    Astrophysical Ionizing Radiation and the Earth: A Brief Review and Census of Intermittent Intense Sources

    Cosmic radiation backgrounds are a constraint on life, and their distribution will affect the Galactic Habitable Zone. Life on Earth has developed in the context of these backgrounds, and characterizing event rates will elaborate the important influences. This in turn can be a base for comparison with other potential life-bearing planets. In this review we estimate the intensities and rates of occurrence of many kinds of strong radiation bursts by astrophysical entities ranging from gamma-ray bursts at cosmological distances to the Sun itself. Many of these present potential hazards to the biosphere: on timescales long compared with human history, the probability of an event intense enough to disrupt life on the land surface or in the oceans becomes large. We enumerate the known sources of radiation and characterize their intensities at the Earth and rates or upper limits on these quantities. When possible, we estimate a "lethal interval", our best estimate of how often a major extinction-level event is probable given the current state of knowledge; we base these estimates on computed or expected depletion of stratospheric ozone. In general, moderate level events are dominated by the Sun, but the far more severe infrequent events are probably dominated by gamma-ray bursts and supernovae. We note for the first time that so-called "short-hard" gamma-ray bursts are a substantial threat, comparable in magnitude to supernovae and greater than that of the higher-luminosity long bursts considered in most past work.     The guidelines presented in this report propose an efficient architecture for structuring the huge volume of information flow necessary to manage and administer the several labor market programs operated by the SOLO (System of Labor Offices). The proposal includes a recommendation for the sequence of events in developing the many parts of the system which exploits the latest technical and methodological possibilities, but recognizes the practical constraints of time and money. At the heart of the proposed automated management information system (MIS) to support planning, evaluation, and budgeting for labor market programs in Poland is a set of performance indicators. These performance indicators are the main instrument for monitoring the effectiveness of the several programs. The use of performance indicators will allow a standardized assessment of program performance across voivods, local offices, and programs which is not provided by other methods of evaluation

    Problem Construction and Creativity: The Role of Ability, Cue Consistency, and Active Processing

    Problem construction has been suggested as the first step in creative problem solving, but our understanding of the underlying process is limited. According to a model of problem construction (Mumford, Reiter-Palmon, & Redmond, 1994), problem construction ability, active engagement in problem construction, and the presence of diverse and inconsistent cues influence creative problem solving. To test these hypotheses, 195 undergraduates were asked to solve 6 real-life problems and complete a measure of problem construction ability. Active engagement in problem construction was manipulated by instructions to the participants. Cue consistency was manipulated by the information presented in the problem situation. The quality, originality, and creativity of the solutions were evaluated. Results indicated that problem construction ability was related to higher quality solutions as well as solutions rated as more original. Problem construction ability also interacted with cue consistency such that individuals with high problem construction ability produced solutions of higher quality and originality when faced with inconsistent cues. The implication of these findings to our understanding of creative problem solving and the problem construction process are discussed

    Pathogenicity of missense variants affecting the collagen IV α5 carboxy non-collagenous domain in X-linked Alport syndrome.

    X-linked Alport syndrome is a genetic kidney disease caused by pathogenic COL4A5 variants, but little is known of the consequences of missense variants affecting the NC1 domain of the corresponding collagen IV α5 chain. This study examined these variants in a normal (gnomAD) and other databases (LOVD, Clin Var and 100,000 Genomes Project) to determine their pathogenicity and clinical significance. Males with Cys substitutions in the collagen IV α5 NC1 domain reported in LOVD (n = 25) were examined for typical Alport features, including age at kidney failure. All NC1 variants in LOVD (n = 86) were then assessed for structural damage using an online computational tool, Missense3D. Variants in the ClinVar, gnomAD and 100,000 Genomes Project databases were also examined for structural effects. Predicted damage associated with NC1 substitutions was then correlated with the level of conservation of the affected residues. Cys substitutions in males were associated with the typical features of X-linked Alport syndrome, with a median age at kidney failure of 31 years. NC1 substitutions predicted to cause structural damage were overrepresented in LOVD (p < 0.001), and those affecting Cys residues or 'buried' Gly residues were more common than expected (both p < 0.001). Most NC1 substitutions in gnomAD (88%) were predicted to be structurally-neutral. Substitutions affecting conserved residues resulted in more structural damage than those affecting non-conserved residues (p < 0.001). Many pathogenic missense variants affecting the collagen IV α5 NC1 domain have their effect through molecular structural damage and 3D modelling is a useful tool in their assessment
