Augmented RIGS
The results of the Phase 2 Resonant Infrasonic Gauging System (RIGS) development program are presented. The program consisted of design, fabrication, and testing of an "augmented" RIGS concept. The RIGS is a gauging system capable of measuring propellant quantities in zero-g as well as under accelerated conditions. Except for hydrogen, it can be used to gauge virtually any propellant in liquid form, including cryogenics. The gage consists of a sensor unit which is attached to the propellant tank and an electronic control unit which may be positioned separately from the sensor. The control unit receives signals from the sensor as well as the propellant temperature measurement and the ullage gas pressure, and computes the propellant quantity in the tank
Elemental abundances in corotating events
Large, persistent solar-wind streams in 1973 and 1974 produced corotating interaction regions which accelerated particles to energies of a few MeV/nucleon. The proton to helium ratio (H/He) reported was remarkably constant at a value (22 + or - 5) equal to that in the solar wind (32 + or - 3), suggesting that particles were being accelerated directly out of the solar wind. Preliminary results from a similar study approximately 11 years (i.e., one solar cycle) later are reported. Corotating events were identified by surveying the solar wind data, energetic particle time-histories and anisotropies. This data was all obtained from the ISEE-3/ICE spacecraft. These events also show H/He ratios similar to that in the solar wind. In addition, other corotating events were examined at times when solar flare events could have injected particles into the corresponding corotating interaction regions. It was found that in these cases there is evidence for H/He ratios which are significantly different from that of the solar wind but which are consistent with the range of values found in solar flare events

A new scale to assess the therapeutic relationship in community mental health care: STAR
Background. No instrument has been developed specifically for assessing the clinician-patient therapeutic relationship (TR) in community psychiatry. This study aimed to develop a measure of the TR with clinician and patient versions using psychometric principles for test construction. Method. A four-stage prospective study was undertaken, comprising qualitative semi-structured interviews about TRs with clinicians and patients and their assessment of nine established scales for their applicability to community care, administering an amalgamated scale of more than 100 items, followed by Principal Components Analysis (PCA) of these ratings for preliminary scale construction. test-retest reliability of the scale and administering the scale in a new sample to confirm its factorial structure. The sample consisted of patients with severe mental illness and a designated key worker in the care of 17 community mental health teams in England and Sweden. Results. New items not covered by established scales were identified, including clinician helpfulness in accessing services, patient aggression and family interference. The new patient (STAR-P) and clinician scales (STAR-C) each have 12 items comprising three subscales: positive collaboration and positive clinician input in both versions, non-supportive clinician input in the patient version, and emotional difficulties in the clinician version. Test-retest reliability was r = 0(.)76 for STAR-P and r = 0(.)68 for STAR-C. The factorial structure of the new scale was confirmed with a good fit. Conclusions. STAR is a specifically developed, brief scale to assess TRs in community psychiatry with good psychometric properties and is suitable for use in research and routine care
A trapped mercury 199 ion frequency standard
Mercury 199 ions confined in an RF quadrupole trap and optically pumped by mercury 202 ion resonance light are investigated as the basis for a high performance frequency standard with commercial possibilities. Results achieved and estimates of the potential performance of such a standard are given
Differential cross-section for positronium formation in electron-atomic hydrogen collisions
The L=0 and 1 partial wave amplitudes obtained by a two-state coupled static approximation with correlation with the L greater than or equal to 2 Born amplitudes were combined to obtain the differential cross section for positronium formation in electron-atomic hydrogen collisions. For positron energies of 0.64 and 0.75 ryd, minima at the scattering angles of 57 deg and 51 deg are found. Total cross sections for positronium formation for low and intermediate impact energies are given. Measurement of the differential cross section for the process positron + helium yields positronium + helium ion for the detection of possible minima is suggested
OneFund: The Illusion of One Disaster
Every day in this country, hundreds of people are victims of violence, and many are seriously injured or killed. Disaster funds are often created to compensate victims or their families for the injuries, property destruction, and/or death caused by traumatic incidents—not only after natural disasters such as Hurricane Katrina, but also after some horrific, well publicized acts of violence perpetrated by people, such as the Boston Marathon bombing. Unfortunately, for most people injured or killed outside of such well known, specific circumstances, there is no easy or well funded avenue for compensation. There exist, then, two classes of victims, based upon the way they were injured or killed: in notorious events or lesser known incidents. This paper examines the creation of the OneFund after the Boston Marathon bombing as an example of how disaster funds work and offers alternatives that may serve all victims in an equitable manner
Pressure-actuated joint system
A pressure vessel is provided that includes first and second case segments mated with one another. First and second annular rubber layers are disposed inboard of the first and second case segments, respectively. The second annular rubber layer has a slot extending from the radial inner surface across a portion of its thickness to define a main body portion and a flexible portion. The flexible portion has an interfacing surface portion abutting against an interfacing surface portion of the first annular rubber layer to follow movement of the first annular rubber layer during operation of the pressure vessel. The slot receives pressurized gas and establishes a pressure-actuated joint between the interfacing surface portions. At least one of the interfacing surface portions has a plurality of enclosed and sealed recesses formed therein
