    Controlled Heading Automation Device

One of the most significant limitations of weather balloon-based data collection is that instruments and payloads cannot depend on particular orientations or predictable rotation. Several investigators have used payload heading control devices to overcome this limitation in order to collect directional data and record motion controlled video footage. The work described in this presentation builds on the Controlled Heading Automation Device (CHAD) developed by Kruger et al. (2016) and was carried out at DePaul University in summer 2017 as an undergraduate research project. Our goal was to record stable video of the shadow of the moon on Earth’s surface during the August 21, 2017 solar eclipse. In order to improve reliability and performance we modified the hardware design of Kruger et al. in several ways. We successfully employed the CHAD during totality and were able to identify opportunities for modifications of hardware and software in order to further improve performance of the device

This is an important book for anyone who needs to understand how changes can be orchestrated in our increasingly complex society and how major economic disagreements can best be resolved. Too many books and papers on dispute resolution are written by academics and others who have little practical experience with the process. Perhaps that is why negotiation is often described in terms of two people bargaining across a table, sometimes with the help of a single, neutral mediator. In real life, each party consists of numerous contesting individuals expressing conflicting demands, some resisting any tendency to compromise, others willing to settle at any price. Important disputes do not occur in a vacuum; the voices of legal advisors, interested outsiders, influential observers, and representatives of various public or private bodies are heard off-stage. The more important the dispute, the more cacaphonous are those external voices

Non-Cointegration and Econometric Evaluation of Models of Regional Shift and Share

This paper tests for cointegration between regional output of an industry and national output of the same industry. An equilibrium economic theory is presented to argue for the plausibility of cointegration, however, regional economic forecasting using the shift and share framework often acts as if cointegration does not exist. Data analysis on broad industrial sectors for 20 states finds very little evidence for cointegration. Forecasting models with and without imposing cointegration are than constructed and used to forecast out of sample. The simplest, non-cointegrating models are the best.
