    FEMA's Integration of Preparedness and Development of Robust Regional Offices

    In October 2006, Congress enacted major legislation to reform the function and organization of the Federal Emergency Management Agency (FEMA) in response to the recognized failures in preparation for and response to Hurricane Katrina. The Post-Katrina Emergency Management Reform Act of 2006 (PKEMRA) focused national preparedness responsibilities within FEMA and directed additional resources and responsibilities to FEMA's ten regional offices. Directed by Congress, in October 2008 a National Academy Panel began an independent assessment of FEMA's integration of preparedness functions and progress in development of robust regional offices.Main FindingsOver the past three years, FEMA has taken significant steps in an effort to integrate preparedness and develop more robust regional offices. These efforts, undertaken by both the previous and current Administrations, are documented throughout this report and should be recognized and applauded. However, FEMA has yet to define specific goals and outcomes that would permit it, Congress or the public to determine when preparedness has been fully integrated into all aspects of FEMA's work and whether the development and ongoing operation of robust regional offices has been achieved. In the absence of well-defined, measurable outcome indicators, the National Academy Panel relied upon the assessments of FEMA leaders and staff, documentation provided by FEMA, and a review of secondary sources material to inform its findings and recommendations. Based upon this evidence, the Panel has concluded that, while progress has been made: (1) preparedness is not fully integrated across FEMA, (2) FEMA's regional offices do not yet have the capacity required to ensure the nation is fully prepared, (3) stakeholders are not yet full partners with FEMA in national preparedness, and (4) FEMA has ineffective internal business practices, particularly with regard to human resource management. The Panel made seven recommendations for FEMA:Establish a cross-organizational process, with participation from internal and external stakeholders, to develop a shared understanding of preparedness integrationEstablish a robust set of outcome metrics and standards for preparedness integration, as well as a system to monitor and evaluate progress on an ongoing basisWork to eliminate organizational barriers that are adversely impacting the full integration of preparedness across the agencyContinue to build regional office capacity and monitor implementation consistent with the Administrator's recent policy guidanceUndertake steps to improve the ongoing working relationship between headquarters and the regions in accord with Panel-identified principlesTake steps to improve stakeholder engagement and relationships at all levels in accord with Panel-identified principles; andStrengthen internal business practices, especially in the area of human capital planning

    Abstract This article attempts to contribute to ethical perspectives on sustainability initiatives by comparing the relationship between economy and society in the usury debate in early modern England and the sustainability debate in the late 20th century. This comparison highlights that the changing relationship between economy and society has been a self-conscious and hotly debated struggle among various groups at various times in history. The article concludes that if sustainability is going to be a viable ethical project, it may have to reclaim access to social and political relations which have been increasingly privatized in market economy throughout the modern period

    Observation of the dynamic Jahn-Teller effect in the excited states of nitrogen-vacancy centers in diamond

    The optical transition linewidth and emission polarization of single nitrogen-vacancy (NV) centers are measured from 5 K to room temperature. Inter-excited state population relaxation is shown to broaden the zero-phonon line and both the relaxation and linewidth are found to follow a T^5 dependence for T up to 100 K. This dependence indicates that the dynamic Jahn-Teller effect is the dominant dephasing mechanism for the NV optical transitions at low temperatures

    A Prograding Margin during Global Sea-Level Maxima: An Example from Mahajanga Basin, Northwest Madagascar

    The Mesozoic shelf margin in the Mahajanga Basin, northwest Madagascar, provides an example where inherited palaeobathymetry, coupled with sea-level changes, high sediment supply and fluctuations in accommodation influenced the stacking patterns and geometry of clinoforms that accreted onto a passive rifted margin. Two-dimensional (2D) seismic profiles are integrated with existing field data and geological maps to study the evolution of the margin. The basin contains complete records of transgression, highstand, regression and lowstand phases that took place from Jurassic to Cretaceous. Of particular interest is the Cretaceous, Albian to Turonian (ca. 113-93 Ma), siliciclastic shelf margin that prograded above a drowned Middle Jurassic carbonate platform. The siliciclastic phase of the shelf margin advanced ca. 70 km within ca. 20 My, and contains 10 distinct clinoforms mapped along a 2D seismic reflection data set. The clinoforms show a progressive decrease in height and slope length, and a fairly constant slope gradient through time. The successive shelf edges begin with a persistent flat to slightly downward-directed shelf-edge trajectory that changes to an ascending trajectory at the end of clinoform progradation. The progressive decrease in clinoform height and slope length is attributed to a decrease in accommodation. The prograding margin is interpreted to have formed when siliciclastic input increased as eastern Madagascar was uplifted. This work highlights the importance of sediment supply and inherited palaeobathymetry as controls on the evolution of shelf margins and it provides a new understanding of the evolution of the Mahajanga Basin during the Mesozoic

    Centrosome loss results in an unstable genome and malignant prostate tumors

    Localized, nonindolent prostate cancer (PCa) is characterized by large-scale genomic rearrangements, aneuploidy, chromothripsis, and other forms of chromosomal instability (CIN), yet how this occurs remains unclear. A well-established mechanism of CIN is the overproduction of centrosomes, which promotes tumorigenesis in various mouse models. Therefore, we developed a single-cell assay for quantifying centrosomes in human prostate tissue. Surprisingly, centrosome loss-which has not been described in human cancer-was associated with PCa progression. By chemically or genetically inducing centrosome loss in nontumorigenic prostate epithelial cells, mitotic errors ensued, producing aneuploid, and multinucleated cells. Strikingly, transient or chronic centrosome loss transformed prostate epithelial cells, which produced highly proliferative and poorly differentiated malignant tumors in mice.     Calibrating the zenith of dinosaur diversity in the Campanian of the Western Interior Basin by CA-ID-TIMS U-Pb geochronology

    The spectacular fossil fauna and flora preserved in the Upper Cretaceous terrestrial strata of North America’s Western Interior Basin record an exceptional peak in the diversification of fossil vertebrates in the Campanian, which has been termed the ‘zenith of dinosaur diversity’. The wide latitudinal distribution of rocks and fossils that represent this episode, spanning from northern Mexico to the northern slopes of Alaska, provides a unique opportunity to gain insights into dinosaur paleoecology and to address outstanding questions regarding faunal provinciality in connection to paleogeography and climate. Whereas reliable basin-wide correlations are fundamental to investigations of this sort, three decades of radioisotope geochronology of various vintages and limited compatibility has complicated correlation of distant fossil-bearing successions and given rise to contradictory paleobiogeographic and evolutionary hypotheses. Here we present new U–Pb geochronology by the CA-ID-TIMS method for 16 stratigraphically well constrained bentonite beds, ranging in age from 82.419 ± 0.074 Ma to 73.496 ± 0.039 Ma (2σ internal uncertainties), and the resulting Bayesian age models for six key fossil-bearing formations over a 1600 km latitudinal distance from northwest New Mexico, USA to southern Alberta, Canada. Our high-resolution chronostratigraphic framework for the upper Campanian of the Western Interior Basin reveals that despite their contrasting depositional settings and basin evolution histories, significant age overlap exists between the main fossil-bearing intervals of the Kaiparowits Formation (southern Utah), Judith River Formation (central Montana), Two Medicine Formation (western Montana) and Dinosaur Park Formation (southern Alberta). Pending more extensive paleontologic collecting that would allow more rigorous faunal analyses, our results support a first-order connection between paleoecologic and fossil diversities and help overcome the chronostratigraphic ambiguities that have impeded the testing of proposed models of latitudinal provinciality of dinosaur taxa during the Campanian
