    SOCIAL IMPLICATIONS OF THE INTERNET

    The Internet is a critically important research site for sociologists testing theories of technology diffusion and media effects, particularly because it is a medium uniquely capable of integrating modes of communication and forms of content. Current research tends to focus on the Internetā€™s implications in five domains: 1) inequality (the ā€œdigital divideā€); 2) community and social capital; 3) political participation; 4) organizations and other economic institutions; and 5) cultural participation and cultural diversity. A recurrent theme across domains is that the Internet tends to complement rather than displace existing media and patterns of behavior. Thus in each domain, utopian claims and dystopic warnings based on extrapolations from technical possibilities have given way to more nuanced and circumscribed understandings of how Internet use adapts to existing patterns, permits certain innovations, and reinforces particular kinds of change. Moreover, in each domain the ultimate social implications of this new technology depend on economic, legal, and policy decisions that are shaping the Internet as it becomes institutionalized. Sociologists need to study the Internet more actively and, particularly, to synthesize research findings on individual user behavior with macroscopic analyses of institutional and political-economic factors that constrain that behavior.World Wide Web, communications, media, technology

    The Disutility of Injustice

    For more than half a century, the retributivists and the crime-control instrumentalists have seen themselves as being in an irresolvable conflict. Social science increasingly suggests, however, that this need not be so. Doing justice may be the most effective means of controlling crime. Perhaps partially in recognition of these developments, the American Law Institute\u27s recent amendment to the Model Penal Code\u27s purposes provision ā€“ the only amendment to the Model Code in the 47 years since its promulgation ā€“ adopts desert as the primary distributive principle for criminal liability and punishment. That shift to desert has prompted concerns by two groups ā€“ ironically, two groups traditionally opposed to one another. The first group ā€“ those concerned with what they see as the over-punitiveness of current criminal law ā€“ worries that setting desert as the dominant distributive principle means continuing the punitive doctrines they find so objectionable, and perhaps will make things worse. The second group ā€“ those concerned with ensuring effective crime control ā€“ worries that a shift to desert will create many missed crime-control opportunities; it will increase avoidable crime. The first group\u27s concern about over-punitiveness rests upon an assumption that the current punitive crime-control doctrines of which they disapprove are a reflection of the community\u27s naturally punitive intuitions of justice. However, as Study 1 makes clear, today\u27s popular crime-control doctrines in fact seriously conflict with people\u27s intuitions of justice by exaggerating the punishment deserved. The second group\u27s concern that a desert principle will increase avoidable crime exemplifies the common wisdom of the past half century that ignoring justice in pursuit of crime-control through deterrence, incapacitation of the dangerous, and other such coercive crime-control programs is cost free. However, Studies 2 and 3 suggest that doing injustice has real crime control costs. Deviating from the community\u27s shared principles of justice undermines the system\u27s moral credibility and thereby undermines its ability to gain cooperation and compliance and to harness the powerful forces of social influence and internalized norms. The studies reported here give assurance to both groups. A shift to desert is not likely to either undermine the criminal justice system\u27s crime-control effectiveness, and indeed it may enhance it, nor is it likely to increase the system\u27s punitiveness, and indeed it may reduce it

    The noise radiated by marine piling for the construction of offshore wind farms

    The most commonly used method for the installation of offshore wind turbine foundations in the shallow coastal waters in the UK is pile driving. The construction technique consists of large steel piles being driven up to around 30 m into the seabed using powerful hydraulic hammers, in water depths up to around 25 to 30 m. It is a source of high-amplitude impulsive sound and has the potential for impact on marine life. Methodologies developed for the measurement of underwater sound radiated from marine piling, for the estimation of source level are described in this paper. Data are presented for piles of 5.2 m in diameter driven by hammers with typical strike energies of up to 1350 kJ. Data were recorded as a function of range from the source using vessel-deployed hydrophones, with the data then used to estimate the energy source level. In addition, fixed acoustic buoys were used to record the entire piling sequence, including soft-start period. The dependencies of the radiated noise on the physical parameters of the piling operation are discussed, along with limitations and knowledge gaps

    Effectiveness of exclusion zones and soft-starts as mitigation strategies for minimizing acoustic impact from underwater noise sources

    Several recent studies have suggested that cumulative Sound Exposure Level (SEL) is an important metric for assessment of the impact of exposure to anthropogenic sound sources by various marine receptors including marine mammals and fish. This metric allows the cumulative exposure of an animal to a sound field for an extended period to be assessed against a predefined impact criteria. Two widely used mitigation strategies used by both industrial and military users to reduce potential impact on marine receptors are exclusions zones (zones from source where received levels exceed a certain threshold), a source is either not started or stopped if receptors are detected within this zone and ā€˜soft-startsā€™ or ā€˜ramp-upsā€™ (lower energy levels at the commencement of a noise source allowing a receptor to move out of the area). This paper discusses the relative effectiveness of these methodologies in terms of a cumulative exposure impact criteria. Cumulative exposure examples are given including typical marine piling operations for wind-farm construction and sub-surface piling operations for various receptor models, including, static, fleeing and transiting animals

    Rural areas have experienced higher than average healthcare workforce problems, especially concerning limited access to mental health services. Telepsychiatry may provide at least a partial solution, as it has improved access and quality of care available in rural environments despite implementation problems. As technology continues to advance access, telepsychiatry will also need to strengthen making access more readily available. Additional research is required to identify modalities and diverse methods that can be used to increase access to mental health services further and improve outcomes in rural and underserved areas

    Developing a model for analysis of the cooling loads of a hybrid electric vehicle by using co-simulations of verified submodels

    The requirement for including the air-conditioning and the battery-cooling loads within the energy efficiency analyses of a hybrid electric vehicle is widely recognized and has promoted system-level simulations and integrated modelling, escalating the challenge of balancing the accuracy and the speed of simulations. In this paper, a hybrid electric vehicle model is created through co-simulation of the passenger cabin, the air conditioning, the battery cooling, and the powertrai. Calibration and verification of the submodels help determine their accuracy in representing the target vehicle and achieve a balance between the model fidelity and the simulation speed. The result is a model which has a higher accuracy and a higher speed than those of similar models developed previously and which provides a reliable tool for a thorough investigation of the cooling loads for different ambient conditions and different duty cycles
