    Taking reasonable pluralism seriously: an internal critique of political liberalism

    The later Rawls attempts to offer a non-comprehensive, but nonetheless moral justification in political philosophy. Many critics of political liberalism doubt that this is successful, but Rawlsians often complain that such criticisms rely on the unwarranted assumption that one cannot offer a moral justification other than by taking a philosophically comprehensive route. In this article, I internally criticize the justification strategy employed by the later Rawls. I show that he cannot offer us good grounds for the rational hope that citizens will assign political values priority over non-political values in cases of conflict about political matters. I also suggest an alternative approach to justification in political philosophy (that is, a weak realist, Williams-inspired account) that better respects the later Rawls’s concern with non-comprehensiveness and pluralism than either his own view or more comprehensive approaches. Thus, if we take reasonable pluralism seriously, then we should adopt what Shklar aptly called ‘liberalism of fear’. </jats:p

    Experimental feasibility of investigating acoustic waves in Couette flow with entropy and pressure gradients

    The feasibility is discussed for an experimental program for studying the behavior of acoustic wave propagation in the presence of strong gradients of pressure, temperature, and flow. Theory suggests that gradients effects can be experimentally observed as resonant frequency shifts and mode shape changes in a waveguide. A convenient experimental geometry for such experiments is the annular region between two co-rotating cylinders. Radial temperature gradients in a spinning annulus can be generated by differentially heating the two cylinders via electromagnetic induction. Radial pressure gradients can be controlled by varying the cylinder spin rates. Present technology appears adequate to construct an apparatus to allow independent control of temperature and pressure gradients. A complicating feature of a more advanced experiment, involving flow gradients, is the requirement for independently controlled cylinder spin rates. Also, the boundary condition at annulus terminations must be such that flow gradients are minimally disturbed. The design and construction of an advanced apparatus to include flow gradients will require additional technology development

    Steps Toward a Socio-Technical Categorization Scheme for Communication and Information Standards

    Socio-technical systems continue to grow larger and more complex, comprising increasingly significant portions of contemporary society. Yet systematic understanding of interrelationships between social and technological elements remains elusive, even as computers and information systems proliferate. In this paper, we draw on ethnomethodology to distinguish several different kinds of processes through which communication and information are constituted. We discuss the distinctive properties of each in an effort to develop systematic understanding of basic elements of socio-technical systems. In particular, we offer a basic categorization of communication and information standards, noting the constitutive importance of their accompanying social practices. Implications for theory and practice are discussed

    Comparison of forward flight effects theory of A. Michalke and U. Michel with measured data

    The scaling laws of a Michalke and Michel predict flyover noise of a single stream shock free circular jet from static data or static predictions. The theory is based on a farfield solution to Lighthill's equation and includes density terms which are important for heated jets. This theory is compared with measured data using two static jet noise prediction methods. The comparisons indicate the theory yields good results when the static noise levels are accurately predicted

    Noise predictions of a high bypass turbofan engine using the Lockheed Near-Field Noise Prediction Program

    The prediction of engine noise during cruise using the Near-Field Noise Prediction Program developed by Lockheed is examined. Test conditions were established which simulate the operation of a high bypass turbofan engine under a wide range of operating conditions. These test conditions include variations in altitude, flight Mach number and thrust setting. Based on the results of noise prediction made using the Lockheed program, an evaluation of the impact of these test conditions on the overall sound pressure level(OASPL)and the one-third octave band spectra is made. An evaluation of the sensitivity of flight condition parameters is also made. The primary noise source from a high bypass turbofan was determined to be fan broadband shock noise. This noise source can be expected to be present during normal cruising conditions. When present, fan broadband shock noise usually dominates at all frequencies and all directivity angles. Other noise sources of importance are broadband shock noise from the primary jet, fan noise, fan mixing noise and turbine noise

    Evaluation of the Advanced Subsonic Technology Program Noise Reduction Benefits

    This report presents a detailed evaluation of the aircraft noise reduction technology concepts developed during the course of the NASA/FAA Advanced Subsonic Technology (AST) Noise Reduction Program. In 1992, NASA and the FAA initiated a cosponsored, multi-year program with the U.S. aircraft industry focused on achieving significant advances in aircraft noise reduction. The program achieved success through a systematic development and validation of noise reduction technology. Using the NASA Aircraft Noise Prediction Program, the noise reduction benefit of the technologies that reached a NASA technology readiness level of 5 or 6 were applied to each of four classes of aircraft which included a large four engine aircraft, a large twin engine aircraft, a small twin engine aircraft and a business jet. Total aircraft noise reductions resulting from the implementation of the appropriate technologies for each class of aircraft are presented and compared to the AST program goals

    Initial Integration of Noise Prediction Tools for Acoustic Scattering Effects

    This effort provides an initial glimpse at NASA capabilities available in predicting the scattering of fan noise from a non-conventional aircraft configuration. The Aircraft NOise Prediction Program, Fast Scattering Code, and the Rotorcraft Noise Model were coupled to provide increased fidelity models of scattering effects on engine fan noise sources. The integration of these codes led to the identification of several keys issues entailed in applying such multi-fidelity approaches. In particular, for prediction at noise certification points, the inclusion of distributed sources leads to complications with the source semi-sphere approach. Computational resource requirements limit the use of the higher fidelity scattering code to predict radiated sound pressure levels for full scale configurations at relevant frequencies. And, the ability to more accurately represent complex shielding surfaces in current lower fidelity models is necessary for general application to scattering predictions. This initial step in determining the potential benefits/costs of these new methods over the existing capabilities illustrates a number of the issues that must be addressed in the development of next generation aircraft system noise prediction tools

    An important aspect of intergenerational justice concerns the specification of a 'currency of advantage' that can be used to evaluate distributive outcomes across time. Environmental theorists have introduced several innovative currencies of justice in recent years, such as ecological space and critical natural capital. However they have often downplayed the application of established currencies (such as welfare, resources or capabilities) to issues of futurity. After exploring the merits of a number of rival currencies, it is argued that the currency of 'capabilities to function' provides a promising basis for a theory of justice that takes seriously the rights and duties of intergenerational justice

    Principles of Stakes Fairness in Sport

    Fairness in sport is not just about assigning the top prizes to the worthiest competitors. It is also about the way the prize structure itself is organised. For many sporting competitions, although it may be acceptable for winners to receive more than losers, it can seem unfair for winners to take everything and for losers to get nothing. Yet this insight leaves unanswered some difficult questions about what stakes fairness requires and which principles of stakes fairness are appropriate for particular competitions. In this article I specify a range of different principles of stakes fairness (ten in total) that could regulate sporting competitions. I also put forward a theoretical method for pairing up appropriate principles of stakes fairness with given sporting competitions. Specifically, I argue that the underlying rationales for holding sporting competitions can provide useful guides for identifying appropriate principles of stakes fairness. I then seek to clarify and work through some of the implications of this method for a sample of real world controversies over sporting prize structures. I also attempt to refine the method in response to two possible objections from indeterminacy and relativism. Finally, I compare and contrast my conclusions with more general philosophical debates about justice
