    The global knowledge economy in question

    Purpose – The aim of this paper is to bring into question the idea of the global knowledge economy. Design/methodology/approach – The paper explores the characteristics of the knowledge economy, as elaborated by academics and policy makers concerned with knowledge in the contemporary global business environment. A range of available data is reviewed concerning the global distribution of investments in knowledge, information and communications technologies (ICTs), international transactions in knowledge-intensive services and royalty and licensing fees, employment by sector and literacy rates. Such data provide a basis for an initial critical evaluation of the notion of the global knowledge economy. Findings – The use of the term “global knowledge economy” fails to acknowledge the uneven distribution of knowledge-based economic activity. Moreover, as currently constituted, the idea of a global knowledge economy, which focuses on knowledge as conceptualised in the commercial activities of advanced countries, overlooks the diversity of knowledges present in the world today. Originality/value – This paper provides the first attempt to question and critically explore the global knowledge economy

    Implementing the Efficient Allocation of Pollution

    We provide simple mechanisms to implement the efficient allocation of pollution, first assuming complete information across firms and then allowing for incomplete information. Both mechanisms operate by inducing firms to monitor one another, using firms' reports to determine pollution allotments and transfers. The complete information mechanism determines a firm's transfer according to a linear pollution price, set by other firms. Both mechanisms can be modified to be budget-balanced, in and out of equilibrium. The complete information mechanism implements the efficient allocation even when firms are allowed to use mixed strategies. Under a "single-crossing" condition, the same holds for the incomplete information mechanism.

    Contracting Productivity Growth

    In this paper, we analyze the interactions between growth and the contracting environment in the production sector. Allowing incompleteness in contracting implies that viable production relationships for firms and workers, and therefore the profitability of industries, depend on the rates of innovation and growth. The speed at which new innovations arrive in turn depends on the profitability of production, for the usual reasons examined in the endogenous growth literature. We show that these interactions can have important implications which are consistent with observed phenomena in both the micro and macro environment. In particular, we demonstrate how this interaction can lead to a productivity slowdown and a shift in labour market contracts toward more short term arrangements. We show the consistency of an increase in the proportion of the labour force under short term employment, unchanged turnover, increased relative returns of workers in high productivity sectors, and increased income inequality, with a productivity slowdown of finite duration.Endogenous Growth, Incomplete Contracting

    We develop an endogenous growth model in which new technology and new skills are bounded complements they complement each other up to a point, but beyond this the impact of each factor is constrained by the level of the other. As a result, both technological progress and human capital accumulation are necessary for sustained productivity growth, but neither alone is sufficient. Rapid technological progress generates increased returns to education and encourages each generation to spend more time in school. Rapid human capital accumulation increases the feasibility and profitability of innovation and encourages the private business sector to allocate more resources towards R&D. Our model has important implications for the effectiveness of alternative growth promoting policies, for the interpretation of the empirical relationship between growth and schooling, and for the relationship between growth and intergenerational wage dispersion.     Embedding a curriculum-based information literacy programme at the University of Bedfordshire

    This article describes the development of an information literacy programme that was embedded into the Psychology curriculum during 2007-2008. The programme was a collaboration between a faculty librarian and the Department of Psychology and utilized a blended learning approach along with a variety of teaching and assessment methods. This paper also reports on the initial findings from an ongoing evaluation assessing the impact of the programme on students' learning and information skills development. There had been an acknowledgement within the Department of Psychology and at broader University level of the importance of supporting students' and graduates' employability. Indeed, when the University undertook a curriculum redesign in 2008 (known as CRe8) the University recognized that 'there are four core skills areas at the core of 'graduateness' and employability that the University expects all courses to emphasise: communication; Information literacy; Research and evaluation; and creativity and critical thinking' (University of Bedfordshire, 2009). The development and implementation of an information literacy programme was therefore aligned closely with the University's goals at that time
