Radiation from a crimped V-groove in the electrically heated metallic element of a high-resolution infrared spectrometer is more intense than that from plane areas adjacent to the element. Measuring Accuracy of Projections of Central Taxes by the Finance Commission
This paper looks at the quality of forecasts/assessments made by some of the recent Finance Commissions for the shareable central taxes and own tax revenues of selected states. The Commissions covered under this analysis are Ninth to Twelfth Finance Commissions. It is observed that while direct taxes are underestimated in general, revenues from indirect taxes partially Union excise duties and custom duties have been over estimated. In respect of states, four selected states viz., Andhra Pradesh, Gujarat, Orissa and Assam are examined. While there is similarity between the approaches of Ninth, Tenth and Twelfth Finance Commissions in regard to middle and high income states, the Eleventh Finance Commission required that they raise tax revenues higher than what they were able to achieve.Central Taxes, Own Tax Revenues, Finance Commission
Wind tunnel tests on a tail-less swept wing span-distributed cargo aircraft configuration
The configuration consisted of a 30 deg -swept, untapered, untwisted wing utilizing a low-moment cambered airfoil of 20 percent streamwise thickness designed for low wave drag at M = 0.6, C sub L = 0.4. The tests covered a range of Mach numbers 0.3 to 0.725 and chord Reynolds number 1,100,000 to 2,040,000, angles of attack up to model buffet and sideslip angles + or - 4 deg. Configuration build up, wing pod filleting, airfoil modification and trailing edge control deflection effects were briefly investigated. Three wing tip vertical tail designs were also tested. Wing body filleting and a simple airfoil modification both produced increments to maximum lift/drag ratio. Addition of pods eliminated pitch instability of the basic wing. While the magnitude of these benefits probably was Reynolds number sensitive, they underline the potential for improving the aerodynamics of the present configuration. The cruise parameter (product of Mach number and lift/drag ratio) attained a maximum close to the airfoil design point. The configuration was found to be positively stable with normal control effectiveness about all three axes in the Mach number and C sub L range of interest
Reforming Indirect Taxes in India : Role of Environmental Taxes
Extensive reforms of Indias indirect taxes at the central and the state levels has prepared the necessary ground for the implementation of a comprehensive goods and services tax (GST). The Empowered Committee of the State Finance Ministers in their First Discussion Paper and the Thirteenth Finance Commission in their recently submitted report have suggested GST models which are quite different in many respects. This paper identifies these differences and argues that within the regime of taxation of goods and services in India environmental tax reform should also be incorporated to make the tax regime play a significant role in managing environment. The environment tax reforms will yield both a fiscal double dividend and an economic double dividend making the Indian economy pursue a path of sustainable development.Taxes, Environment
Basic studies on delta wing flow modifications by means of apex fences
The effectiveness of apex fences on a 60-deg delta wing at low speeds was experimentally investigated. Resembling highly swept spoilers in appearance, the fences are designed to fold out of the wing apex region upper surface near the leading edges, where they generate a powerful vortex pair. The intense suction of the fence vortices augments lift in the apex region, the resulting positive pitching moment being utilized to trim trailing edge flaps for lift augmentation during approach and landing at relatively low angles of attack. The fences reduce the apex lift at high angles of attack, leading to a desirable nose-down moment. The above projected functions of the apex fence device were validated and quantified through low speed tunnel tests, comprising upper surface pressure surveys on a semispan model and balance measurements on a geometrically similar fully span wing/body configuration. Fence parameters such as area, shape, hinge position and deflection angle were investigated. Typical results are presented indicating the apex fence potential in controlling the longitudinal characteristics of a tail-less delta
Magnetic bearings for free-piston Stirling engines
The feasibility and efficacy of applying magnetic bearings to free-piston Stirling-cycle power conversion machinery currently being developed for long-term space missions are assessed. The study was performed for a 50-kWe Reference Stirling Space Power Converter (RSSPC) which currently uses hydrostatic gas bearings to support the reciprocating displacer and power piston assemblies. Active magnetic bearings of the attractive electromagnetic type are feasible for the RSSPC power piston. Magnetic support of the displacer assembly would require unacceptable changes to the design of the current RSSPC. However, magnetic suspension of both displacer and power piston is feasible for a relative-displacer version of the RSSPC. Magnetic suspension of the RSSPC power piston can potentially increase overall efficiency by 0.5 to 1 percent (0.1 to 0.3 efficiency points). Magnetic bearings will also overcome several operational concerns associated with hydrostatic gas bearing systems. These advantages, however, are accompanied by a 5 percent increase in specific mass of the RSSPC
Some studies on a solid state sulfur probe for coal gasification systems
Measurements on the solid electrolyte cell (Ar + H(2) + H(2)S/CaS + CaF(2) + (Pt)//CaF(2)//(Pt) + CaF(2) + CaS/H(2) + H(2)+Ar) show that the emf of the cell is directly related to the difference in sulfur potentials established at the Ar + H(2) + H(2)S/electrode interfaces. The electrodes convert the sulfur potential gradient across the calcium fluoride electrolyte into an equivalent fluorine potential gradient. Response time of the probe varies from approximately 9 hr at 990 K to 2.5 hr at 1225 K. The conversion of calcium sulfide and/or calcium fluoride into calcium oxide is not a problem anticipated in commercial coal gasification systems. Suggestions are presented for improving the cell for such commercial applications
Corrosion of 310 stainless steel in H2-H2O-H2S gas mixtures: Studies at constant temperature and fixed oxygen potential
Corrosion of SAE 310 stainless steel in H2-H2O-H2S gas mixtures was studied at a constant temperature of 1150 K. Reactive gas mixtures were chosen to yield a constant oxygen potential of approximately 6 x 10 to the minus 13th power/cu Nm and sulfur potentials ranging from 0.19 x 10 to the minus 2nd power/cu Nm to 33 x 10 to the minus 2nd power/cu Nm. The kinetics of corrosion were determined using a thermobalance, and the scales were analyzed using metallography, scanning electron microscopy, and energy dispersive X-ray analysis. Two corrosion regimes, which were dependent on sulfur potential, were identified. At high sulfur potentials (p sub S sub 2 less than or equal to 2.7 x 10 to the minus 2nd power/cu Nm) the corrosion rates were high, the kinetics obeyed a linear rate equation, and the scales consisted mainly of sulfide phases similar to those observed from pure sulfication. At low sulfur potentials (P sub S sub 2 less than or equal to 0.19 x 10 to the minus 2nd power/cu Nm) the corrosion rates were low, the kinetics obeyed a parabolic rate equation, and scales consisted mainly of oxide phases
