    Housing professionalism in the United Kingdom: the final curtain or a new age?

    The unusually large, predominantly municipal, housing sector in the UK has provided the context for a large occupational grouping of "housing managers" that has claimed professional status. However, within the post-1945 British welfare state this professional project enjoyed limited success and social housing remained a fragile professional domain. This article explores the consequences for housing professionalism of the recent displacement of the bureau-professional "organisational settlement" by that characterising an emerging "managerial state". Managerialism constitutes a clear challenge to established forms of "professionalism", especially a weak profession such as housing management. However, professionalism is temporally and culturally plastic. Hence, the demands of managerialism, within the specific context of New Labour's quest for "community" cohesion, may be providing opportunities for a new urban network professionalism founded on claims to both generic and specific skills and also a knowledge base combining abstraction with local concreteness. The prominence in these networks of erstwhile "housing" practitioners may become the basis for a new, quite different, professional project. This argument is developed through both conceptual exploration and reference to empirical research. The latter involves reference to recent work by the authors on, first, the perception of housing employers of the changing nature and demands of "housing" work and its consequences for professionalism and, secondly, the professional project implications of the increasing prominence of neighbourhood management.</p

    Spatial variability in the hyporheic zone refugium of temporary streams

    A key ecological role hypothesized for the hyporheic zone is as a refugium that promotes survival of benthic invertebrates during adverse conditions in the surface stream. Many studies have investigated use of the hyporheic refugium during hydrological extremes (spates and streambed drying), and recent research has linked an increase in the abundance of benthic invertebrates within hyporheic sediments to increasing biotic interactions during flow recession in a temporary stream. This study examined spatial variability in the refugial capacity of the hyporheic zone in two groundwater-dominated streams which flow permanence varied over small areas. Two non- insect taxa, Gammarus pulex and Polycelis spp. Were common to both streams and were investigated in detail. Hydrological conditions in both streams comprised a four- month period of flow recession and low flows, accompanied by reductions in water depth and wetted width. Consequent declines in submerged benthic habitat availability were associated with increases in population densities of mobile benthic taxa, in particular G. pulex

Water resources data including water level, water velocity, precipitation, air temperature, ice-out indicator, data collection platform battery check and water stage recorder clock operation have been transmitted from remote areas in Canada using the ERTS Data Collection System. The system has met all requirements. The suitability of satellite retransmission has been demonstrated. The present network will be expanded to 28 in 1975

    Overcoming change fatigue: lessons from Glasgow's National Health Service

    Structured Abstract Purpose of this paper This paper explores the practicalities of organizational change in complex settings where much change has already occurred. It therefore offers insights into tackling and overcoming change fatigue. Design/methodology/approach The paper uses a longitudinal study of change within a healthcare organization. The paper draws on interviews, focus groups and observations during a 2.5 year long action research project. Findings The paper reports findings on the speed at which change takes place, the importance of communication and the burden placed on senior officers during such communication and consultation processes, the use of appropriate external resources and expertise, the benefits of sharing best practice across sectors and the role of academic researchers in change processes. What is original/value of paper The paper offers valuable insights to those charged with effecting organizational change in change fatigued settings

    Constraining the Star Formation Histories of Spiral Bulges

    Long-slit spectroscopic observations of line-strengths and kinematics made along the minor axes of four spiral bulges are reported. Comparisons are made between central line-strengths in spiral bulges and those in other morphological types. The bulges are found to have central line-strengths comparable with those of single stellar populations (SSPs) of approximately solar abundance or above. Negative radial gradients are observed in line-strengths, similar to those in elliptical galaxies. The bulge data are consistent with correlations between Mg2, and central velocity dispersion observed in elliptical galaxiess. In contrast to elliptical galaxies, central line-strengths lie within the loci defining the range of and Mg2 achieved by Worthey's (1994) solar abundance ratio, SSPs. The implication of solar abundance ratios indicates differences in the star formation histories of spiral bulges and elliptical galaxies. A ``single zone with in- fall'' model of galactic chemical evolution, using Worthey's (1994) SSPs, is used to constrain possible star formation histories in our sample. We show that , Mg2 and Hbeta line-strengths observed in these bulges cannot be reproduced using primordial collapse models of formation but can be reproduced by models with extended in-fall of gas and star formation (2-17 Gyr) in the region modelled. One galaxy (NGC 5689) shows a central population with luminosity weighted average age of ~5 Gyr, supporting the idea of extended star formation. Kinematic substructure, possibly associated with a central spike in metallicity, is observed at the centre of the Sa galaxy NGC 3623.Comment: 14 pages. MNRAS latex file.
