    On Measuring the top quark mass using the dilepton decay modes

    We demonstrate a new likelihood method for extracting the top quark mass from events of the type ttbar-->bW(l+nu)bW(l+nu) This method estimates the top quark mass correctly from an ensemble of dilepton events. The method proposed by Dalitz and Goldstein [1] is shown to result in a systematic underestimation of the top quark mass. Effects due to the spin correlations between the top and anti-top quarks are shown to be unimportant in estimating the mass of the top quark.Comment: To appear in the proceedings of the 1996 DPF/DPB study on new directions for High Energy Physics, Snowmass, Colorad

    A Mobile Government Portal for Driving Services in the Malaysian Roads and Transports Department

    The use of information technology has been one of the core elements in transforming the way government interacts with its citizens. Mobile government and the delivery of e-services from government are changing the way government governs and interacts with its citizenry. This study was implemented to create a new channel in Malaysia between the Malaysian government and its citizens and residents, to be more interactive with the delivery of e-services from the perspective of the direct service provider. The study examines the current state and the willingness of some developed countries to implement more interactive mobile portal for the delivery of e-services. E-services are present but the sophistication is still in its infancy when used by un-developed countries. Un-developed countries only provide published information and downloadable forms. Most un-developed countries portals provides only one way of communications, all of them still in the basic level of electronic interaction. Delivery of e-services for those countries is far from being mastered by the services provider. It's particularly lacking attention on making the services more interactive. Therefore, there are needs to develop and implement more effective two way of communication between the service providers "Government Ministries" in Malaysia and the users "Citizens"

    Sharps injury in Hospital Universiti Kebangsaan Malaysia (HUKM): Experiences of health care workers and students

    Sharps injury among health care workers in HUKM has received serious attention lately due to the possible transmission of diseases like HIV, Hepatits B and Hepatitis C, which can cause serious consequences for the victim. The aim of the study was to gain a deeper understanding of the emotional problems experienced by health care workers who had incurred a sharps injury and the coping strategies adopted by them to overcome the problem. A 28 item semi-structured questionnaire was designed by the supervisors and the researcher as there was no existing questionnaire to be adopted, as no research had been carried out in this area prior to this. The target group consisted of 64 health care workers of different categories working in HUKM. Data was collected over a period of five months from November 2000 to March 2001. The results of the study revealed that the most frequently injured were the staff nurses, nearly 90% of whom were emotionally upset and were worried that they might contract a disease. There was no significant difference in the emotional stress experienced by the different categories of the health care workers, all were equally upset about the injury but each category of staff adopted different methods to overcome the tragedy. Open comments and opinions about prevention and the management of the sharps injury in HUKM as given by the respondents here are taken into account.     This study aims to determine the management of village cash land in the Village Banjar Panjang Kerumutan District Pelalawan District 2001-2016 and to determine the inhibiting factors in the management of village cash land in the Village Banjar Panjang Kerumutan District Pelalawan District 2001-2016. This research uses qualitative research method with descriptive research type which describes about problem and solving to research subject with clear and detail. This research found that the management of village cash land in Banjar Panjang Village Kerumutan sub district still run well, because the implementation still exists for personal interest by planting palm on the village treasury land, restan land, wakaf land and public facility land, so the village To get no income. The inhibiting factor is not optimal the management of village cash land in the village of Banjar Panjang Kerumutan District Pelalawan District, among them are: Human resources who lack expertise in the field of inventory of infrastructure assets insufficient in the affairs of asset management, not periodic inventasrisasi, budget Too large, unclear evidence of ownership of the village treasury, and poor supervision. The conclusion is that the planning, implementation and supervision of village cash management in Banjar Panjang Village Kerumutan Sub District still run well. Inhibiting factors in the management of village cash lands may impede the development of villages is lack of expertise.     Illegal mining (Pertambangan Emas Tanpa Izin) is a serious problem. So that the law enforcement of illegal mining in Kuantan Mudik Sub-district requires the integration of the resource or involves many elements in Kuantan Mudik Sub-district. Many things had done in the term of law enforcement of illegal mining by the Sub-District Government Side and Sub-District Police in Kuantan Mudik Sub-district. The problems in thisresearch are (1)How is the implementation of the coordination Sub-District Government Side with Sub-District Police in the term of law enforcement of illegal miningin Kuantan Mudik Sub-district in 2014-2016. (2) What are the reasons that cause the implementation of the coordination Sub-District Government Side with Sub-District Police in the term of law enforcement of illegal miningin KuantanMudik Sub-district in 2014-2016 become not optimally done?The purpose of this research is describing the coordination Sub-District Government Side with Sub-District Police in the term of law enforcement of illegal mining in Kuantan Mudik Sub-district in 2014-2016.     This study , entitled The Role of Local Government in Rural Development inSub Rupat Disadvantaged Bengkalis 2012. This research was motivated by Act No. 32of 2004 on regional administration , which in the Act states that the development of theDistrict and City organized with attention to the principles of democracy, communityparticipation, equity and justice as well as attention to the potential diversity regionaldiversity. Law gives full autonomy to the District and the City to establish andimplement policies and initiatives according to the aspirations of its people.Problems contained in this sekripsi is still underdeveloped villages in thedistrict Rupat Bengkalis in 2012. For this study aims to determine how the localgovernment s role in the development of underdeveloped villages, as well as toovercome the obstacles in the development of underdeveloped villages. Those used inthis research method is a method that describes the qualitative descriptive data. Datacollection techniques used are documentation and field study by interviewing while thedata sources used is primary data obtained from the study sites and is supported bysecondary data.Based on the results of research conducted, Bengkalis government has donesome role to promote development that improves the quality of education, economicinfrastructure development, infrastructure development liaison, communityempowerment and improved quality of plantation society, but not optimal in practice,because there are several factors inhibiting such limited sources of funding, poor qualityof human resources, guidance and supervision is lacking and not well targeted aid that isgiven.Keywords: Roles, Policies, Development, Local Government, Rural Disadvantaged

    Pekanbaru is the capital of Riau province who have serious problems with waterlogging and flooding at any time of the rainy season. Puddles usually occurs in areas of the drainage system is not functioning properly. While flooding is generally found in the area adjacent to the river flow. One of the flooded areas are quite alarming in the district of Bukit Raya from 2012 s / d 2013 there were at Graha Asri Village Fauzan Tangkerang Labuai. In carrying out the functions of government, one of the ways the City of dealing with the problem is to provide assistance in the form of long-term flood management, dredging the river. The purpose of this study was to determine the role of the Department of Highways and Water Resources as the City Government agencies Addressing Flood In 2014 at Graha Asri Fauzan and examines the factors supporting and inhibiting the realization of handling.In this paper the authors study using qualitative analysis. While data analysis technique used is descriptive analysis of spoken words or behavior that can be observed from those studied. Based on the results of research conducted and followed by analyzing the data obtained by direct interviews with informants to produce 3 role in carrying out the implementation of government functions: (1) The role as a provider of public services, general services performed for the public who made the Department of Highways and Resources Air power in the form of the provision of administrative services. (2) The role as Executive Function Regulation, ie all flood mitigation work done by Regional Regulation No. 10 Year 2006 Pekanbaru on Water Resources and Infiltration Wells. (3) The role as Executive Planning and Coordination, the general handling of the flood which carried out the dredging of the River Sail which of the planning and the implementation is done by the Department of Highways and Water Resources in coordination with the village and sub-district. And in the implementation of the process there are factors that affect the supporting and workmanship.Judging from these three roles, some disadvantages and advantages that made the Department of Highways and Water Resources Pekanbaru in addressing the problem of flooding in Fauzan Graha Asri housing in the district of Bukit Raya namely the lack, not the passage of cooperation between donor agencies and the advantages of building permits is fast responsiveness of Highways and Water Resources in dealing with the flooding problem Sail River dredging solutions.Keywords: Role, Flood, Governmen
