Competition and cooperation between Europe and China in the wind power sector
This paper uses a value chain lens to examine the prospects for competition and
cooperation between Europe and China in the global wind power sector. Drawing on
insights from fieldwork conducted in 2010 combined with secondary industry data, we
find that Chinese and European industries are developing distinct models of industrialtechnological
organisation. The usual headlines emphasising Sino-European
competition or conflict fail to capture the complexity of current reality. While competition
among lead firms is increasing, there are also considerable prospects for increased
collaboration between firms across the value chains. China, Europe and the world can
benefit from such collaboration to drive down the costs of the technology, improve
quality, enhance innovation capabilities and make wind power a more credible energy
option for the world. Policy initiatives in and between China and Europe have a big role
to play in securing mutually beneficial relationships for the future.

China's Impact on the Global Wind Power Industry
Chinaâs economic rise has transformed the global economy in
a number of manufacturing industries. This paper investigates whether Chinaâs transformative influence extends to the new green economy. Drawing on the debate about how China is driving major economic changes in the world â the âAsian driversâ debate â it identifies five
corridors of influence and investigates their relevance for the wind energy industries. Starting with the demand side, it suggests that the size and rapid growth of the Chinese market have a major influence on competitive parameters in the global wind power industry. While Western firms
have found ways of participating in the growth of the Chinese market, the governmentâs procurement regimes benefit Chinese firms. The latter have invested heavily and learned fast, accumulating production capabilities
that have led to changes in the global pecking order of lead firms. While the combined impact of Chinese market and production power is already visible, other influences are beginning to be felt â arising from Chinaâs coordination, innovation and financing power

Congratulations to Wade Hatch for earning a
silver medal at the Canadian Intermediate
Boxing Championships in Saskatoon.
Wade first captured a T.K.O. over Todd
Rideout of Newfoundland in the second round,
the first day of the tournament. The second
day he beat Joseph Browning of Ontario with a
first round T.K.O. The fourth day of the
tournament, Wade's final fight, he lost to Jean-
Francois Audet of Quebec.
Wadeâs next fight will be in Brooks at the end
of the month.

Magrath School News:
Another weekend of excitement has passed
through our school. The grade 7 girls and boys
both played Monday against Moutain View.
Grade 7 girls defeated Mt. View by more than
30pts. These girls have got a lot of talent and
play great together as a team.
Grade 7 boys also played Mt. View. These
boys are also a very talented team, but they
had a struggle with Mt. View loosing a very
close game 39-42. The top scorers from our
team were Matthew Alston with 13 pts and
Darrin Bladerson with 12.
Our Magrath Pandas were involved in the
Cougar Classic Tournament in Cardston last
weekend. There first game was Friday evening
and the girls had a tough game against L.C.I.
They played well but just couldn't pull a win.
Then Saturday morning they played Western
Canad, from Calgary and played an awesome
game and easily won the consolation trophy.
Congratulations Pandas you have made us
proud.
The Zeniths had one league game this
weekend and it was against Raymond. With
two starters injured the Zeniths new they had
their work cut out for them, but they didn't let
us down. They played extremely well, fought
hard till the bitter end. It was a very tense and
close game and the final result was Raymond
80 and Magrath 79. Con't

Wagrath Atom Hockey:
The Magrath Atom Super "B" hosted their annual hockey tournament Jan 14-15/94. There were 9 games in total over the tournament with teams from Okotoks, Raymond, Fort Macleod, Lethbridge, Picture Butte & the host team of Magrath. Magrath's first game on Friday night was a great game against Raymond. With us behind by 3 goals after the second period the team made a comeback and scored 4 unanswered goals to win by a score of 6-5. Goals and assists were by; Adam Mehew 4-0; Tanner Godionton 1-0; Janay Chipman 1-0; Ben Wood 0-2; Dustin Ririe 0-2; Eric Godionton 0-1; Del Thompson 0-1.
Our second game against Lethbridge was an easier one with the score 14-5. Goals and assists were; Adam Mehew 7-1; Tanner Godionton 4-0; Ben Wood 1-2; Dustin Ririe 1Â0; Robbie Ratke 1-0; Eric Godionton 0-2; Del Thompson 0-3; Jeff Werk 0-1; Sean Stanford 0Â1; Kyle Schneyder 0-2; John Vornbrock 0-1. With both wins this put us in the "A" division final against Picture Butte. The "Bâ division
final saw Raymond defeat Okotoks 7-4. The "C" division final saw Fort Macleod defeat Lethbridge by a score of 8-3.
Our "A" division final was a real barn burner as we were down by scores of 4-0 and 7-4. With 5:08 left on the clock Tanner scored to bring the score to 7-5 in the third period. We sent out our Power Play line and told them to score 2 more goals so we could tie up the game, and they did it!
This put us into over time and the fans were on their feet. With the first 35 seconds gone in over time Adam Mehew scored to win the game for us 8-7.
Atom "A" champions in our Magrath Tournament were the Magrath Super "Bâ. Sent an enlarged picture and success story of 1992 Tree of Hope project to the A.H.A.A. in Edmonton. For this we won a plaque.
Held our Florence Nightingale Luncheon netting 2,100.00. Gave Kandace Henry & Sandra Stocker each 100.00 from the Margaret Long Nursing Bursary.
The second annual Tree of Hope project was very successful, raising 4,894.00. Thanks to all. Assisted in the Red Cross Blood Donor Clinic in Raymond.

LIBRARY NEWS:
The Library has just received their copy of
"The McIntyre Liar" by David Bly. This is an
exciting work of fiction based on the author's
own experiences as a farm hand on the
McIntyre Ranch during the 60's. This book is
the recent winner of the Alberta Writing For
Youth Award. David Bly is a former resident
of Magrath and is the son of Doug & Ardath
Bly of Magrath.

On Jan 12, 1994, Ferrin Killian, Wes Murphy
& Terry Trainer from Magrath and District
Ambulance Service and Southern Region
Emergency Services Society successfully
completed their training as Emergency Medical
Responders. The E.M.R. program is
approximately a 150 hour course which trains
people in all aspects of pre-hospital care.
Magrath was the host center for the program
which is run at local centers from S.A.I.T.
This brings our staff up to a total of 7 E.M.R.'s
(Craig Bennett, Ken Hoibak, Ferrin Killian,
Marvin Miller, Wes Murphy, Brian Stadnyk &

China-Europe relations in the mitigation of climate change: a conceptual framework
Despite the large-scale investments of both China and the EU in climate-change mitigation
and renewable-energy promotion, the prevailing view on ChinaâEU relations is one of
conflict rather than cooperation. In order to evaluate the prospects of cooperation
between China and the EU in these policy fields, empirical research has to go beyond
simplistic narratives. This paper suggests a conceptual apparatus that will help researchers
better understand the complexities of the real world. The relevant actors operate
at different levels and in the public and private sectors. The main message of the
paper is that combining the multi-level governance and value-chain approaches helps
clarify the multiple relationships between these actors

ChinaâEurope Relations in the Mitigation of Climate Change: A Conceptual Framework
Despite the large-scale investments of both China and the EU in climate-change mitigation
and renewable-energy promotion, the prevailing view on ChinaâEU relations is one of
conflict rather than cooperation. In order to evaluate the prospects of cooperation
between China and the EU in these policy fields, empirical research has to go beyond
simplistic narratives. This paper suggests a conceptual apparatus that will help researchers
better understand the complexities of the real world. The relevant actors operate
at different levels and in the public and private sectors. The main message of the
