On prevarieties of logic
It is proved that every prevariety of algebras is categorically equivalent to
a "prevariety of logic", i.e., to the equivalent algebraic semantics of some
sentential deductive system. This allows us to show that no nontrivial equation
in the language "meet, join, and relational product" holds in the congruence
lattices of all members of every variety of logic, and that being a
(pre)variety of logic is not a categorical property
Epimorphisms in varieties of subidempotent residuated structures
A commutative residuated lattice A is said to be subidempotent if the lower
bounds of its neutral element e are idempotent (in which case they naturally
constitute a Brouwerian algebra A*). It is proved here that epimorphisms are
surjective in a variety K of such algebras A (with or without involution),
provided that each finitely subdirectly irreducible algebra B in K has two
properties: (1) B is generated by lower bounds of e, and (2) the poset of prime
filters of B* has finite depth. Neither (1) nor (2) may be dropped. The proof
adapts to the presence of bounds. The result generalizes some recent findings
of G. Bezhanishvili and the first two authors concerning epimorphisms in
varieties of Brouwerian algebras, Heyting algebras and Sugihara monoids, but
its scope also encompasses a range of interesting varieties of De Morgan
monoids
Models and applications for measuring the impact of health research: Update of a systematic review for the health technology assessment programme
This report reviews approaches and tools for measuring the impact of research programmes, building on, and extending, a 2007 review. Objectives: (1) To identify the range of theoretical models and empirical approaches for measuring the impact of health research programmes; (2) to develop a taxonomy of models and approaches; (3) to summarise the evidence on the application and use of these models; and (4) to evaluate the different options for the Health Technology Assessment (HTA) programme. Data sources: We searched databases including Ovid MEDLINE, EMBASE, Cumulative Index to Nursing and Allied Health Literature and The Cochrane Library from January 2005 to August 2014. Review methods: This narrative systematic literature review comprised an update, extension and analysis/discussion. We systematically searched eight databases, supplemented by personal knowledge, in August 2014 through to March 2015. Results: The literature on impact assessment has much expanded. The Payback Framework, with adaptations, remains the most widely used approach. It draws on different philosophical traditions, enhancing an underlying logic model with an interpretative case study element and attention to context. Besides the logic model, other ideal type approaches included constructionist, realist, critical and performative. Most models in practice drew pragmatically on elements of several ideal types. Monetisation of impact, an increasingly popular approach, shows a high return from research but relies heavily on assumptions about the extent to which health gains depend on research. Despite usually requiring systematic reviews before funding trials, the HTA programme does not routinely examine the impact of those trials on subsequent systematic reviews. The York/Patient-Centered Outcomes Research Institute and the Grading of Recommendations Assessment, Development and Evaluation toolkits provide ways of assessing such impact, but need to be evaluated. The literature, as reviewed here, provides very few instances of a randomised trial playing a major role in stopping the use of a new technology. The few trials funded by the HTA programme that may have played such a role were outliers. Discussion: The findings of this review support the continued use of the Payback Framework by the HTA programme. Changes in the structure of the NHS, the development of NHS England and changes in the National Institute for Health and Care Excellence’s remit pose new challenges for identifying and meeting current and future research needs. Future assessments of the impact of the HTA programme will have to take account of wider changes, especially as the Research Excellence Framework (REF), which assesses the quality of universities’ research, seems likely to continue to rely on case studies to measure impact. The HTA programme should consider how the format and selection of case studies might be improved to aid more systematic assessment. The selection of case studies, such as in the REF, but also more generally, tends to be biased towards high-impact rather than low-impact stories. Experience for other industries indicate that much can be learnt from the latter. The adoption of researchfish® (researchfish Ltd, Cambridge, UK) by most major UK research funders has implications for future assessments of impact. Although the routine capture of indexed research publications has merit, the degree to which researchfish will succeed in collecting other, non-indexed outputs and activities remains to be established. Limitations: There were limitations in how far we could address challenges that faced us as we extended the focus beyond that of the 2007 review, and well beyond a narrow focus just on the HTA programme. Conclusions: Research funders can benefit from continuing to monitor and evaluate the impacts of the studies they fund. They should also review the contribution of case studies and expand work on linking trials to meta-analyses and to guidelines. Funding: The National Institute for Health Research HTA programme

Progress and challenges in modelling country-level HIV/AIDS epidemics: the UNAIDS Estimation and Projection Package 2007
The UNAIDS Estimation and Projection Package (EPP) was developed to aid in country-level estimation and short-term projection of HIV/AIDS epidemics. This paper describes advances reflected in the most recent update of this tool (EPP 2007), and identifies key issues that remain to be addressed in future versions. The major change to EPP 2007 is the addition of uncertainty estimation for generalised epidemics using the technique of Bayesian melding, but many additional changes have been made to improve the user interface and efficiency of the package. This paper describes the interface for uncertainty analysis, changes to the user interface for calibration procedures and other user interface changes to improve EPP’s utility in different settings. While formal uncertainty assessment remains an unresolved challenge in low-level and concentrated epidemics, the Bayesian melding approach has been applied to provide analysts in these settings with a visual depiction of the range of models that may be consistent with their data. In fitting the model to countries with longer-running epidemics in sub-Saharan Africa, a number of limitations have been identified in the current model with respect to accommodating behaviour change and accurately replicating certain observed epidemic patterns. Integrating Smart Ceiling Fans and Communicating Thermostats to Provide Energy-Efficient Comfort
The project goal was to identify and test the integration of smart ceiling fans and communicating thermostats. These highly efficient ceiling fans use as much power as an LED light bulb and have onboard temperature and occupancy sensors for automatic operationbased on space conditions. The Center for the Environment (CBE) at UC Berkeley led the research team including TRC, Association for Energy Affordability (AEA), and Big Ass Fans (BAF). The research team conducted laboratory tests, installed99 ceiling fans and 12 thermostats in four affordable multifamily housing sites in California’s Central Valley, interviewed stakeholders to develop a case study, developed an online design tool and design guide, outlined codes and standards outreach, and published several papers.The project team raised indoor cooling temperature setpoints and used ceiling fans as the first stage of cooling; this sequencing of ceiling fans and air conditioningreducesenergy consumption, especially during peak periods, while providing thermal comfort.The field demonstration resulted in 39% measured compressor energy savings during the April–October cooling seasoncompared to baseline conditions, normalized for floor area. Weather-normalized energy use varied from a 36% increase to 71% savings, withmedian savings of 15%.This variability reflects the diversity in buildings, mechanical systems, prior operation settings, space types, andoccupants’ schedules,preferences, and motivations. All commercial spaces with regular occupancy schedules (and twoof the irregularly-occupied commercial spaces and one of the homes) showed energy savings on an absolute basis before normalizing for warmer intervention temperatures,and 10 of 13 sites showed energy savings on a weather-normalized basis. The ceiling fans provided cooling for one site for months during hot weather when the coolingequipment failed.Occupants reported high satisfaction with the ceiling fans and improved thermal comfort. This technology can apply to new and retrofit residential and commercial buildings
Early Universe Constraints on Time Variation of Fundamental Constants
We study the time variation of fundamental constants in the early Universe.
Using data from primordial light nuclei abundances, CMB and the 2dFGRS power
spectrum, we put constraints on the time variation of the fine structure
constant , and the Higgs vacuum expectation value leads to a variation
in the electron mass, among other effects. Along the same line, we study the
variation of and the electron mass . In a purely phenomenological
