    Strengthening Employment-Based Pensions in Japan

    We investigate how the Japanese pension market for funded employment-based pensions is changing and how it might be strengthened in order to better serve one of the most rapidly aging populations in the world. Public and private pensions in Japan are estimated to hold around US$3 trillion, making that system the second largest globally after the United States. However, unfavorable economic developments have cut sharply cut into asset values, and the weak economy is undermining traditional lifetime employment contracts. Recent legislation permitting the establishment of defined contribution plans in Japan may provide new employer-sponsored retirement plan opportunities. We first describe the Japanese pension system at the end of the 20th century and provide an overview and evaluation of the changes in the pension arena emerging from the 2001 legislation. Next we show that important design questions remain to be answered, if Japanese employment-based pensions are to be reformed and modernized. Finally we indicate lessons gleaned from recent changes in US pension plans.

    Phasing Into Retirement

    Employers have been launching phased retirement programs to help workers navigate the transition from work to retirement more effectively. This paper examines the experience of the phased retirement system for tenured faculty in the University of North Carolina system. After phased retirement was introduced, there was a sizable increase in the overall separation rate in the system. A multinomial logit model of the retirement decision as a function of pension incentives, employee performance, demographics, and campus characteristics is developed. The key empirical result is that the odds of entering phased retirement are strongly and inversely related to employee performance, as measured by recent pay increases.

    Investigating the Lived Experiences of Community College Students Who Have Practiced Meditation

    This study investigated the lived experiences of community college students who have engaged in meditation practice during their time as community college students. Utilizing semi-structured interviews and a qualitative, transcendental phenomenological approach, the researcher investigated the phenomenon of meditation practice among community college meditators, while attempting to better understand the shared meaning respondents ascribed to the phenomenon, in this case meditation practice. Data was collected from eight respondents, generating four overarching themes, and several subthemes. All respondents who participated in the study reported perceived psychological benefits that they attributed to their meditation practice. Psychological stress was the motivating factor, a common a thread among all respondents, that led students to exploring meditation practice as a tool to alleviate their psychological discomfort. Each of the respondents stated that their meditation practice increased their awareness, generated feelings of acceptance, cultivated a sense of calm, improved mental clarity, and promoted expansive perspective-taking. All eight respondents experienced an overall increased capacity to navigate difficult thoughts, emotions and physical experiences, oftentimes extending into more adaptive external behaviors. Six of the eight respondents reported that their meditation practice contributed to improved focus and attentional abilities. According to all the respondents, meditation practice contributed to their development of mindfulness, and this mindfulness development was incorporated in their daily lives – a particularly promising finding. The presence of a formal meditation course, a qualified teacher and a community of meditators contributes to initial meditation practice development, as well as continued practice for community college students. Challenges associated with meditation practice such as lack of time, difficult relationships, and mind-wandering were reported as well

    Expert elicitation of seasonal abundance of North Atlantic right whales Eubalaena glacialis in the mid-Atlantic

Although protected since 1935, their abundance has remained low. Right whales occupy the Atlantic Ocean from southern Greenland and the Gulf of St. Lawrence south to Florida. The highly industrialized mid-Atlantic region is part of the species’ migratory corridor. Gaps in knowledge of the species’ movements through the mid-Atlantic limit informed management of stressors to the species. To contribute to filling of these gaps, we elicited estimates of the relative abundance of adult right whales in the mid-Atlantic during four months, representing each season, from ten experts. We elicited the minimum, maximum, and mode as the number of individuals in a hypothetical population of 100 right whales, and confidence estimates as percentages. For each month-sex combination, we merged the ten experts’ answers into one distribution. The estimated modes of relative abundances of both sexes were highest in January and April (females, 29 and 59; males, 22 and 23) and lowest in July and October (females, five and nine; males, three and five). In some cases, our elicitation results were consistent with the results of studies based on sightings data. However, these studies generally did not adjust for sampling effort, which was low and likely variable. Our results supplement the results of these studies and will increase the accuracy of priors in complementary Bayesian models of right whale abundances and movements through the mid-Atlantic.Publisher PDFPeer reviewe

    Arrow ribbon graphs

    We introduce an additional structure on ribbon graphs, arrow structure. We extend the Bollob\'as-Riordan polynomial to ribbon graph with this structure. The extended polynomial satisfies the contraction-deletion relations and naturally behaves with respect to the partial duality of ribbon graphs. We construct an arrow ribbon graph from a virtual link whose extended Bollob\'as-Riordan polynomial specializes to the arrow polynomial of the virtual link recently introduced by H.Dye and L.Kauffman. This result generalizes the classical Thistlethwaite theorem to the arrow polynomial of virtual links.Comment: to appear in Journal of Knot Theory and Its Ramification

    A cryogenic surface-electrode elliptical ion trap for quantum simulation

    Two-dimensional crystals of trapped ions are a promising system with which to implement quantum simulations of challenging problems such as spin frustration. Here, we present a design for a surface-electrode elliptical ion trap which produces a 2-D ion crystal and is amenable to microfabrication, which would enable higher simulated coupling rates, as well as interactions based on magnetic forces generated by on-chip currents. Working in an 11 K cryogenic environment, we experimentally verify to within 5% a numerical model of the structure of ion crystals in the trap. We also explore the possibility of implementing quantum simulation using magnetic forces, and calculate J-coupling rates on the order of 10^3 / s for an ion crystal height of 10 microns, using a current of 1 A
