    School Transportation in Kentucky 1935-36

    The major purpose of this study is to determine the status of school transportation in Kentucky, with the hope that many of the local problems, conditions, and needs may be discovered, and if not solved, show the need for their solution. The State Department of Education of Kentucky, with Assistant Superintendent of Public Instruction, Gordie Young, as chairman of the committee on transportation, has set up a standard program of transportation for Kentucky. The writer believes the control and regulation of school transportation by the State Department of Education is very desirable from an economical standpoint. This is shown by results produced in other states where transportation is controlled by the State Department of Education. In Indiana the cost of school transportation has been greatly reduced by close supervision and regulation by the Indiana State Department of Education

    Advection-Dominated Accretion with Infall and Outflows

    We present self-similar solutions for advection-dominated accretion flows with radial viscous force in the presence of outflows from the accretion flow or infall. The axisymmetric flow is treated in variables integrated over polar sections and the effects of infall and outflows on the accretion flow are parametrised for possible configurations compatible with the self-similar solution. We investigate the resulting accretion flows for three different viscosity laws and derive upper limits on the viscosity parameter alpha. In addition, we find a natural connection to non-rotating and spherical accretion with turbulent viscosity, which is assumed to persist even without differential rotation. Positive Bernoulli numbers for advection-dominated accretion allow a fraction of the gas to be expelled in an outflow and the upper limit on the viscosity predicts that outflows are inevitable for equations of state close to an ideal gas.Comment: 17 pages, 9 figures, accepted for publication in the Astrophysical Journa

    In June 1997, the Commonwealth of Pennsylvania passed Act 22, which allowed for the creation of charter schools, an innovative educational alternative to public schools. Recognizing this opportunity to meet the concerns of its target community, the Ogontz Avenue Revitalization Corporation (OARC) devoted all of its resources to develop the West Oak Lane Charter School. The primary outcome of this project was the opening of an elementary charter school on September 15, 1998. To make this project a reality, OARC sponsored the development of the school, which not only included the successful renovation of the school's facility, but also required staff to perform a host of administrative tasks that were not foreseen. This was a comprehensive project that required the collaboration of staff, board members, community activists, volunteers, and other stakeholders of the community. This document summarizes the process that OARC embarked upon to develop the school. It further highlights the major challenges, assumptions, outputs, and recommendations for other community development corporations to consider when sponsoring the development of a charter school.     The nature and rates of failed, rare, or obscured core-collapse supernovae and nuclear transients

    In this thesis, two major types of astrophysical phenomena are discussed: corecollapse supernovae and transient events associated with supermassive black holes in the nuclei of galaxies. The physical processes and observable features associated with these events are described. Three articles included in the thesis concern core-collapse supernovae and their progenitors. The remaining two consider nuclear transients associated with accretion onto a supermassive black hole. The results have implications for a variety of fields, such as late stages of stellar evolution, corecollapse supernovae and their rates, and tidal disruption of stars by supermassive black holes. An archival search in Hubble Space Telescope data for vanishing massive stars is presented in Paper I. These can be associated with a core-collapse that fails to produce a bright supernova. We present a candidate failed supernova and discuss the implications of the discovery for the expected rate of these events. Paper II presents a study of an exceptional core-collapse supernova, SN 2016gsd. The unusual characteristics of this object are connected to the presence of circumstellar material around the progenitor star. The implications for the mass-loss experienced by the star are considered. A search for supernovae in luminous infrared galaxies is presented in Paper III. It is shown that the method of using near-infrared adaptive optics allows for discovery of supernovae close to galactic nuclei, and the implications of the new discoveries for the supernova rate in luminous infrared galaxies are considered. Paper IV describes a nuclear transient, AT 2017gbl, discovered in a luminous infrared galaxy. The properties of this event and the host galaxy are analysed through multi-wavelength observations. A stellar tidal disruption event is considered as the most likely explanation for the transient, and the implications of that conclusion are considered. Paper V presents an archival infrared search for similar nuclear transients in a sample of luminous infrared galaxies. New discoveries are described, the transient rate is derived, and the implications for the origin of such transients are discussed

    Evolution of Cooperative Thought, Theory, and Purpose

    The evolution of agricultural cooperative thought, theory, and purpose in the United States is reviewed from the standpoint of the reemergence of interest in how cooperatives can provide some of the security and benefits that might be lost with gradual phasing out of federal government farm support programs. By accomplishing group action for self-help, the early development of cooperatives drew considerable attention from economists, social theorists, and politicians. Alternative schools of cooperative thought developed, but most proponents of cooperatives regarded them as having enormous potential to provide a public service role in building a more economically stable and democratic society This paper also surveys how cooperative theory was developed more rigorously in the post-WWII period. It has provided better analytical tools for understanding how and why cooperatives have changed in response to technological and economic developments, as well as to social trends, like individualism. Given the new perspectives on cooperative theory and the scope of changes in how cooperatives operate and are structured, cooperatives have even greater potential for coordinating self-help actions, but this potential needs the support of cooperative education services.Agribusiness,
