    This report presents results from an initial evaluation that the Economic and Social Research Institute (ESRI) has undertaken of the effectiveness of the most recent set of activation reforms that have been made to Ireland’s public employment services (PES). The modifications, which are known as the Intreo activation process reforms, were first introduced in 2012 for all newly unemployed Jobseeker’s Allowance (JA) and Jobseeker’s Benefit (JB) recipients only. The reforms have focused on making changes to how benefit and employment services are delivered to jobseekers as opposed to what types of employment services are delivered (i.e., job search assistance, training, education courses, etc.)

    In January 2014, the qualifying age for the Irish contributory state pension increased from 65 to 66 years. Individuals born after 1 January 1949 could no longer qualify for the pension at age 65, while individuals born before this date could still qualify, provided they had the required social insurance contributions. In this paper, we examine whether this change in the qualifying age had a causal effect on the retirement rate of 65-year-olds in Ireland. To do this, we compare the retirement rates of two groups of 65-year-olds in 2014; one group was born just after the cut-off date, thereby making them ineligible for the state pension at age 65, while the other group was born just before the cut-off date, making them potentially eligible, subject to meeting the insurance contribution requirements. We do not find clear evidence that the change in the retirement age had a causal effect on the retirement rate or the employment and unemployment rates of 65-year-olds in 2014

    In order to develop a better understanding of older workers’ decisions to leave the labour force early, and how this may vary over the economic cycle, this report examines early retirement patterns in Ireland. We find that people with medium and higher levels of education are more likely to retire early. This may result from more highly educated people having accumulated higher wealth and so being in a more favourable position to retire. But whatever the reason, the result is interesting in the context of extending working lives. It is generally accepted that more highly educated people will be better placed to work longer given the nature of their occupations. The analysis here suggests that policy measures will have to be more intense if those more likely to retire early (the more highly educated) are to be maintained in the workforce

    EXTRACT (SEE PDF FOR FULL ABSTRACT): An analysis of the principal components of surface temperature and precipitation in the western U.S. is presented. Data consist of monthly mean temperature and total precipitation for 66 climate divisions west of the Continental Divide, for the years 1931-1984. The analysis is repeated for three separate combinations of months - the water year (Oct - Sept), the cool season (Oct - Mar) and the warm season (Apr - Sept). Inspection of monthly precipitation climatology indicates that selection of these combinations of months results in very few awkward splittings of the natural precipitation seasons found in the West

However, despite a recorded increase in drug trafficking in general, as yet, no unified, clear guidelines exist to guide the medical management of those who only occasionally encounter these individuals.     Much of what we know about the climate of the United States is derived from data gathered under the auspices of the cooperative climate network. Particular aspects of the way observations are taken can have significant influences on the values of climate statistics derived from the data. These influences are briefly reviewed. The purpose of this paper is to examine their effects on climatic time series. Two other items discussed are: (1) a comparison of true (24-hour) means with means derived from maximums and minimums only, and (2) preliminary work on the times of day at which maximums and minimums are set
