    DEVELOPMENT AND FEDERAL GRAZING POLICY IMPACTS ON TWO COLORADO COUNTIES: A COMPARATIVE STUDY

    Ranchers have concern over how federal policies such as the Endangers Species Act, the Clean Water Act, and other laws and regulations will affect the status of their ranching operations. The objectives of this study were to compare impacts of public forage losses on ranches in areas experiencing rapid growth (Routt County) and minimal growth (Moffat County) in Colorado. Thirty-five personal interviews obtained detailed cost-and-return information on public, leased, and private land. Enterprise budgets for seven distinct ranch averages were entered into a linear programming (LP) model to calculate impacts on ranches of public forage reductions of 25%, 50%, and 100%. Changes in net ranch returns and livestock production reflect the economic impact of policy changes. Grazing alternatives to hypothetical reductions in public grazing chosen by the ranchers were applied in the program to mimic rancher decisions. The study found, as would be expected, that larger ranches with more public forage dependency would be the most affected by public forage losses. Those with fewer sources of alternative forage, and ranches with low costs and high returns, experienced more difficulty in coping with the grazing reductions on public land. Routt County, with its higher dependence on public forage and minimal alternative forage sources, would be more affected by federal forage reduction than Moffat County.Agricultural and Food Policy, Community/Rural/Urban Development, Land Economics/Use,

    Solar rejection in laser based underwater communication systems

    This article provides a numerical study of the expected improvements in an underwater optical system given by a single-mode laser diode operating within a Fraunhofer line in a coastal water type. The system performance is examined for a silicon PIN direct-detection receiver in the euphotic zone. The solar irradiance, modelled as white noise, is evaluated when using a lithium niobate interference and a birefringent filter with different field-of-view (FOV) characteristics in a clear sky situation. The results of this analysis show the inverse dependence of the signal-to-noise (SNR) on the FOV, along with the significant improvement in the receiver sensitivity given by a narrow optical bandpass filter (OBPF)

    Thermomagnetic analysis of meteorites. 3: C3 and C4 chondrites

    Thermomagnetic analysis on all of the C3 and C4 chondrites, conducted under conditions of controlled oxygen fugacity, indicates the presence of a thermally unstable component in at least 5 of the C3 chondrites which upon heating results in magnetite production. This unstable component is most likely troilite (FeS). The presence of the unstable substance may affect the estimation of paleointensities in meteorites which contain it. Our results indicate that Grosnaja, Ornans, Kainsaz, Felix, and Warrenton are likely to be less complicated for paleointensity determinations than the other C3 chondrites. Both C4 chondrites should lead to reliable results

    Thermomagnetic analysis of meteorites, 2: C2 chondrites

    Samples of all eighteen of the known C2 chondrites were analyzed thermomagnetically. For eleven of these, initial Fe3O4 content is low(generally 1%) and the J sub s-T curves are irreversible. The heating curves show variable and erratic behavior, whereas the cooling curves appear to be that of Fe3O4. The saturation moment after cooling is greater (up to 10 times larger) than it is initially. This behavior is interpreted to be the result of the production of magnetite from a thermally unstable phase--apparently FeS. Four of the remaining 7 C2 chondrites contain Fe3O4 as the only significant magnetic phase: initial magnetite contents range from 4 to 13 percent. The remaining three C2 chondrites contain iron or nickel-iron in addition to Fe3O4. These seven C2 chondrites show little evidence of the breakdown of a thermally unstable phase

This paper discusses the development of a maintenance system for the world's largest robot welding facility. The development system combines a case-based reasoning approach for diagnosis with context information, as electronic on-line manuals, linked using open hypermedia technology. The work discussed in this paper delivers not only a maintenance system for the robot stations under consideration, but also a design framework for developing maintenance systems for other similar applications
