    Regions Between Theory & Reality: Agricultural Policy and its Impacts in Australia

    This paper seeks to explain why rural policy based upon market economics cannot deliver appropriate rural policies to Australia in the 21st century. It also discusses why environmental policy and rural policy are on a collision course. Regions lie unappreciated in the middle. Three key themes are developed: • Rural policy is still entrenched in the policy debate of the third quarter of last century and cannot meet the policy needs of a rural sector in the twenty first century. • Environmental, conservation and resource depletion impacts of the production process are excluded from input pricing constructs of CGE modelling and of policy so informed. • In 1995 ratification by member countries of the WTO Agreement on Agriculture moved international trade in agriculture to a rules based system. Australia remains clinging to the Cairns Group agenda from the 1980s. For Australian regions the impacts have been varied but are often manifestly severe as can be seen from available statistics. If Australian regions are to develop to their due potential the roles of agriculture in regional development needs to be comprehensively and critically understood. Historically many Australian regions have advanced using agriculture and, we are told, this may occur again. Turning what are presently little more than pious hopes into successful regional realities requires considered, consistent policy and appropriately coordinated actions

    Technical demands of soccer match-play in the English Championship

    The aim of this study was to investigate the effect of match-play on the performance of technical actions in professional soccer players. Using computerized notational analysis, technical performance was quantified for the outfield players of one team during the 2010/2011 English Championship season. This retrospective study evaluated temporal patterns in the performance of players who completed more than 10 games (n=10). Total possessions and number of ball distributions were lower in the second versus the first half of match-play (10 ± 7%, P=0.010 and 11 ± 8% P=0.009,respectively). Analysis across 15-min intervals revealed reductions during the last 15-min of match-play in the total number of possessions (0:00-14:59 min: 11.8 ± 1.9 vs.75:00-89:59 min: 9.5 ± 1.7, P<0.05) and distributions (0:00-14:59 min: 10.9 ± 2.3 vs.75:00-89:59 min: 8.7 ± 2.1, P<0.05). The number of touches taken per possession, number of challenges, percentage of challenges won, length of forward distributions and percentage success of distributions were all similar between halves and across 15-min intervals. These results demonstrate that match-specific factors reduced total possessions and number of passes in the second half of match-play. Coaching staff could use this information to inform team tactics and technical training sessions

    Medical Marijuana Laws, Traffic Fatalities, and Alcohol Consumption

    To date, 16 states have passed medical marijuana laws, yet very little is known about their effects. Using state-level data, we examine the relationship between medical marijuana laws and a variety of outcomes. Legalization of medical marijuana is associated with increased use of marijuana among adults, but not among minors. In addition, legalization is associated with a nearly 9 percent decrease in traffic fatalities, most likely to due to its impact on alcohol consumption.     A prototype vision-based yield monitor has been developed for the macadamia industry. The system estimates yield for individual trees by detecting nuts and their harvested location. The technology was developed by the National Centre for Engineering in Agriculture, University of Southern Queensland for the purpose of reducing labour and costs in varietal assessment trials where yield for individual trees are required to be measured to indicate tree performance.     High on Life? Medical Marijuana Laws and Suicide

    Using state-level data for the period 1990 through 2007, we estimate the effect of legalizing medical marijuana on suicide rates. Our results suggest that the passage of a medical marijuana law is associated with an almost 5 percent reduction in the total suicide rate, an 11 percent reduction in the suicide rate of 20- through 29-year-old males, and a 9 percent reduction in the suicide rate of 30- through 39-year-old males.     New Perspective on Passively Quenched Single Photon Avalanche Diodes: Effect of Feedback on Impact Ionization

    Single-photon avalanche diodes (SPADs) are primary devices in photon counting systems used in quantum cryptography, time resolved spectroscopy and photon counting optical communication. SPADs convert each photo-generated electron hole pair to a measurable current via an avalanche of impact ionizations. In this paper, a stochastically self-regulating avalanche model for passively quenched SPADs is presented. The model predicts, in qualitative agreement with experiments, three important phenomena that traditional models are unable to predict. These are: (1) an oscillatory behavior of the persistent avalanche current; (2) an exponential (memoryless) decay of the probability density function of the stochastic quenching time of the persistent avalanche current; and (3) a fast collapse of the avalanche current, under strong feedback conditions, preventing the development of a persistent avalanche current. The model specifically captures the effect of the load’s feedback on the stochastic avalanche multiplication, an effect believed to be key in breaking today’s counting rate barrier in the 1.55–μm detection window
