Identification of specific requirements for a NASA aerospace law information system and identification of the acquisition requirements for an aerospace law collection for the NASA law library
The study to develop, implement, and maintain a space law library and information system is summarized. The survey plan; major interviews with individuals representative of potential sources, users and producers of information related to aerospace law; and system trade-off analyses are discussed along with the NASA/RECON system capability. The NASA publications of STAR and IAA are described, and the NASA legal micro-thesaurus is included

Design alternatives were defined for the implementation of a Space Law Information System for the Office of the General Counsel, NASA. A thesaurus of space law terms was developed and a selected document sample indexed on the basis of that thesaurus. Abstracts were also prepared for the sample document set
Engineered G-protein Coupled Receptors are Powerful Tools to Investigate Biological Processes and Behaviors
Understanding how discreet tissues and neuronal circuits function in relation to the whole organism to regulate physiological processes and behaviors is a fundamental goal of modern biological science. Powerful and important new tools in this discovery process are modified G-protein coupled receptors (GPCRs) known as ‘Receptors Activated Solely by Synthetic Ligands (RASSLs),’ and ‘Designer Receptors Exclusively Activated by a Designer Drug (DREADDs).’ Collectively, these are GPCRs modified either through rational design or directed molecular evolution, that do not respond to native ligand, but functionally respond only to synthetic ligands. Importantly, the utility of these receptors is not limited to examination of the role of GPCR-coupled effector signal transduction pathways. Due to the near ubiquitous expression of GPCRs throughout an organism, this technology, combined with whole animal transgenics to selectively target expression, has the ability to regulate activity of discreet tissues and neuronal circuits through effector pathway modulation to study function and behavior throughout the organism. Advantages over other systems currently used to modify in vivo function include the ability to rapidly, selectively and reversibly manipulate defined signal transduction pathways both in short term and long term studies, and no need for specialized equipment due to convenient systemic treatment with activating ligand
Group Strategyproof Pareto-Stable Marriage with Indifferences via the Generalized Assignment Game
We study the variant of the stable marriage problem in which the preferences
of the agents are allowed to include indifferences. We present a mechanism for
producing Pareto-stable matchings in stable marriage markets with indifferences
that is group strategyproof for one side of the market. Our key technique
involves modeling the stable marriage market as a generalized assignment game.
We also show that our mechanism can be implemented efficiently. These results
can be extended to the college admissions problem with indifferences
Precision Spectroscopy of Molecular Hydrogen Ions: Towards Frequency Metrology of Particle Masses
We describe the current status of high-precision ab initio calculations of
the spectra of molecular hydrogen ions (H_2^+ and HD^+) and of two experiments
for vibrational spectroscopy. The perspectives for a comparison between theory

Manipulation Strategies for the Rank Maximal Matching Problem
We consider manipulation strategies for the rank-maximal matching problem. In
the rank-maximal matching problem we are given a bipartite graph such that denotes a set of applicants and a set of posts. Each
applicant has a preference list over the set of his neighbours in
, possibly involving ties. Preference lists are represented by ranks on the
edges - an edge has rank , denoted as , if post
belongs to one of 's -th choices. A rank-maximal matching is one in which
the maximum number of applicants is matched to their rank one posts and subject
to this condition, the maximum number of applicants is matched to their rank
two posts, and so on. A rank-maximal matching can be computed in time, where denotes the number of applicants, the
number of edges and the maximum rank of an edge in an optimal solution.
A central authority matches applicants to posts. It does so using one of the
rank-maximal matchings. Since there may be more than one rank- maximal matching
of , we assume that the central authority chooses any one of them randomly.
Let be a manipulative applicant, who knows the preference lists of all
the other applicants and wants to falsify his preference list so that he has a
chance of getting better posts than if he were truthful. In the first problem
addressed in this paper the manipulative applicant wants to ensure that
he is never matched to any post worse than the most preferred among those of
rank greater than one and obtainable when he is truthful. In the second problem
the manipulator wants to construct such a preference list that the worst post
he can become matched to by the central authority is best possible or in other
words, wants to minimize the maximal rank of a post he can become matched
to
A Measurement of Water Vapour amid a Largely Quiescent Environment on Europa
Previous investigations proved the existence of local density enhancements in Europas atmosphere, advancing the idea of a possible origination from water plumes. These measurement strategies, however, were sensitive either to total absorption or atomic emissions, which limited the ability to assess the water content. Here we present direct searches for water vapour on Europa spanning dates from February 2016 to May 2017 with the Keck Observatory. Our global survey at infrared wavelengths resulted in non-detections on 16 out of 17 dates, with upper limits below the water abundances inferred from previous estimates. On one date (26 April 2016) we measured 2,095 658 tonnes of water vapour at Europas leading hemisphere. We suggest that the outgassing ls than previously estimated, with only rare localized events of stronger activity
The Offline Software Framework of the Pierre Auger Observatory
The Pierre Auger Observatory is designed to unveil the nature and the origins
of the highest energy cosmic rays. The large and geographically dispersed
collaboration of physicists and the wide-ranging collection of simulation and
reconstruction tasks pose some special challenges for the offline analysis
software. We have designed and implemented a general purpose framework which
allows collaborators to contribute algorithms and sequencing instructions to
build up the variety of applications they require. The framework includes
machinery to manage these user codes, to organize the abundance of
user-contributed configuration files, to facilitate multi-format file handling,
and to provide access to event and time-dependent detector information which
can reside in various data sources. A number of utilities are also provided,
including a novel geometry package which allows manipulation of abstract
geometrical objects independent of coordinate system choice. The framework is
implemented in C++, and takes advantage of object oriented design and common
open source tools, while keeping the user side simple enough for C++ novices to
learn in a reasonable time. The distribution system incorporates unit and
acceptance testing in order to support rapid development of both the core

Social Welfare in One-sided Matching Markets without Money
We study social welfare in one-sided matching markets where the goal is to
efficiently allocate n items to n agents that each have a complete, private
preference list and a unit demand over the items. Our focus is on allocation
mechanisms that do not involve any monetary payments. We consider two natural
measures of social welfare: the ordinal welfare factor which measures the
number of agents that are at least as happy as in some unknown, arbitrary
benchmark allocation, and the linear welfare factor which assumes an agent's
utility linearly decreases down his preference lists, and measures the total
utility to that achieved by an optimal allocation. We analyze two matching
mechanisms which have been extensively studied by economists. The first
mechanism is the random serial dictatorship (RSD) where agents are ordered in
accordance with a randomly chosen permutation, and are successively allocated
their best choice among the unallocated items. The second mechanism is the
probabilistic serial (PS) mechanism of Bogomolnaia and Moulin [8], which
computes a fractional allocation that can be expressed as a convex combination
of integral allocations. The welfare factor of a mechanism is the infimum over
all instances. For RSD, we show that the ordinal welfare factor is
asymptotically 1/2, while the linear welfare factor lies in the interval [.526,
2/3]. For PS, we show that the ordinal welfare factor is also 1/2 while the
linear welfare factor is roughly 2/3. To our knowledge, these results are the
first non-trivial performance guarantees for these natural mechanisms
Alkali oxide-tantalum, niobium and antimony oxide ionic conductors
The phase equilibrium relations of four systems were investigated in detail. These consisted of sodium and potassium antimonates with antimony oxide and tantalum and niobium oxide with rubidium oxide as far as the ratio 4Rb2O:llB2O5 (B=Nb, Ta). The ternary system NaSbO3-Sb2O4-NaF was investigated extensively to determine the actual composition of the body centered cubic sodium antimonate. Various other binary and ternary oxide systems involving alkali oxides were examined in lesser detail. The phases synthesized were screened by ion exchange methods to determine mobility of the mobility of the alkali ion within the niobium, tantalum or antimony oxide (fluoride) structural framework. Five structure types warranted further investigation; these structure types are (1) hexagonal tungsten bronze (HTB), (2) pyrochlore, (3) the hybrid HTB-pyrochlore hexagonal ordered phases, (4) body centered cubic antimonates and (5) 2K2O:3Nb2O5. Although all of these phases exhibit good ion exchange properties only the pyrochlore was prepared with Na(+) ions as an equilibrium phase and as a low porosity ceramic. Sb(+3) in the channel interferes with ionic conductivity in this case, although relatively good ionic conductivity was found for the metastable Na(+) ion exchanged analogs of RbTa2O5F and KTaWO6 pyrochlore phases
