    The Effects of the Kalamazoo Promise on College Choice

    To the surprise of the residents of Kalamazoo, Michigan, the Kalamazoo Promise was announced on November 10, 2005. Fully funded by anonymous donors, the Kalamazoo Promise offers to pay both the tuition and mandatory fees of graduates of Kalamazoo public high schools at any public college or university located in Michigan. To be eligible for the scholarship program students must graduate from a Kalamazoo public high school, reside in the school district, and have been enrolled in the Kalamazoo Public School (KPS) district for four years or more. Enrollment and residency must be continuous to be eligible for the nancial support. Students must gain admission to and enroll in a public State of Michigan community college, or four-year college or university. They must make regular progress toward a degree or certi cation and maintain a 2.0 grade point average at their postsecondary institution. Students must complete a minimum of 12 credit hours per semester, and if their cumulative grade point average drops below 2.0, they lose the funding, but it may be reinstated if the student is able to bring her grade point average up to at least a 2.0.

    This paper investigates the impact of Texas's Top Ten Percent Rule - which grants automatic to any public college in Texas for Texas high school graduates who graduate in the top decile - and subsequent targeted recruitment programs initiated by Texas's flagship universities. Using data on SAT test takers in Texas from 1996-2004, we find that the Top Ten Percent rule affects the set of colleges that students consider, and the targeted recruitment programs are able to attract the attention of students from poor high schools that were not traditional sources of students for the flagships in Texas.College Choice,Top Ten Percent Rule, Targeted Recruitment

The apparatus produces aligned carbon nanotubes of a predetermined external diameter, and is suitable for large scale production of aligned carbon nanotubes in an industrial setting

    Novel methods and apparati for continuous production of aligned carbon nanotubes are disclosed. In one aspect, the method comprises dispersion of a metal catalyst in a liquid hydrocarbon to form a feed solution, and volatilizing the feed solution in a reactor through which a substrate is continuously passed to allow growth of nanotubes thereon. In another aspect, the apparatus comprises a reactor, a tube-within-a-tube injector, and a conveyor belt for passing a substrate through the reactor. The present invention further discloses a method for restricting the external diameter of carbon nanotubes produced thereby comprising passing the feed solution through injector tubing of a specified diameter, followed by passing the feed solution through an inert, porous medium. The method and apparati of this invention provide a means for producing aligned carbon nanotubes of a particular external diameter which is suitable for large scale production in an industrial setting

    The first chapter of the dissertation explores the impact of the United State's Supreme Court's 2003 decisions in Gratz v. Bollinger and Grutter v. Bollinger on applications and admissions at an elite public university. The decisions proscribed the use of point systems; however, they permitted the use of race in a holistic review. I and that the size of the applicant pool declined and that the academic quality of applicants and admits increased. I find no evidence that the conditional probability of admissions declined for black applicants or that the advantage that white applicants with relatively low selection index scores held over Asian applicants with similar scores declined. The second chapter examines the impacts of both Texas's Top Ten Percent Rule (TTTPR) and targeted recruitment programs on the score report sending behavior of SAT test-takers in Texas. Texas's Top Ten Percent Rule guarantees admission to any public college in Texas to high school graduates who finish in the top decile. Using SAT data and Texas High School data, I examine the score report sending behavior of SAT takers by self-reported class rank. I find that TTTPR affects score report sending behavior and that the effects vary with self-reported rank. I find that the targeted financial aid program instituted by the University of Texas was successful in attracting score reports, a proxy for applications, from targeted high schools; the program instituted by Texas A&M-College Station was not as successful. The third chapter examines the effects of the implementation of Texas's Top Ten Percent Rule on the rate at which graduates from Texas's high school attempt an admissions examination, a proxy for applying to a more selective college. Using high school level data from the Academic Excellence Indicator System, I find a decrease in the percentage of graduates who attempt an admissions examination and that the decrease is larger at schools that had student bodies with socioeconomically disadvantaged students or high schools with student bodies that had a high percentage of Hispanic Students.Ph.D.EconomicsUniversity of Michigan, Horace H.
