Faktor-Faktor yang Mempengaruhi Penggunaan Digital Dividend pada Spektrum Frekuensi Radio Televisi Digital

Spektrum frekuensi radio merupakan sumberdaya yang bersifat eksklusif, terbatas dan bernilai ekonomis sehingga pengaturannya harus diatur secara cermat. Dalam penggunaannya, alokasi spektrum frekuensi radio pada penyelenggaraan penyiaran merupakan penggunaan spektrum frekuensi radio yang paling boros. Hal ini dapat dilihat dengan kanal yang ada hanya mampu menyiarkan satu siaran ditambah dengan kanal guard-band sebagai penjaga kualitas siaran yang tidak bernilai ekonomis. Untuk mengatasi hal tersebut, pemerintah Republik Indonesia menetapkan Permenkominfo No. 39/PER/M.KOMINFO/10/2009 tentang Kerangka Dasar Penyelenggaraan Penyiaran Televisi Digital Terestrial Penerimaan Tetap Tidak Berbayar (Free to-Air) sebagai era memasuki digitalisasi siaran, sehingga kanal yang ada dapat terpakai secara efisien. Dengan adanya digitalisasi tersebut, menambah penyelenggara konten siaran dan merubah Peruntukan kanal UHF yang dapat dialokasikan untuk non-siaran. Kanal ini memiliki keuntungan dengan penurunan Capex Telekomunikasi sebesar 33%. Pada penelitian ini mencoba mengkaji faktor-faktor apa saja yang mempengaruhi penggunaan Digital Dividend pada spektrum frekuensi radio televisi digital. Dengan menggunakan studi kualitatif dan teknik Focus Group Discussion kepada penyelenggara siaran dan penyelenggara telekomunikasi, penelitian ini mendapatkan bahwa faktor penentu dalam penggunaan digital dividen secara umum adalah masalah regulasi dan pengalokasian kanal

Analisis Model Bisnis Penyelenggaraan Televisi Digital Free-to-Air di Indonesia

Peraturan Menteri Komunikasi dan Informatika Nomor 22 tahun 2010 merupakan dasar hukum dalam dilaksanakannya penyiaran digital free-to-air di Indonesia. Di dalam peraturan menteri tersebut, diatur mengenai pembagian peyelenggaraan televisi digital yang menjadi acuan model bisnis penyelenggaraan televisi digital. Dengan adanya Putusan Mahkamah Agung Nomor 38 P/HUM/2012, maka dasar hukum penyelenggaraan televisi digital menjadi hilang. Terkait dengan hal itu, studi ini bertujuan untuk mengkaji bagaimana kelayakan model bisnis televisi digital free-to-air di Indonesia. Dengan menggunakan analisis kualitatif studi ini melihat bahwa model bisnis televisi digital saat ini perlu pendefinisian secara tegas tentang pengelolaan infrastruktur, pengelolaan iklan serta valuasi konten. Konsep Tingkat Kematangan Penerapan Internet Protokol Versi 6 (Capability Maturity Model For IPv6 Implementation)

Internet Protocol atau IP merupakan standar penomoran internet di dunia yang jumlahnya terbatas. Di dunia, alokasi IP diatur oleh Internet Assignd Number Authority (IANA) dan didelegasikan ke melalui otoritas masing-masing benua. IP sendiri terdiri dari 2 jenis versi yaitu IPv4 dan IPv6 dimana alokasi IPv4 dinyatakan habis di tingkat IANA pada bulan April 2011. Oleh karena itu, penggunaan IP diarahkan kepada penggunaan IPv6. Untuk melihat bagaimana kematangan suatu organisasi terhadap implementasi IPv6, penelitian ini mencoba membuat sebuah model tingkat kematangan penerapan IPv6. Konsep dasar dari model ini mengambil konsep Capability Maturity Model Integrated (CMMI), dengan beberapa tambahan yaitu roadmap migrasi IPv6 di Indonesia, Request for Comment (RFC) yang terkait dengan IPv6 serta beberapa best-practice implementasi dari IPv6. Enam Kontinum Dalam Konseling Transgender Sebagai Alternatif Solusi Untuk Konseli Lgbt

Globalization caused by modern and dynamic society, creates several kinds of concepts, terms, and new theories today. The development in psychological science, and guidance and counseling are indicators of science development. Society problems come from the result of the change from that society, for example modern lifestyle that gives positive and negative impact. Transgender, gay, and lesbian phenomenon is one of the alternative lifestyle that spreads in Indonesia which is experienced by teenagers. It creates new problem for teenagers, their family, and their surroundings. The biggest problem in this case is there\u27s no specific step for counselor and psychiatrist to help transgender, gay, or lesbian counselee. The new concept that offered in this article is Six Continuum of Transgender Counseling. Six continuum are aimed to give direction for counselor that may help gay, lesbian, and transgender counselee by doing counseling. Six continuum that have to be passed by counselor are (1) self, (2) relationship, (3) differential of feeling, (4) spiritual intervention, (5) acceptance of environment. The Existence Value of Peat Swamp Forest in Peninsular Malaysia

Forests form the dominant natural ecosystem in Malaysia. About 55% of Malaysian land area is forested and endows a rich diversity of flora and fauna. Peat swamp forests constitute a significant component of forest and account for about 75% of the country’s total wetlands. Many peat swamp forests have already been converted to new land uses including palm oil plantations, agriculture and housing. The south-east Pahang peat swamp forest (SEPPSF), located at Pahang state is the largest peat swamp forest cover in Peninsular Malaysia and is believed to be the mainland Asia’s largest and intact peat swamp forest. It harbours unique flora and fauna, provides benefits and services of national interest and supports the livelihood of the aborigines (Orang Asli) communities. Many of the benefits and services from peat swamp forests are unpriced and this can lead to faulty land use decision making. Non market valuation can provide important information on the value of many currently unpriced items and enable decision makers to consider the opportunity costs of proposed land use changes. Total economic value (TEV), which includes use and non-use values, is a complex method to determine the estimated total benefits for a tropical forest. This study reports on a contingent valuation study of existence value (non-use value) of the SEPPSF. Fluorescent light (FL), red LED and blue LED spectrums effects on in vitro shoots multiplication

Tissue culture in ornamental plants is one of the relevant factors that beat production of vegetables and fruit production worldwide. It has been recognized as an effective tool to enhance large scale of plant multiplication. However, the conventional lighting system may contain unnecessary wavelength that are low quality to promote growth. Effects of Controller and Nonuniform Temperature Profile on the Onset of Rayleigh-Bénard-Marangoni Electroconvection in a Micropolar Fluid

Linear stability analysis is performed to study the effects of nonuniform basic temperature gradients on the onset of Rayleigh-Bénard-Marangoni electroconvection in a dielectric Eringen’s micropolar fluid by using the Galerkin technique. In the case of Rayleigh-Bénard-Marangoni convection, the eigenvalues are obtained for an upper free/adiabatic and lower rigid/isothermal boundaries. The influence of various parameters has been analysed. Three nonuniform basic temperature profiles are considered and their comparative influence on onset of convection is discussed. Different values of feedback control and electric number are added up to examine whether their presence will enhance or delay the onset of electroconvection

IMPROVING WOCA (WISDOM ORIENTED COUNSELING APPROACH) AS THE INDIGENOUS ALTERNATIVE THERAPY FOR REDUCING THE SUICIDAL RATE IN EAST JAVA, INDONESIA

The dynamics of South East countries in various aspects caused an acute illness called global anxiousness including in East Java, Indonesia. It caused a massive and systematic effect that is increasing year by year. The Researcher using counseling approach that is called Wisdom Oriented Counseling Approach (WOCA). It is supported by helper professionals such as counselors, psychologist, psychiatrist and also suicide gatekeeper like teachers, clerical and support staff, school nurse and custodial staff. This indigenous approach is oriented to a new way how to recognize suicidal sign and symptoms. Most of gatekeeper and helper feel to mechanistic in healing clients. WOCA has six steps in its treatment: (1) rapport establishing, (2) problem exploration, (3) problem defined, (4) developing the problem solution, (5) taking the decision, and (6) termination. This approach is oriented to helper’s and gatekeeper’s wisdom in facing suicide problems. Methodological of this research through mix method of psychological/counseling autopsy study based on qualitative interviews. Seven survivors of suicide caused by depressed were counseling by individual through WOCA during the three months treatment. The results of the treatment showed that the informants feel more hope fully life and optimism to coping their problem as caused of suicide. Article visualizations
