Dialogue in asymmetrical power relations - Modern safety regulation?
The purpose of this paper is to explore power, sensemaking and identity construction within a regulatory regime in the petroleum industry that emphasises dialogue and trust as a desired and prioritised mode of working. Based on a qualitative study, the analysis documents that dialogue becomes an arena for sensemaking among unequals, and that the regulator employs the process of identity construction as a means to promote regulatory compliance.acceptedVersio

Managing Transport Safety in the Context of Global Competition, 2016
This project focus on the consequences of internationalizing on transport safety and measures to maintain transport safety under internationalizing. The public debate around the possible safety consequences of internationalization and increased competition is highly politicized. The aim of this project was to generate research-based knowledge of the consequences of this development. Data was collected through semi-structured interviews. Human performance and safety in Arctic environments
The Arctic environment is exotic, cold, dark, isolated and remote, with a lack of infrastructure common in many other areas of the world. This report gives an overview of theoretical and applied knowledge on how humans may react and master challenging situations and environme ~tal aspects in the Arctic. The report is written with the intent to be used by students and practitioners at Svalbard in a master's programme at UNIS. Oppdragsgiver: UNISpublishedVersio
Paradoxes of power: Dialogue as a regulatory strategy in the Norwegian oil and gas industry
This paper explores how the Petroleum Safety Authority Norway applied dialogue as a key feature in the regulatory strategy and practice over a ten-year period from 2009 to 2019. The analysis, drawing on theories on regulation and sensemaking, explores power relations and identity construction in encounters between the regulator and regulatees. The data material comprises texts from web-sites, documents, investigation reports and focus group interviews. We conclude that the dialogue is embedded with paradoxes, infused with power, yet functions as a potent policy instrument. The power base of the regulatory authorities partly depends on enterprisesâ and the industryâs need for a good reputation. We expand the theoretical framework by highlighting paradoxes of power and introducing the concepts of âsensesharingâ and âconditional sensegivingâ
