    This study aims to determine how the implementation of policies on local water companies Banggai. The research method is a descritive study with a qualitative approach, in which data and information collected using a Likert scale and interviews with selected informants. Theory used in this research is theory of George C. Edwars III to see aspect of communication in which policies are implemented properly, the clues not only understood but also be clear. Aspect of human resources and infrasructure resources adequate. Aspect tendency(disposition), which received the support of the implementation is the policy. Aspect bureaucratic structure which is one of the body as whole is implementing the policy. Research shows that: Still less intensive communication carried on the difference in views between leaders and employes of PDAM, which could an obstacle in implementation of policies in the services of PDAM.     The Josephson current in Fe-based superconducting junctions: theory and experiment

    We present theory of dc Josephson effect in contacts between Fe-based and spin-singlet ss-wave superconductors. The method is based on the calculation of temperature Green's function in the junction within the tight-binding model. We calculate the phase dependencies of the Josephson current for different orientations of the junction relative to the crystallographic axes of Fe-based superconductor. Further, we consider the dependence of the Josephson current on the thickness of an insulating layer and on temperature. Experimental data for PbIn/Ba1x_{1-x}Kx_{x}(FeAs)2_2 point-contact Josephson junctions are consistent with theoretical predictions for s±s_{\pm} symmetry of an order parameter in this material. The proposed method can be further applied to calculations of the dc Josephson current in contacts with other new unconventional multiorbital superconductors, such as Sr2RuO4Sr_2RuO_4 and superconducting topological insulator CuxBi2Se3Cu_xBi_2Se_3.Comment: 16 pages, 14 figure

    Specific inhibition of p38 mitogen-activated protein kinase with FR167653 attenuates vascular proliferation in monocrotaline-induced pulmonary hypertension in rats

    AbstractObjectivesp38 mitogen-activated protein kinase is associated with many clinical entities characterized by inflammation. We postulated that inhibition of p38 mitogen-activated protein kinase with FR167653 attenuates inflammation and the development of pulmonary hypertension in monocrotaline-treated rats.MethodsRats were divided into 4 groups: (1) the control group (daily 0.9% saline), (2) the FR group (daily FR167653, 2 mg · kg−1 · d−1), (3) the MCT group (daily 0.9% saline the day after a single monocrotaline dose, 60 mg/kg), and (4) the MCT+FR group (daily FR167653, 2 mg · kg−1 · d−1, the day after a single MCT dose). Body weight, pulmonary artery pressure, and morphometric changes of the pulmonary artery with the histopathologic method were observed weekly for 4 weeks. Also, p38 mitogen-activated protein kinase activity and inflammatory cytokine expression in the lung were measured.ResultsFour weeks after monocrotaline administration, mean pulmonary artery pressure in the MCT+FR group was lower than in the MCT group (MCT+FR vs MCT: 24.7 ± 1.9 vs 36.5 ± 2.1 mm Hg; P < .05). In morphometric analysis the percentage of medial wall thickness and the percentage of muscularization in the MCT+FR group were reduced compared with those in the MCT group after 4 weeks (P < .05); however, the number of macrophages was not significantly different. p38 mitogen-activated protein kinase activity was significantly attenuated in the MCT+FR group compared with in the MCT group (7.2 ± 0.52 vs 2.1 ± 0.23 fold-increase, P < .05, at 1 week). Although mRNA levels of tumor necrosis factor α and interleukin 1β were reduced in the MCT+FR group compared with in the MCT group (tumor necrosis factor α: 1.18 ± 0.36 vs 3.05 ± 1.12 fold-increase, P < .05, at 2 weeks; interleukin 1β: 2.2 ± 0.34 vs 4.4 ± 1.09 fold-increase, P < .05, at 1 week), FR167653 did not suppress increased monocyte chemotactic protein 1 mRNA expression induced by monocrotaline (3.2 ± 0.62 vs 3.1 ± 0.42 fold-increase, at 1 week).ConclusionFR167653 significantly attenuates the expression of inflammatory cytokines, ultimately preventing the progression of pulmonary hypertension. These results suggest that p38 mitogen-activated protein kinase might play a central role in the molecular events that underlie the development and progression of pulmonary hypertension

    The prosegment catalyzes native folding of Plasmodium falciparum plasmepsin II

    Plasmepsin II is a malarial pepsin-like aspartic protease produced as a zymogen containing an N-terminal prosegment domain that is removed during activation. Despite structural similarities between active plasmepsin II and pepsin, their prosegments adopt different conformations in the respective zymogens. In contrast to pepsinogen, the proplasmepsin II prosegment is 80 residues longer, contains a transmembrane region and is non-essential for recombinant expression in an active form, thus calling into question the prosegment's precise function. The present study examines the role of the prosegment in the folding mechanism of plasmepsin II. Both a shorter (residues 77–124) and a longer (residues 65–124) prosegment catalyze plasmepsin II folding at rates more than four orders of magnitude faster compared to folding without prosegment. Native plasmepsin II is kinetically trapped and requires the prosegment both to catalyze folding and to shift the folding equilibrium towards the native conformation. Thus, despite low sequence identity and distinct zymogen conformations, the folding landscapes of plasmepsin II and pepsin, both with and without prosegment, are qualitatively identical. These results imply a conserved and unusual feature of the pepsin-like protease topology that necessitates prosegment-assisted folding

    Electron-Phonon mechanism for Superconductivity in Na0.35_{0.35}CoO2_2: Valence-Band Suhl-Kondo effect Driven by Shear Phonons

    To study the possible mechanism of superconductivity in Na0.35_{0.35}CoO2_2, we examine the interaction between all the relevant optical phonons (breathing and shear phonons) and t2g(a1g+eg)t_{2g}(a_{1g}+e_g')-electrons of Co-ions, and study the transition temperature for a s-wave superconductivity. The obtained TcT_{\rm c} is very low when the ege_g'-valence-bands are far below the Fermi level. However, TcT_{\rm c} is strongly enhanced when the top of the ege_g'-valence-bands is close to the Fermi level (say -50meV), thanks to interband hopping of Cooper pairs caused by shear phonons. This ``valence-band Suhl-Kondo mechanism'' due to shear phonons is significant to understand the superconductivity in Na0.35_{0.35}CoO2_2. By the same mechanism, the kink structure of the band-dispersion observed by ARPES, which indicates the strong mass-enhancement (m/m3m^\ast/m\sim3) due to optical phonons, is also explained.Comment: 5 pages, 4 figures; v2:Added references, published in J.     Systematic review of the incidence, presentation and management of gastroduodenal artery pseudoaneurysm after pancreatic resection.

    Background: Gastroduodenal artery (GDA) pseudoaneurysm is a serious complication following pancreatic resection, associated with high morbidity and mortality rates. This review aimed to report the incidence of GDA pseudoaneurysm after pancreatic surgery, and describe clinical presentation and management. Methods: MEDLINE and Embase were searched systematically for clinical studies evaluating postoperative GDA pseudoaneurysm. Incidence was calculated by dividing total number of GDA pseudoaneurysms by the total number of pancreatic operations. Additional qualitative data related to GDA pseudoaneurysm presentation and management following pancreatic resection were extracted and reviewed from individual reports. Results: Nine studies were selected for systematic review involving 4227 pancreatic operations with 55 GDA pseudoaneurysms, with a reported incidence of 1·3 (range 0·2-8·3) per cent. Additional data were extracted from 39 individual examples of GDA pseudoaneurysm from 14 studies. The median time for haemorrhage after surgery was at 15 (range 4-210) days. A preceding complication in the postoperative period was documented in four of 21 patients (67 per cent), and sentinel bleeding was observed in 14 of 20 patients (70 per cent). Postoperative complications after pseudoaneurysm management occurred in two-thirds of the patients (14 of 21). The overall survival rate was 85 per cent (33 of 39). Conclusion: GDA pseudoaneurysm is a rare yet serious cause of haemorrhage after pancreatic surgery, with high mortality. The majority of the patients had a preceding complication.
