Variational approach to a class of nonlinear oscillators with several limit cycles
We study limit cycles of nonlinear oscillators described by the equation
. Depending on the nonlinearity this equation
may exhibit different number of limit cycles.
We show that limit cycles correspond to relative extrema of a certain
functional. Analytical results in the limits and are
in agreement with previously known criteria. For intermediate numerical
determination of the limit cycles can be obtained.Comment: 12 pages, 3 figure
Updating Outdated Predictive Accident Models
Reliable predictive accident models (PAMs) (also referred to as safety performance functions (SPFs)) are essential to design and maintain safe road networks however, ongoing changes in road and vehicle design coupled with road safety initiatives, mean that these models can quickly become dated. Unfortunately, because the fitting of sophisticated PAMs including a wide range of explanatory variables is not a trivial task, available models tend to be based on data collected many years ago and seem unlikely to give reliable estimates of current accidents. Large, expensive studies to produce new models are likely to be, at best, only a temporary solution. This paper thus seeks to develop a practical and efficient methodology to allow currently available PAMs to be updated to give unbiased estimates of accident frequencies at any point in time. Two principal issues are examined: the extent to which the temporal transferability of predictive accident models varies with model complexity; and the practicality and efficiency of two alternative updating strategies. The models used to illustrate these issues are the suites of models developed for rural dual and single carriageway roads in the UK. These are widely used in several software packages in spite of being based on data collected during the 1980s and early 1990s. It was found that increased model complexity by no means ensures better temporal transferability and that calibration of the models using a scale factor can be a practical alternative to fitting new models
A User-centric Framework for Accessing Biological Sources and Tools
Biologists face two problems in interpreting their experiments: the integration of their data with information from multiple heterogeneous sources and data analysis with bioinformatics tools. It is difficult for scientists to choose between the numerous sources and tools without assistance. Following a thorough analysis of scientists’ needs during the querying process, we found that biologists express preferences concerning the sources to be queried and the tools to be used. Interviews also showed that the querying process itself – the strategy followed – differs between scientists. In response to these findings, we have introduced a user-centric framework allowing to specify various querying processes. Then we have developed the BioGuide system which helps the scientists to choose suitable sources and tools, find complementary information in sources, and deal with divergent data. It is generic in that it can be adapted by each user to provide answers respecting his/her preferences, and obtained following his/her strategies
Water waves generated by a moving bottom
Tsunamis are often generated by a moving sea bottom. This paper deals with
the case where the tsunami source is an earthquake. The linearized water-wave
equations are solved analytically for various sea bottom motions. Numerical
results based on the analytical solutions are shown for the free-surface
profiles, the horizontal and vertical velocities as well as the bottom

Leadership in the British civil service: an interpretation
This article is essentially a polemic. The argument is that when politicians and officials now talk of ‘leadership’ in the British civil service they do not use that word in the way in which it was previously used. In the past leading civil servants, acting in partnership with ministers and within constitutional constraints, exercised leadership in the sense of setting example, inspiring confidence and encouraging loyalty. The loosening of traditional constitutional patterns, the marginalization of senior officials in the policy process and the emergence of business methods as the preferred model for public Âadministration have led to a political and administrative environment in which leadership in the British civil service is now about encouraging patterns of behaviour which fit in with these changes. Leadership skills are now about ‘delivery’; they are not about motivation. It is time for politicians, officials and scholars to be open about this
A Pearson-Dirichlet random walk
A constrained diffusive random walk of n steps and a random flight in Rd,
which can be expressed in the same terms, were investigated independently in
recent papers. The n steps of the walk are identically and independently
distributed random vectors of exponential length and uniform orientation.
Conditioned on the sum of their lengths being equal to a given value l,
closed-form expressions for the distribution of the endpoint of the walk were
obtained altogether for any n for d=1, 2, 4 . Uniform distributions of the
endpoint inside a ball of radius l were evidenced for a walk of three steps in
2D and of two steps in 4D. The previous walk is generalized by considering step
lengths which are distributed over the unit (n-1) simplex according to a
Dirichlet distribution whose parameters are all equal to q, a given positive
value. The walk and the flight above correspond to q=1. For any d >= 3, there
exist, for integer and half-integer values of q, two families of
Pearson-Dirichlet walks which share a common property. For any n, the d
components of the endpoint are jointly distributed as are the d components of a
vector uniformly distributed over the surface of a hypersphere of radius l in a
space Rk whose dimension k is an affine function of n for a given d. Five
additional walks, with a uniform distribution of the endpoint in the inside of
a ball, are found from known finite integrals of products of powers and Bessel
functions of the first kind. They include four different walks in R3 and two
walks in R4. Pearson-Liouville random walks, obtained by distributing the total

Deformation of Small Compressed Droplets
We investigate the elastic properties of small droplets under compression.
The compression of a bubble by two parallel plates is solved exactly and it is
shown that a lowest-order expansion of the solution reduces to a form similar
to that obtained by Morse and Witten. Other systems are studied numerically and
results for configurations involving between 2 and 20 compressing planes are
presented. It is found that the response to compression depends on the number
of planes. The shear modulus is also calculated for common lattices and the

Gravitation and inertia; a rearrangement of vacuum in gravity
We address the gravitation and inertia in the framework of 'general gauge
principle', which accounts for 'gravitation gauge group' generated by hidden
local internal symmetry implemented on the flat space. We connect this group to
nonlinear realization of the Lie group of 'distortion' of local internal
properties of six-dimensional flat space, which is assumed as a toy model
underlying four-dimensional Minkowski space. The agreement between proposed
gravitational theory and available observational verifications is satisfactory.
We construct relativistic field theory of inertia and derive the relativistic
law of inertia. This theory furnishes justification for introduction of the
Principle of Equivalence. We address the rearrangement of vacuum state in
