    The T-PEN Tool: Sustainability and Quality Control in Encoding Handwritten Texts

    The Center for Digital Theology and the Carolingian Canon Law (CCL) Project will collaborate to develop a Transcription-Paleographic and Editing Notation (T-PEN) Tool. Using digitized images of medieval manuscripts, this tool will assist scholars in the transcription of such sources and will allow automatic insertion of markup of textual features during the transcription process. T-PEN will be a new research tool in the CCL, permitting any number of scholars to submit their transcriptions of unpublished texts of early medieval canon law. Moreover, T-PEN will assist the CCL in maintaining quality control of transcriptions, as it will supply continuous comparison of manuscript image and the transcriber's work in a transparent display. It supports easy and immediate insertion of annotations (paleographic, discursive, and bibliographic), insertion of TEI P5 markup according to project protocols and validation against the schema during the transcription process

    The Language of Mens Rea

    To be guilty of a crime, generally one must commit a bad act while in a culpable state of mind. But the language used to define, partition, and communicate the variety of culpable mental states (in Latin, mens rea) is crucially important. For depending on the mental state that juries attribute to him, a defendant can be convicted-for the very same act and the very same consequence-of different crimes, each with different sentences. The influential Model Penal Code ( MPC ) of 1962 divided culpable mental states into four now-familiar kinds: purposeful, knowing, reckless, and negligent.\u27 Both before the MPC and since, scholars in criminal law and philosophy have actively debated how best to define and apply the mens rea categories.2 Yet few empirical studies have explored the actual relationships between specific mens rea formulations and legally relevant outcomes. A 2011 article coauthored by several of us, Sorting Guilty Minds, presented experiments that tested the MPC\u27s twin assumptions that: (1) ordinary people naturally do-or at least can, when instructed- distinguish these four categories of mental states with reasonable reliability; and (2) holding the act and harm constant, the average person would punish acts reflecting these four mental states in the manner corresponding to the MPC hierarchy-that is, they would punish purposeful conduct the most severely and negligent conduct the least. Those experiments found that these assumptions held, for the most part. But an interesting and important exception emerged at the boundary between knowing and reckless conduct: in sorting the mental states and in assigning punishment, subjects were much less able to differentiate between knowing and reckless conduct. On the basis of those findings, the article outlined several possible reforms-assuming the results were validated in future studies. To validate and extend those results, we have conducted a series of additional experiments, reported here, with more than 1,600 additional subjects

    Differential Response and the Reduction of Child Maltreatment and Foster Care Services Utilization in the U.S. From 2004 to 2017.

    By 2014, the majority of U.S. states had implemented differential response (DR), a system policy that seeks to serve families of low-to moderate-risk for child maltreatment through family engagement, diversion from formal child protective services investigations, and service provision. However, the effects of DR programs on child welfare dynamics have yet to be evaluated nationally using causal methods. Using a quasi-experimental study design with data drawn from the National Child Abuse and Neglect Data System from 2004 to 2017, we found states with DR programs had approximately 19% fewer substantiated reports, 25% fewer children substantiated for neglect, and a 17% reduction in foster care services utilization when compared to states without DR programs. We find these estimates to be robust to the opioid epidemic and incarceration rates. Additional research is needed to better characterize DR programs and isolate the effects of DR programs geographically

    Parsing the Behavioral and Brain Mechanisms of Third-Party Punishment.

    UnlabelledThe evolved capacity for third-party punishment is considered crucial to the emergence and maintenance of elaborate human social organization and is central to the modern provision of fairness and justice within society. Although it is well established that the mental state of the offender and the severity of the harm he caused are the two primary predictors of punishment decisions, the precise cognitive and brain mechanisms by which these distinct components are evaluated and integrated into a punishment decision are poorly understood. Using fMRI, here we implement a novel experimental design to functionally dissociate the mechanisms underlying evaluation, integration, and decision that were conflated in previous studies of third-party punishment. Behaviorally, the punishment decision is primarily defined by a superadditive interaction between harm and mental state, with subjects weighing the interaction factor more than the single factors of harm and mental state. On a neural level, evaluation of harms engaged brain areas associated with affective and somatosensory processing, whereas mental state evaluation primarily recruited circuitry involved in mentalization. Harm and mental state evaluations are integrated in medial prefrontal and posterior cingulate structures, with the amygdala acting as a pivotal hub of the interaction between harm and mental state. This integrated information is used by the right dorsolateral prefrontal cortex at the time of the decision to assign an appropriate punishment through a distributed coding system. Together, these findings provide a blueprint of the brain mechanisms by which neutral third parties render punishment decisions.Significance statementPunishment undergirds large-scale cooperation and helps dispense criminal justice. Yet it is currently unknown precisely how people assess the mental states of offenders, evaluate the harms they caused, and integrate those two components into a single punishment decision. Using a new design, we isolated these three processes, identifying the distinct brain systems and activities that enable each. Additional findings suggest that the amygdala plays a crucial role in mediating the interaction of mental state and harm information, whereas the dorsolateral prefrontal cortex plays a crucial, final-stage role, both in integrating mental state and harm information and in selecting a suitable punishment amount. These findings deepen our understanding of how punishment decisions are made, which may someday help to improve them

    Cosmic ray tests of the D0 preshower detector

    The D0 preshower detector consists of scintillator strips with embedded wavelength-shifting fibers, and a readout using Visible Light Photon Counters. The response to minimum ionizing particles has been tested with cosmic ray muons. We report results on the gain calibration and light-yield distributions. The spatial resolution is investigated taking into account the light sharing between strips, the effects of multiple scattering and various systematic uncertainties.     Evidence for Parton kT Effects in High pT Particle Production

    Inclusive pizero and direct-photon cross sections in the kinematic range 3.5 < pT < 12 GeV/c with central rapidities are presented for 530 and 800 GeV/c proton beams and a 515 GeV/c pi- beam incident on beryllium targets. Current Next-to-Leading-Order perturbative QCD calculations fail to adequately describe the data for conventional choices of scales. Kinematic distributions from these hard scattering events provide evidence that the interacting partons carry significant initial-state parton transverse momentum (kT). Incorporating these kT effects phenomenologically greatly improves the agreement between calculations and the measured cross sections.Comment: 11 pages including 6 pages of figures with caption

    Measurements of the production of high transverse momentum direct photons by a 515 GeV/c piminus beam and 530 and 800 GeV/c proton beams in interactions with beryllium and hydrogen targets are presented. The data span the kinematic ranges of 3.5 < p_T < 12 GeV/c in transverse momentum and 1.5 units in rapidity.     kt Effects in Direct-Photon Production

    We discuss the phenomenology of initial-state parton-kt broadening in direct-photon production and related processes in hadron collisions. After a brief summary of the theoretical basis for a Gaussian-smearing approach, we present a systematic study of recent results on fixed-target and collider direct-photon production, using complementary data on diphoton and pion production to provide empirical guidance on the required amount of kt broadening. This approach provides a consistent description of the observed pattern of deviation of next-to-leading order QCD calculations relative to the direct-photon data, and accounts for the shape and normalization difference between fixed-order perturbative calculations and the data. We also discuss the uncertainties in this phenomenological approach, the implications of these results on the extraction of the gluon distribution of the nucleon, and the comparison of our findings to recent related work.Comment: LaTeX, uses revtex and epsf, 37 pages, 15 figure

    We present results on the production of high transverse momentum pizero and eta mesons in pi-p and pi-Be interactions at 515 GeV/c. The data span the kinematic ranges 1 < p_T < 11 GeV/c in transverse momentum and -0.75 < y < 0.75 in rapidity.
