    Evaluating welfare reform under program heterogeneity and alternative measures of success

    This paper aims at presenting an assessment of welfare reforms under a framework of program heterogeneity and alternative measures of success. We focus on a specific welfare program –Madrid’s Ingreso Madrileño de Integración (IMI)– which comprises heterogeneous subprograms. We test whether work-related subprograms perform better than general activities aimed at improving life skills. We also try to identify which work-related subprogram works best. The availability of a large database of administrative records (over 50,000 spells) matched with a special survey conducted for former welfare recipients makes possible to develop different types of evaluation strategies on the basis of multiple participation states. Our results show that intensive employment activities yield remarkably better results than general work-related schemes or life skills activities. However, increasing work participation does not automatically lift participants out of material hardship.welfare, poverty, program evaluation, multiple treatments.

Experts argue that deep understanding is required to improve primary school teachers’ knowledge of this mathematical concept (Ball, 1990; Cramer, Post & del Mas, 2002; Newton, 2008). Our study focuses on the part-whole relationship as a crucial foundation in working with fractions.     The part-whole relation is complex and raises questions that affect different disciplines. Researchers have proposed different interpretations of the notions of fraction and rational number (e.g., Behr, Lesh, Post & Silver, 1983; Kieren, 1976). We highlight three kinds of relations in the study of rational numbers—the part whole-relation, the part-part relation, and the functional relation—through which we organize the different subconstructs of rational number.     Could the ease of doing business be considered a predictor of countries' socio-economic wealth? An empirical analysis using pls-sem

    The wealth of nations differs significantly due to different factors. One of the reasons identified by previous studies is the level of entrepreneurship promotion by governments. This aspect has scarcely been studied empirically to date. Therefore, this paper sheds some light on this regard through building a construct out of ten Ease of Doing Business Index (EDBI) measures developed by the World Bank and relating it with a construct shaped by two measures of socio-economic wealth (SEW), namely gross domestic product and the Human Development Index. To this end, we conduct a structural equation model analysis using partial least squares (PLS-SEM) method with a 2018 database comprising secondary data from 190 countries. As the main contribution of this study, the results show that good performance in the EDBI ranking predicts good performance in the SEW ranking. Additionally, this study is pioneer in the use of these rankings to build composite constructs (latent variables) and relate them. For these reasons, our findings are useful for both academia and governments responsible for promoting entrepreneurship, as this latter is identified as the key enabler of economic development
