media and online media but also in social media like Facebook and Twitter. Social media were filled with the issue about diversity against obedience to religion which was followed by some hate speech, hoax news, and insults from those who were not of the same opinion. Through this discourse, the political image of the candidate was constructed

    Evaluation on ESQ 165 Training as Spiritual-Engineering-Based Motivation Training in an Attempt to Build the Character of the Members of the Subregional Police of Ciamis

    [EN] The reform of the Indonesian National Police (Polri) requires the change in the behaviour of its members to be more professional in their service to the public. ESQ 165 Training is chosen as one of the programs in an attempt of character building of the members of the Subregional Police (Polres) of Ciamis. ESQ 165 Training is character-building training categorized as a type of motivation training which uses comprehensive and sustainable spiritual engineering. This research aims to evaluate ESQ 165 Training in an attempt to build the character of the members of the Subregional Police of Ciamis. The theory utilized in this research is Kirkpatrick’s Framework which consists of four studied levels, namely reaction level, learning level, behavioural level, and result level. This research uses a quantitative descriptive research method. Data-gathering technique uses questionnaires distributed among 223 members of the Subregional Police of Ciamis who have participated in ESQ 165 Training, observation and interviews. The result of the research shows that 88% of respondents likes the training (reaction level), 93% of respondents understand the material of training (learning level), respondents shows changes in motivation, attitude and behaviour (behaviour level), and the public appreciate the performance of the Subregional Police of Ciamis which has undergone significant changes (result level).     RESTAURANT TAX IN BANDUNG

    Purpose: Culinary industry has enabled Bandung to be one of the favorite tourist destinations in Asia and culinary tourist destinations in Indonesia. The presence of the culinary industry, besides being able to increase the income of local people, also contributes to the increase in Local Own Revenues. This research aims to identify the potential of restaurant tax for local own revenues and the problem relating to the collection of restaurant tax in Bandung City. Methodology: This research used quantitative descriptive and the qualitative method. The quantitative descriptive method was used for calculating the potential of restaurant tax, while the qualitative method with a case study approach was used for explaining the problems in managing restaurant tax. Data collection techniques were conducted through observation, interviews, and literature review. Results: The result of this research is expected to be useful for determining the strategy for enhancing restaurant tax revenues of Bandung City. The research result shows that restaurant tax in Bandung City is one of local taxes potential for giving a contribution to Local Own Revenues of Bandung City, which is of 12.9% during the last three years. Implications: Realization of restaurant tax during the last two years (2015-2016) has exceeded the target. It indicates that the potential of restaurant tax can be optimized. However, there are some difficulties in the collection of restaurant tax, there are some potential loss problems such as restaurants that do not pay up the tax according to the real potential of tax and some owners of restaurants (including catering) who have not yet been recorded as taxable subjects. It is also affected by the system of tax collection which is a self-assessment one. In the future, BPPD should improve law enforcement, tax audit, and tax collection in order to enhance local taxes from the restaurant sector

    PENGENDALIAN MINIMARKET TIDAK BERIZIN DI KABUPETAN BANDUNG BARAT

    Latar belakang penelitian ini adanya pertumbuhan minimarket di Kabupaten Bandung Barat yang tinggi di Kabupaten Bandung Barat.Berdasarkan data Dinas Perindustrian dan Perdagangan pada tahun 2018 terdapat 318 minimarket yang tersebar di 15 kecamatan Kabupaten Bandung Barat. Penelitian ini bertujuan untuk menjelaskan bagaimana pengendalian minimarket di Kabupaten Bandung Barat yang dilaksanakan oleh Dinas Perindustrian dan Perdagangan.Teori yang digunakan dalam penelitian ini yaitu proses pengendalian yang dijelaskan oleh Stephen P. Robbins dan Mary Coulter melalui tiga langkah yaitu: mengukur kinerja sebenarnya, membandingkan kinerja dengan standar, dan mengambil tindakan manajerial untuk membetulkan penyimpangan atau standar yang tidak memadai.Metode penelitian yang digunakan adalah metode kualitatifdengan teknik pengumpulan data menggunakan observasi, wawancara, dan studi dokumen. Adapun validasi data menggunakan teknik triangulasi sumber.Hasil penelitian ini menunjukan bahwa pengendalian minimarket tidak berizin di Kabupaten Bandung Barat belum berjalan sesuai dengan norma yang berlaku. Terdapat pelanggaran terkait perizinan, ketidaksesuaian dengan Peraturan Daerah Nomor 21 Tahun 2012 mengenai pengenaan sanksi dansumberdaya. Selain itu aturan yang ada kurang mengatur wewenang pengendalian yang menjadi salah satu sebab lemahnya pengendalian dan penindakan terhadap minimarket tidak berizin. Walaupun upaya pengendalian melalui pengawasan dan pembinaan kepada para pelaku usaha sudah dilakukan namun kegiatan tersebut tidak cukup menjadi solusi atas permasalahan minimarket tidak berizin di Kabupaten Bandung Barat.

    GOOD TOURISM GOVERNANCE DALAM PENGELOLAAN EKOWISATA MANGROVE KAMPUNG TELUK SEMANTING KABUPATEN BERAU

    At present, all development in Indonesia applies the concept of sustainability, including in the tourism sector. In order to achieve this mission, the process needs to be carried out with good tourism governance. Mangrove Ecotourism itself has received various supports from three key actors, namely the government, the private sector, and the community. However, in reality the management of ecotourism has not met expectations, so it is interesting to study. The research method used is descriptive qualitative by collecting data through observation, literature study, and interviews with 9 informants involved in the management of the Teluk Semanting’s Mangrove Ecotourism. It aims to understand, analyze, and explain various aspects of existing management. The theory put forward (Sunaryo 2013) is in the form of synergistic active participation between three key actors in achieving success indicators that refer to the principles of sustainable and environmentally sound tourism development, namely active participation of related communities, involvement of all stakeholders, local ownership partnerships, sustainable use of resources. , accommodating community aspirations, environmental carrying capacity, program monitoring and evaluation, environmental accountability, training for related communities, as well as promotion and advocacy of local cultural values are used as references in this research. The results showed that the management of the Teluk Semanting’s Mangrove Ecotourism had been carried out well even though 5 out of 10 indicators were not yet optimal, in more detail in the form of a lack of human resources from the community, not yet effective communication between actors, especially the government and the private sector, some tourism resources have not been classified safe for tourists, there are no waste processing utilities and inadequate telecommunication networks, there are no records related to training, and the lack of culture and promotional information.  Pada saat ini segala pembangunan yang ada di Indonesia menerapkan konsep bekerlanjutan termasuk dalam sektor pariwisata. Guna mencapai misi tersebut maka dalam prosesnya perlulah dilakukan dengan tata kelola kepariwisataan yang baik. Ekowisata Mangrove ini sendiri telah mendapat berbagai dukungan dari tiga aktor kunci yaitu pemerintah, swasta, dan masyarakat. Namun dalam kenyataannya pengelolaan ekowisata ini belum sesuai harapan sehingga menarik untuk diteliti. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan mengumpulkan data melalui observasi, studi literatur, dan wawancara dengan 9 orang informan yang terlibat dalam pengelolaan Ekowisata Mangrove Teluk Semanting. Hal ini bertujuan untuk memahami, menganalisis, dan menjelaskan berbagai aspek pengelolaan yang ada. Teori yang dikemukakan (Sunaryo 2013) berupa partisipasi aktif yang sinergis antar tiga aktor kunci dalam mencapai indikator keberhasilannya yang mengacu pada prinsip pembangunan pariwisata berkelanjutan dan berwawasan lingkungan yaitu partisipasi aktif masyarakat terkait, keterlibatan segenap pemangku kepentingan, kemitraan kepemilikal lokal, pemanfaatan sumber daya secara berlanjut, mengakomodasi aspirasi masyarakat, daya dukung lingkungan, monitoring dan evaluasi program, akuntabilitas lingkungan, pelatihan pada masyarakat terkait, serta promosi dan advokasi nilai budaya lokal dijadikan sebagai acuan dalam penelitian ini. Hasil penelitian menunjukkan pengelolaan Ekowisata Mangrove Teluk Semanting telah terlaksana dengan baik meskipun 5 dari 10 indikator yang ada belum optimal, secara lebih rincinya berupa kurangnya sumber daya manusia dari masyarakat, belum efektifnya komunikasi antar para aktor khususnya pemerintah dan swasta, beberapa sumber daya pariwisata belum tergolong aman bagi wisatawan, tidak adanya utilitas pengolahan limbah dan jaringan telekomunikasi yang belum memadai, tidak adanya pencatatan terkait pelatihan, dan minimnya budaya serta informasi promosi

    EFEKTIVITAS PROGRAM MAL GRHA TIYASA SEBAGAI MODEL PELAYANAN PUBLIK DI KOTA BOGOR

    ABSTRACTThe background that underlies the writing of this an indication of the problem that the effectiveness of the Grha Tiyasa Mall program in Bogor  by the One Stop Integrated Services and Investment Agency, such as the unstable number of visitors, the types of services that can be done are still limited, and socialization programs for the community that are still lacking. The purpose of this study was to determine and analyze how the effectiveness of the Mal Grha Tiyasa program as a model of public services in Bogor. This study uses a qualitative approach. Furthermore, the theoretical basis used in this study is five principles that influence the program's effectiveness by Riant Nugroho, which consists of the right program, the right implementation, the right target, the right environment, and the proper process. The data analysis technique in this study was carried out through data reduction, data presentation, and data verification as a form of concluding. This study indicates that the Grha Tiyasa Mall program in Bogor has not been effective because the quality of the services provided has not been maximized. The target number of visitors and socialization has not been achieved. The quality of services offered has not been maximized, seen from the lack of facilities and infrastructure supporting the service process and limited services. Some services to the community cannot be carried out in the Grha Tiyasa Mall program. The achievement of the unstable and unattainable target number of visitors was due to the uneven socialization process to all the people of Bogor, resulting in the community being less aware of the Mal Grha Tiyasa program and not participating in the program so that the local government did not expect the response as well as the points that have not been achieved in the program objectives stated in the Regulation of the Mayor of Bogor Number 39 of 2019 concerning Public Service Malls.ABSTRAKLatar belakang yang mendasari penulisan ini adalah adanya indikasi masalah bahwa efektivitas program Mal Grha Tiyasa di Kota Bogor oleh Dinas Penanaman Modal dan Pelayanana Terpadu Satu Pintu belum optimal, seperti jumlah masyarakat pengunjung yang tidak stabil, jenis pelayanan yang dapat dilakukan masih terbatas, dan sosialisasi program kepada masyarakat yang masih kurang. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis bagaimana efektivitas program Mal Grha Tiyasa sebagai model pelayanan publik di Kota Bogor. Penelitian ini menggunakan metode pendekatan kualitatif. Lebih lanjut landasan teori yang digunakan dalam penelitian ini adalah 5 prinsip yang mempengaruhi efektivitas program oleh Riant Nugroho, yang terdiri dari tepat program, tepat pelaksana, tepat target, tepat lingkungan, dan tepat proses. Teknik analisis data pada penelitian ini dilakukan melalui tahapan reduksi data, penyajian data, dan verifikasi data sebagai bentuk penarikan kesimpulan. Hasil penelitian ini menunjukan bahwa program Mal Grha Tiyasa di Kota Bogor belum efektif, dikarenakan kualitas dari pelayanan yang diberikan belum maksimal serta pencapaian jumlah target pengunjung dan sosialisasi yang tidak tercapai. Kualitas pelayanan yang diberikan belum maksimal terlihat dari kurangnya sarana dan prasarana yang mendukung pada proses pelayanan serta jenis pelayanan yang terbatas sehingga beberapa pelayanan kepada masyarakat tidak dapat dilakukan pada program Mal Grha Tiyasa. Pencapaian jumlah target pengunjung yang tidak stabil dan tidak tercapai disebabkan oleh proses sosialisasi yang belum merata kepada seluruh masyarakat Kota Bogor, mengakibatkan masyarakat kurang mengetahui adanya program Mal Grha Tiyasa dan kurang berpartisipasi pada program sehingga memberi tanggapan yang belum diharapkan oleh pemerintah daerah. Serta belum tercapainya poin-poin pada tujuan program yang tertera dalam Peraturan Walikota Bogor Nomor 39 Tahun 2019 Tentang Mal Pelayanan Publik.

    PENGAMANAN ASET KAWASAN RUMAH PEMOTONGAN HEWAN DI KOTA CIMAHI

    This research discuss the security of the assets of the Kawasan Rumah Pemotongan Hewan (RPH) in Cimahi City. The motives are problems in securing RPH area assets, such as claims from other parties, damage to buildings, and incomplete recording of assets. Hence the main purpose of this study was to find out and analyze how to secure the assets of the RPH area in Cimahi City by using a qualitative approach as a research method. The study used Mahmudi’s Theory of regional asset security, which consists of administrative and record security, legal security, and physical security to analyze the problem. The data went through several stages which are data copying, general idea search, coding, narrative writing, and concluding. To test the validity of the data, the writer used triangulation of data sources. This study indicates that asset security of the RPH area in Cimahi City has not met the aspects of the regional asset security theory described by Mahmudi. Out of three aspects of regional asset security, only the legal security aspect has met the condition. While, Administrative, record security, as well as physical security, have not been fulfilled. Aspects of legal security on the assets of RPH area that also need to be strengthened by taking legal action on assets that have problems with other parties. Penelitian ini menjelaskan tentang pengamanan aset Kawasan Rumah Pemotongan Hewan (RPH) di Kota Cimahi. Penelitian ini di latarbelakangi oleh permasalahan pengamanan aset Kawasan RPH, seperti adanya klaim dari pihak lain, kerusakan bangunan, dan belum lengkapnya pencatatan aset. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis bagaimana pengamanan aset Kawasan RPH di Kota Cimahi. Penelitian ini menggunakan metode pendekatan kualitatif. Analisis dilakukan menggunakan teori pengamanan aset daerah menurut Mahmudi, yang terdiri dari pengamanan administrasi dan catatan, pengamanan hukum, dan pengamanan fisik. Analisis data dilakukan melalui beberapa tahapan yakni penyalinan data, pencarian gagasan umum, pengkodean, penulisan narasi, dan penarikan kesimpulan. Untuk menguji keabsahan data, peneliti menggunakan triangulasi sumber data. Hasil penelitian ini menunjukan bahwa pengamanan aset Kawasan RPH di Kota Cimahi belum memenuhi aspek-aspek pengamanan aset daerah yang dipaparkan oleh Mahmudi. Dari tiga aspek pengamanan aset daerah hanya satu aspek yang sudah terpenuhi yaitu pengamanan hukum, sedangkan aspek pengamanan administrasi dan catatan serta aspek pengamanan fisik belum terpenuhi. Aspek pengamanan hukum pada aset Kawasan RPH juga perlu dikuatkan dengan cara melakukan upaya hukum pada aset yang bermasalah dengan pihak lain

    Perencanaan Program Optimalisasi Pendapatan Asli Daerah pada Masa Pandemi Covid-19 di Badan Keuangan Kota Bukittinggi

    This research on the planning of the Local Revenue (PAD) Optimization Program at Financial Agency of Bukittinggi City was motivated by the failure to achieve one of the performance indicator targets of the PAD Optimization Program in 2020, precisely when the Covid-19 pandemic began to hit Bukittinggi City. The pandemic that has occurred has prompted the government to implement several policies such as the policy of limiting community activities, Refocusing Policy and Budget Reallocation which have an impact on the sluggish community economy which is marked by a significant decrease in PAD compared to previous years. The decrease in PAD has an impact on not achieving the PAD Optimization Program targets. With these problems, this study seeks to find out, understand and analyze the PAD Optimization Program planning carried out by the Financial Agency of Bukittinggi City, especially during the 2020 Covid-19 Pandemic. This study uses the theory of the program planning process according to Pawlak and Vinter in 2004 with qualitative research methods. There were 4 informants in this study, namely, Head of Revenue, Head of Subdivision of Determination, Head of Subdivision of Planning and Finance of the Financial Agency of Bukittinggi, and Head of Research and Development of the Research and Development Planning Agency (Bapelitbang) of Bukittinggi City. Data was collected by means of observation, interviews, and literature study. The data analysis technique in this study was carried out through 3 stages, namely, the data reduction stage, data presentation and conclusion drawing. The results of this study indicate that overall, the planning of the PAD Optimization Program has not been carried out properly by the Financial Agency of Bukittinggi City, because there were still two planning stages that are not in accordance with the program planning theory proposed by Pawlak and Vinter. Penelitian mengenai perencanaan Program Optimalisasi Pendapatan Asli Daerah (PAD) di Badan Keuangan Kota Bukittinggi ini dilatarbelakangi oleh tidak tercapainya salah satu target indikator kinerja dari Program Optimalisasi PAD pada tahun 2020 lalu, tepatnya ketika Pandemi Covid-19 mulai melanda Kota Bukittinggi. Pandemi yang terjadi mendorong pemerintah untuk menerapkan beberapa kebijakan seperti kebijakan pembatasan kegiatan masyarakat, Kebijakan Refocusing dan Realokasi Anggaran yang berdampak pada lesunya perekonomian masyarakat yang ditandai dengan penurunan PAD yang cukup signifikan jika dibandingkan dengan tahun-tahun sebelumnya. Penurunan PAD tersebut berimbas pada tidak tercapainya sasaran Program Optimalisasi PAD. Dengan adanya permasalahan tersebut, penelitian ini berusaha untuk mengetahui, memahami dan menganalisis perencanaan Program Optimalisasi PAD yang dilakukan oleh Badan Keuangan Kota Bukittinggi terutama pada masa Pandemi Covid-19 tahun 2020 lalu. Penelitian ini menggunakan teori proses perencanaan program menurut Pawlak dan Vinter tahun 2004 dengan metode penelitian kualitatif. Informan dalam penelitian ini berjumlah 4 orang yaitu, Kepala Bidang Pendapatan, Kasubbid Penetapan, Kasubbag Perencanaan dan Keuangan Badan Keuangan Kota Bukittinggi, serta Kepala Bidang Penelitian dan Pengembangan Badan Perencanaan Penelitian dan Pengembangan (Bapelitbang) Kota Bukittinggi. Pengumpulan data dilakukan dengan cara observasi, wawancara, dan studi pustaka. Teknik analisis data pada penelitian ini dilakukan melalui 3 tahap yaitu, tahap reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa secara keseluruhan, perencanaan Program Optimalisasi PAD belum dilakukan dengan baik oleh Badan Keuangan Kota Bukittinggi, karena masih terdapat dua tahap perencanaan yang belum sesuai dengan teori perencanaan program yang dikemukakan oleh Pawlak dan Vinter

    EFEKTIVITAS PROGRAM BANTUAN LANGSUNG TUNAI DANA DESA TAHUN 2020 DI DESA PLUMBON KECAMATAN PLUMBON KABUPATEN CIREBON

    Penelitian ini dilatarbelakangi oleh adanya pandemi Covid-19 yang mempengaruhi berbagai aspek kehidupan seperti kesehatan, sosial, dan ekonomi. Pada aspek ekonomi banyaknya pemutusan hubungan kerja, usaha yang tutup, dan penghasilan masyarakat menurun. Oleh karena itu, Program BLT – Dana Desa dibuat untuk melindungi masyarakat miskin dan rentan dari dampak pandemi Covid-19. Dalam pelaksanaannya, program BLT – Dana Desa di Desa Plumbon masih mengalami masalah seperti keterlambatan dalam pencairan BLT – Dana Desa dan kurangnya sosialisasi program yang dilakukan oleh penanggung jawab sosialisasi. Tujuan dari penelitian ini adalah untuk mencari, mengumpulkan, dan mendapatkan data serta informasi yang berhubungan dengan efektivitas dari adanya BLT – Dana Desa tahun 2020 yang diberikan kepada masyarakat Desa Plumbon, Kecamatan Plumbon, Kabupaten Cirebon. Penelitian ini menggunakan teori efektivitas program yang dikemukakan oleh Budiani tahun 2009 dengan metode kualitatif. Informan dalam penelitian ini berjumlah 26 orang yaitu Tim monitoring dan evaluasi Program BLT – Dana Desa dari kecamatan, Kepala Desa Plumbon Kecamatan Plumbon Kabupaten Cirebon, Sekretaris Desa Plumbon Kecamatan Plumbon Kabupaten Cirebon, Ketua RT, Ketua RW, dan Keluarga Penerima Manfaat (KPM) Program BLT – Dana Desa. Teknik pengumpulan data yang digunakan yaitu dengan cara observasi, wawancara, dan studi literatur. Teknik analisis data pada penelitian ini dilakukan melalui beberapa tahapan yaitu kondensasi data, penyajian data, dan verifikasi data sebagai bentuk penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa secara keseluruhan Program BLT – Dana Desa tahun 2020 di Desa Plumbon Kecamatan Plumbon Kabupaten Cirebon belum berjalan efektif. Ada beberapa hal yang perlu ditingkatkan lagi yaitu pada masalah jadwal pencairan dan sosialisasi kepada masyarakat. This research is motivated by the Covid-19 pandemic that affects various aspects of life such as health, social and economic. The purpose of this research was to seek, collect, and obtain data and information related to the effectiveness of the 2020 BLT – Village Fund given to the people of Plumbon Village, Plumbon District, Cirebon Regency. This research uses the theory of program effectiveness proposed by Budiani in 2009 with a qualitative method. The informants in this research were 26 people, namely the monitoring and evaluation team of the BLT Program - Village Fund from the district, the Head of Plumbon Village, Plumbon District, Cirebon Regency, the Plumbon Village Secretary, Plumbon District, Cirebon Regency, head of RT, head of RW, and the Beneficiary Families (KPM) of the BLT - Village Funds Program. Data collection techniques are used by observation, interviews, and literature studies. The data analysis technique in this research was carried out through several stages, namely data condensation, data display, and verifying conclusions. The results of this research show that the overall BLT – Village Fund Program 2020 in Plumbon Village, Plumbon District, Cirebon Regency, has not been effective. There are some things that need to be improved again, namely on the issue of disbursement schedule and socialization to the community

One form of e-government implementation, the Bandung City Personnel, Education and Training Agency (BKPP) implements a Dynamic Work Allowance (TKD) system based on Electronic Performance Remuneration (e-RK). -RK affects the achievement of employee performance as expected so that it can give birth to solutions or recommendations for the smooth implementation of activities in government agencies, especially in the city of Bandung. The research method used is a quantitative approach. To measure which dimensions are inadequate, the authors use the TPC (technology performance chain) theory from Goodhue and Thompson (1995) which shows four dimensions including Task Characteristics, Technologies Characteristics, Task-technology fit, and Utilization. The performance theory used is Mitchel's theory in Sedarmayanti (2001) where there are five dimensions in assessing performance, namely Promptness, Quality of Work, Initiative, Communication, and Capability. ). The researcher used a sampling technique, namely the proportionate stratified random sampling technique with a total sample of 46 people. The results showed that e-RK had a high effect on the performance of BKPP employees. The results showed that the contribution given by e-RK had an effect of 87.8% on employee performance. Then for the rest as much as 12.2% is the influence of other contributions not examined in this study. Based on the hypothesis test, the value of tcount > ttable (17.807 >2.01537) was obtained. So it can be concluded that Ho is rejected and there is a significant effect on the implementation of e-RK on the performance of BKPP employees. Dalam mencapai Good Governance, Pemerintah Kota Bandung menerapkan e-Government untuk meningkatkan kualitas kinerjanya. Penerapan e-Government diharapkan dapat meningkatkan kenyamanan, efisiensi serta aksesibilitas yang dari pelayanan publik. Salah satu bentuk penerapan e-government, Badan Kepegawaian, Pendidikan, dan Pelatihan (BKPP) Kota Bandung menerapkan sistem pemberian Tunjangan Kerja Dinamis (TKD) yang berbasis Elektronik Remunerasi  Kinerja (e-RK).Tujuan dilakukannya penelitian ini yaitu untuk menjelaskan apakah penerapan E-RK berpengaruh terhadap tercapainya kinerja pegawai sesuai yang diharapkan sehingga bisa melahirkan solusi ataupun rekomendasi bagi kelancaran pelaksanaan kegiatan di instansi-instansi pemerintah khususnya di Kota Bandung. Metode penelitian yang digunakan yaitu pendekatan kuantitatif. Untuk mengukur dimensi mana yang tidak memadai, penulis menggunakan teori TPC (technology performance chain) dari Goodhue dan Thompson (1995) yang menunjukan empat dimensi diantaranya Task Characteristic, Technologies Characteristic, Task-technology fit, dan Utilization. Adapun teori kinerja yang digunakan ialah teori Mitchel dalam Sedarmayanti (2001) dimana terdapat lima dimensi dalam menilai kinerja, yaitu Ketetapan Waktu (Promptness), Kualitas Kerja (Quality of Work), Inisiatif (Initiative), Komunikasi (Communication), dan Kemampuan (Capability). Peneliti menggunakan teknik penarikan sampel yaitu teknik proportionate stratified random sampling dengan jumlah sampel sebanyak 46 orang. Hasil penelitian menunjukkan bahwa e-RK berpengaruh tinggi terhadap kinerja pegawai BKPP. Hasil penelitian menunjukan bahwa kontribusi yang diberikan e-RK berpengaruh sebesar 87,8% terhadap Kinerja Pegawai. Kemudian untuk sisanya yaitu sebanyak 12,2% merupakan pengaruh dari kontribusi lain yang tidak diteliti pada penelitian ini. Berdasarkan uji hipotesis,  diperoleh nilai thitung > ttabel (17,807 >2,01537) . Sehingga dapat disimpulkan bahwa Ho ditolak dan terdapat pengaruh signifikan penerapan e-RK terhadap Kinerja Pegawai BKPP
