Jurisdiction of child custody matters in Virginia is affected by both the Uniform Child Custody Jurisdiction Act (UCCJA) as adopted in Virginia and the federally enacted Parental Kidnapping Prevention Act of 1980 (PKPA). This article analyzes the jurisdictional requirements under both Acts, discusses the interrelationship between the two and suggests a five step analysis by which a Virginia court may determine its jurisdiction in light of this authority

Professional Development Schools and Future Teachers of America Clubs: A Promising Pipeline

This paper discusses the opportunity for universities and Professional Development Schools (PDSs) to engage with Future Teachers of America (FTA) clubs and similar groups in secondary schools to ensure the future of the profession. Student leaders and their mentor from an active high school FTA club share their perspectives on the benefits of membership in an active FTA. They aspire to engage in authentic educational experiences through relationships with teacher preparation programs and diverse classroom opportunities. In alignment with the National Association for Professional Development Schools (NAPDS) Nine Essentials, collaboration with FTA clubs is a boundary-spanning opportunity for faculty that will cultivate and advance positive relationships, provide mutually beneficial clinical experiences to a robust and motivated source of potential future educators, and contribute to the research on solutions to teacher shortage

A report on the nonlinear squeezed states and their non-classical properties of a generalized isotonic oscillator

We construct nonlinear squeezed states of a generalized isotonic oscillator potential. We demonstrate the non-existence of dual counterpart of nonlinear squeezed states in this system. We investigate statistical properties exhibited by the squeezed states, in particular Mandel's parameter, second-order correlation function, photon number distributions and parameter $A_3$ in detail. We also examine the quadrature and amplitude-squared squeezing effects. Finally, we derive expression for the $s$-parameterized quasi-probability distribution function of these states. Reasons Youth of Color Give for Not Accessing Primary Health Care: A Survey of Patients at a Teen Clinic

Survey research was conducted on patients seen at Grady Teen Clinic in Atlanta, Georgia to investigate the reasons this population, predominantly composed of youth of color, gives for not accessing primary health care. Subjects for the study were males and females aged 13-19 who attended the clinic as patients during the year 2004. Data was collected from forms contained in the teens’ medical records. A majority (53%) of the subjects (n=5210) answered that the cost of medical care was their main reason for not accessing primary health care (53%), followed by lack of health insurance (44%), fear of parents learning about their visit (42%) and not knowing where to access health care (29.4%). Responses regarding cultural and language barriers (7.3%), difficulty getting or keeping appointments (9.1%) and waiting time (3.5%) were the least frequent answers. A chi square analysis revealed males and females differed significantly with respect to reasons for not accessing health care

Launch Vehicle Production and Operations Cost Metrics

Traditionally, launch vehicle cost has been evaluated based on $/Kg to orbit. This metric is calculated based on assumptions not typically met by a specific mission. These assumptions include the specified orbit whether Low Earth Orbit (LEO), Geostationary Earth Orbit (GEO), or both. The metric also assumes the payload utilizes the full lift mass of the launch vehicle, which is rarely true even with secondary payloads.1,2,3 Other approaches for cost metrics have been evaluated including unit cost of the launch vehicle and an approach to consider the full program production and operations costs.4 Unit cost considers the variable cost of the vehicle and the definition of variable costs are discussed. The full program production and operation costs include both the variable costs and the manufacturing base. This metric also distinguishes operations costs from production costs, including pre-flight operational testing. Operations costs also consider the costs of flight operations, including control center operation and maintenance. Each of these 3 cost metrics show different sensitivities to various aspects of launch vehicle cost drivers. The comparison of these metrics provides the strengths and weaknesses of each yielding an assessment useful for cost metric selection for launch vehicle programs

Incidence, Severity and Responses to Reportable Student Self-Harm and Suicidal Behaviours in Schools: A One-Year Population-Based Study

2020, The Author(s). School staff have a unique opportunity to detect and respond to mental health issues including self-harm and suicidal behaviour in adolescents. There is limited knowledge about how these incidents are managed in schools. This study aims to understand the incidence rates, perceived severity and management of self-harm and suicidal behaviour incidents by schools. A total of 1525 school incidents were analysed for rate, severity and response. Pearson\u27s χ2 test was used to understand incident rates of self-harm and suicidal behaviours compared to all other incidents, and if incident category was related to emergency service involvement. A Kruskal-Wallis ANOVA analysed differences in severity ratings for incidents, and relative risk ratios determined the probability that first responder services will be engaged in self-harm and suicidal behaviour incidents. Self-harm and suicidal behaviour incidents (n = 77) accounted for 5.05% of all incidents and were more likely to be rated highly severe compared to other incidents. Incidents of self-harm and suicidal behaviours were 1.43 times more likely to have police involvement and 8.37 times more likely to have ambulance involvement compared to other incidents that caused harm to students, staff or property including welfare and violence incidents. The findings highlight the severity of reportable self-harm and suicidal behaviour incidents as they required an emergency response. We discuss the potential missed opportunity for early intervention by school staff and services, which may hinder future disclosure or help-seeking by at-risk young people. Training of school staff may provide knowledge and confidence to respond appropriately to self-harm and suicidal behaviour incidents and prevent escalation requiring emergency intervention
