Sustainable Fisheries & Coastal Zoning in Montserrat: Legal & Institutional Assessment of Authorities & Approaches
In February 2015, the Government of Montserrat and the Waitt Institute signed a memorandum of understanding to launch Blue Halo Montserrat, a comprehensive ocean and coastal management project with a goal of sustainable management of Montserrat's ocean and coastal waters. BHM seeks to develop a Montserrat Sustainable Ocean Policy that will ensure long-term health of Montserrat's waters through ocean zoning, protected areas, and fisheries reforms. This Report is an evaluation of Montserrat's laws and institutions to support the design and implementation of a comprehensive ocean zoning and management system in the country as part of the Blue Halo Initiative. The Report identifies existing authorities to achieve a comprehensive ocean zoning system in the waters surrounding Montserrat, evaluates potential options for ocean planning and management implementation, and provides recommendations for ways to develop a comprehensive ocean management system for Montserrat. The Report recognizes that comprehensive ocean management should build from the existing legal system, take pragmatic steps given anticipated capacity and funding, and provide effective incentives and requirements to ensure compliance and long-term sustainability of ocean resources
Integrated Cryogenic Experiment (ICE) microsphere investigation
The main objective is to determine the performance of microsphere insulation in a 0-g environment and compare its performance to reference insulations such as multilayer insulation. The Lockheed Helium Extended-Life Dewar (HELD) is used to provide superfluid-helium cold sink for the experiment. The use of HELD allows the low-g dynamic properties of Passive Orbital Disconnect Struts (PODS) to be characterized and provides a flight demonstration of the PODS system. The thermal performance of microspheres in 1 and 0 g was predicted, a flight experiment was designed to determine microsphere thermal performance, and the interface was also designed between the experimental package and the shuttle through HELD and the Hitchhiker-M carrier. A single test cell was designed and fabricated. The cell was filled with uncoated glass microspheres and tested with a liquid-nitrogen cold sink. The data were found to agree with predictions of microsphere performance in 1 g
Fano-Kondo effect in a two-level system with triple quantum dots: shot noise characteristics
We theoretically compare transport properties of Fano-Kondo effect with those
of Fano effect. We focus on shot noise characteristics of a triple quantum dot
(QD) system in the Fano-Kondo region at zero temperature, and discuss the
effect of strong electric correlation in QDs. We found that the modulation of
the Fano dip is strongly affected by the on-site Coulomb interaction in QDs.Comment: 4 pages, 6figure

What Are Kinship Terminologies, and Why Do We Care? A Computational Approach to Analyzing Symbolic Domains
Kinship is a fundamental feature and basis of human societies. We describe a set of computational tools and services, the Kinship Algebra Modeler, and the logic that underlies these. These were developed to improve how we understand both the fundamental facts of kinship, and how people use kinship as a resource in their lives. Mathematical formalism applied to cultural concepts is more than an exercise in model building, as it provides a way to represent and explore logical consistency and implications. The logic underlying kinship is explored here through the kin term computations made by users of a terminology when computing the kinship relation one person has to another by referring to a third person for whom each has a kin term relationship. Kinship Algebra Modeler provides a set of tools, services and an architecture to explore kinship terminologies and their properties in an accessible manner
Non-Abelian quantized Hall states of electrons at filling factors 12/5 and 13/5 in the first excited Landau level
We present results of extensive numerical calculations on the ground state of
electrons in the first excited (n=1) Landau level with Coulomb interactions,
and including non-zero thickness effects, for filling factors 12/5 and 13/5 in
the torus geometry. In a region that includes these experimentally-relevant
values, we find that the energy spectrum and the overlaps with the trial states
support the previous hypothesis that the system is in the non-Abelian k = 3
