Raziskovanje kompleksnih upravljavskih problemov – primer vrednotenja politik

Recognising that the society has become complex means that there does not exist a single truth – i.e. the official truth of those in power - about social issues, such as identification of public interest or policy effectiveness; there exists a variety of well-founded and equally valid truths. Public affairs management is complex; therefore, different views do not have a com- mon denominator and should be regarded as incommensurable. This means that it is necessary to examine social phenomena in their duality, by means of an interpretation of the primary meanings, which are constitutive of the system as a whole - although in a greatly divisive manner, as well as an interpretation of the secondary meanings, the only meanings that yield a holistic view of the evaluated social phenomenon, if only with regard to the issues that are inessential in their character.Spoznanje, da je družba postala kompleksna, pomeni, da resnica o družbenih zadevah kot o tem, kaj je skupno dobro ali kako uspešno je njegovo doseganje, ni več ena sama, tista na oblasti, ampak o pomembnih stvareh obstaja več do- bro utemeljenih in enako veljavnih resnic. Zadeve iz domene javnega upravljanja so kompleksne, zato različni pogledi nimajo skupnega imenovalca in jih je treba obravnavati kot nesomerne oziroma globoke in nepremostljive. Družbene pojave je zato treba proučevati v zlatem rezu njihove dvojnosti, razpenjajoči se med razlago primarnih pomenov, ki so za sistem konstitutivni, vendar na nesomeren in razdvajajoč način, in razlago sekundarnih pomenov, ki edini podajajo celovit pogled na vrednoteni pojav, vendar le v vsebinah, ki za nikogar niso bistvene

Following Jesus Christ who preached the Word of God not only in the places of worship, but also in open space, from a boat, in houses or during feasts, there was an apostolic practice and the teaching of the Church of the first centuries. With the passing of centuries the Christians built impressive shrines with wonderful pulpits designed for the proclamation of the Word of God. However, never has preaching been limited to the places of worship. While searching for the listeners the preachers used to go to places where they lived and worked: battlefields, town squares, markets, places of execution, leprosariums and hospitals or where a man crossed the great divide – cemeteries. The practice of preaching the Word of God in Poland was also concentrated in the same places. Modern times have not added much to it. The biggest assemblages of the faithful, often of several million, during which the Word of God was preached, such as Pope pilgrimages, or the World Youth Day, had their forefathers in the preaching activity of the Saints, i.e. John Capistrano, or Vincent Ferrer.Słowo Boże głoszone było nie tylko w miejscach kultu. Sam Jezus, niedościgły wzór wszystkich kaznodziejów, głosił je także na otwartej przestrzeni, z łodzi, w domach i w czasie uczty. W ślad za Jego wzorem szła praktyka apostolska oraz nauczanie Kościoła pierwszych wieków. Z upływem stuleci chrześcijanie zbudowali imponujące świątynie ze wspaniałymi ambonami służącymi proklamacji słowa Bożego. Nigdy jednak głoszenie kazań nie ograniczało się wyłącznie do miejsc kultu. W poszukiwaniu słuchacza kaznodzieje udawali się bądź tam, gdzie on żył i działał: na pola bitew, na place miast, jarmarki, miejsca wykonywania kar, do leprozoriów i szpitali, bądź tam, gdzie człowiek znajdował miejsce wiecznego spoczynku – na cmentarze. Praktyka głoszenia słowa Bożego w Polsce również koncentrowała się w tych samych miejscach. Czasy najnowsze niewiele do tego dorzuciły. Największe bowiem zgromadzenia wiernych, niejednokrotnie kilkumilionowe, w czasie których głoszono słowo Boże – jak pielgrzymki papieskie czy Światowe Dni Młodzieży – miały swych prekursorów w kaznodziejskiej działalności świętych: Jana Kapistrana czy Wincentego Ferrera
