    The State and Revolution is rightly regarded as one of Lenin's most important works. It addresses itself to questions of the utmost importance for socialist theory and practice, none of which have lost any of their relevance-rather the reverse. And as a statement of the Marxist theory of the state, both before and particularly after the conquest of power, it has, because it was written by Lenin, enjoyed an exceptionally authoritative status for successive generations of socialists, never more so than in recent years, since its spirit and substance can so readily be invoked against the hyper-bureaucratic experience of Russian-type regimes, and against official Communist parties as well. In short, here, for intrinsic and circumstantial reasons, is indeed one of the "sacred texts" of Marxist thought

    Whatever its outcome may be, the war in Vietnam will have served, better than any other episode in the post-war years, to underline the deep moral and political crisis in which Western socialism is steeped. particularly in countries like Britain, France or Italy, which have large, well organized, even powerful Labour movements. For Vietnam has posed to these movements a challenge as great and compelling as any since the War; while their response to that challenge has been grievously inadequate, or worse. What has occurred, in different degrees, is a generalized default so great as to force attention on issues and problems which, for socialists, go well beyond Vietnam, and which call into question the very character and purpose of these movements. Both the extent of their default, and its underlying causes, have brought into sharp and immediate focus nothing less than the whole present condition of Western labour movements, which obviously also means the present condition and prospects of Western socialism, in all its major denominations. A much more open and thorough discussion of that condition than has hitherto occurred should be of urgent concern to socialists. The present article is intended as a contribution to that discussion

    The Future of Socialism in England

    The words 'in England' in the title of this article are intended to denote two things: the first is that it cannot now be taken for granted that what will happen in the English part of the British Isles will also happen in its other parts, and notably in Scotland, with Northern Ireland being a question of an altogether different kind. The future of socialism in England obviously concerns the other parts of the British Isles; but that future does not necessarily and automatically encompass these other parts. This is only to note that we are only at the beginning of a very large process of change in the constitutional organisation of the United Kingdom. This may result in no more than extensive devolution; or it may take a federalist form; or it may result in actual independent statehood for, say Scotland. If enough people in Scotland want independence badly enough, there will be nothing to stop them getting it, nor ought there to be. Socialists in England do not have to support Scottish independence: but they cannot, as socialists, resist a genuine popular demand for it
