A Comparison of Weak Lensing Measurements From Ground- and Space-Based Facilities

We assess the relative merits of weak lensing surveys, using overlapping imaging data from the ground-based Subaru telescope and the Hubble Space Telescope (HST). Our tests complement similar studies undertaken with simulated data. From observations of 230,000 matched objects in the 2 square degree COSMOS field, we identify the limit at which faint galaxy shapes can be reliably measured from the ground. Our ground-based shear catalog achieves sub-percent calibration bias compared to high resolution space-based data, for galaxies brighter than i'~24.5 and with half-light radii larger than 1.8". This selection corresponds to a surface density of ~15 galaxies per sq arcmin compared to ~71 per sq arcmin from space. On the other hand the survey speed of current ground-based facilities is much faster than that of HST, although this gain is mitigated by the increased depth of space-based imaging desirable for tomographic (3D) analyses. As an independent experiment, we also reconstruct the projected mass distribution in the COSMOS field using both data sets, and compare the derived cluster catalogs with those from X-ray observations. The ground-based catalog achieves a reasonable degree of completeness, with minimal contamination and no detected bias, for massive clusters at redshifts 0.2<z<0.5. The space-based data provide improved precision and a greater sensitivity to clusters of lower mass or at higher redshift.Comment: 12 pages, 8 figures, submitted to ApJ, Higher resolution figures available at http://www.astro.caltech.edu/~mansi/GroundvsSpace.pd

President Reagan signed into law on May 24, 1985, the Conference Report to H.R. 1869, which became Public Law 99-44. As of the printing of this Technical Bulletin, Public Law 99-44 had not been printed. This bulletin was based upon the Conference Report, which may have not included all the provisions included in the law upon its publication

This Technical Bulletin is the second update to the Fair Labor Standards Act (FLSA). The information presented in the bulletin represents changes and updates regarding compliance with the FLSA in Tennessee cities. Much of this information is an addition to or a clarification of the material presented in the Guide to Compliance with the Fair Labor Standards Act published by MTAS in 1986

Guide to Compliance With the Fair Labor Standards Act for Tennessee Municipalities

The application of the provisions of the Fair Labor Standards Act to municipal government has proven to be one of the higher impact items with which Tennessee Cities have been required to deal with over the past several years. MTAS has prepared several technical bulletins on this issue and has participated in state-wide briefings that were held in the past year. In an attempt to provide you a comprehensive look at the Fair Labor Standards Act and its overall impact on your municipality, MTAS is providing you with this publication, Guide to Compliance With the Fair Labor Standards Act for Tennessee Municipalities, which was prepared by Richard Ellis, MTAS Management Consultant located in Knoxville

Storm drainage management has emerged as one of the high visibility areas of overall public works management. Development pressures, potential legal impacts, and federal regulations have all contributed to the increased priority being placed on storm drainage management. In an effort to respond to the need for more management capability in this vital area, the Municipal Technical Advisory Service contracted with Alley, Young, and Baumgartner, Inc. of Brentwood , Tennessee, to develop this publication
