    With 1.8 billion investments on the web in the first semester of 2008, being 14.7% of publicity investments , E-marketing is a discipline which is in the middle of media strategies. However, the evolutions of internet and of e-marketing tools have developed a discipline becoming increasingly complex to understand.Although there are still many different methods of piloting, essentially based on the measure via the discipline of the Web Analytics, it’s difficult today to predict e-marketing actions to set up to make fluctuate key performance indicators of web site and active e-marketing lever statistic auditing solution. However it is starting from these indicators that success is measured and that the profits of the online activities are maximized.     International audienceThe aim of this paper is to show the complexity of the political, legal, social and economic environments where the Algerian State-Owned Firms operate. These environments are qualified by "uncertainty" given the instability of the different parameters cited. Since 1988, Algeria has initiated deeper economic reforms supported by significant legislation and international agreements. In this uncertain environment, Algerian State-Owned Firm cannot rely only on their internal capabilities. They should, create partnerships, both with suppliers, subcontractors, universities and even competitors. There is a need for these firms to: Transform their organization to a new form improved for unexpected events and enough resilience to adapt to uncertain environments. Build a Strategic Intelligence Information System able to facilitate decision-making and reduce risks inherent to the strategic choices. Find ways to reverse choice when unexpected events occur. This article shows there is a need to handle the following risks: Inertia against the process of organizational transformation, wrong understanding of the received signals from the environment and poor reaction of the decision-maker to signals and events in the environment

    16 pagesInternational audienceIdentification and management of risks related to an uncertain operating environment is especially important when it is an oil or gas wellsite where risks can go beyond the physical and financial losses: human lives. Early identification of an uncertain event can significantly reduce this risk. The aim of this study is to use the information as intangible assets for purposes of identification and management of risks. We are particularly interested in a hazardous event: the gas inflow while drilling of an oil or gas well, through three sources of information: general information on the internet, technical and scientific publications on Google Scholar and patent publications on Google Patent, WIPO or Esp@cenet. Early identification of a potentially dangerous event is not an easy task. It requires advanced tools and technologies, but also a particular attention and human expertise. Information on tools and technologies are available in various forms on the internet: manufacturers and service providers' brochures, technical and scientific publications and also in patent databases. How to find and exploit this wealth of information? This study shows the importance of information and its appropriate use at the right time to reduce risks related to operational activities in uncertain and potentially dangerous environments. We used any tools of research and analysis of information such as Google, Google Scholar, Google Patent, and Matheo Patent Matheo Web.L'identification et la gestion des risques associĂ©s Ă  un environnement opĂ©rationnel incertain sont importantes notamment lorsqu'il s'agit d'un chantier de forage pĂ©trolier ou gazier oĂč les risques peuvent aller au-delĂ  des pertes matĂ©rielles et financiĂšres : des vies humaines. L'identification prĂ©coce d'un Ă©vĂ©nement incertain rĂ©duit considĂ©rablement ces risques. Le but est d'utiliser l'information comme capital immatĂ©riel Ă  des fins d'identification et de management des risques. Nous nous intĂ©ressons en particulier Ă  un Ă©vĂ©nement dangereux : la venue de gaz durant le forage d'un puits pĂ©trolier ou gazier Ă  travers trois sources d'informations : l'information gĂ©nĂ©rale sur internet, les publications techniques et scientifiques sur Google Scholar et enfin les publications de brevets sur Google Patent, WIPO ou Esp@cenet. L'identification prĂ©coce d'un Ă©vĂ©nement potentiellement dangereux n'est pas une tĂąche facile. Elle nĂ©cessite des outils et des technologies sophistiquĂ© mais aussi une attention et expertise humaine. L'information sur les outils et les technologies existent et disponibles sur internet sous divers formes : brochures des fabricants et des fournisseurs de services, les publications techniques et scientifiques mais aussi dans les bases de donnĂ©es de brevets.     Patents used by NPE as an Open Information System in Web 2.0 - Two mini case studies

    The Information Systems around patents are complex, their study coupled with a creative vision of "out of the box", overcomes the strict basic functions of the patent. We have, on several occasions, guiding research around the patent solely-based on information, since the writing of new patents ; invalidation of existing patents, the creation of value-added information and their links to other Information Systems. The traditional R&D based on heavy investments is one type of technology transfer. But, patent information is also, another powerful tool of technology transfer, innovation and creativity. Indeed, conduct research on the patent, from an academic viewpoint, although not always focusing only on financial revenue, can be considered as a form of "Non Practicing Entities" (NPE) activity, called rightly or wrongly "Patent Trolls". We'll see why the term "patent troll" for this activity is controversial and inappropriate. The research we will describe in this paper falls within this context. We show two case studies of efficient use of patent information in Emerging countries, the first concern the pharmaceutical industry in Brazil and the second, the oil industry in Algeria.Comment: 10 pages, 3 figure

In an environment that allows everyone to communicate information globally, internet referencing (or SEO) is a strategic discipline that aims to generate visibility, internet traffic and a maximum exploitation of sites publications. Often misperceived as a fraud, SEO has evolved to be a facilitating tool for anyone who wishes to reference their website with search engines. In this article we show that it is possible to achieve the first rank in search results of keywords that are very competitive. We show methods that are quick, sustainable and legal; while applying the principles of active SEO 2.0. This article also clarifies some working functions of search engines, some advanced referencing techniques (that are completely ethical and legal) and we lay the foundations for an in depth reflection on the qualities and advantages of these techniques

    Information and knowledge are essential drivers of innovations, technological development, and transformations that foster organizations’ competitiveness and constantly change the way people communicate, interact, and work. To hold information and knowledge means the possibility of expanding capacities and ensuring access to opportunities that may bring competitive advantage and economic growth. Considering these assumptions, the purpose of this study was to demonstrate how inventive actions can be collected and correlated as a source of information and knowledge for a given subject. In order to do so, we established as research elements the following topics: mobile information technologies, mobile communication, and management, and we looked for them, in a correlated way, in patent databases. This is a descriptive qualitative study, with secondary data collection in patent bases such as the websites Espacenet.com, Wipo.com and Patent2Net, which provide information on patents’ registrations. We used the Gephi software for analysis and visualization of network structures. Through the use of specific filters,  considering the three topics together, the results showed 213 patents filed in the period 1988–2015, and a concentration of records between 2012 and 2013, when 32% of them were registered. In addition, China was responsible for 40% of patent applications, followed by South Korea, with 24%, and the United States and Japan, both with nearly 11% of the total

    Treating bibliometric indicators with caution: their dependence on the source database

    International audienceNowadays, with computer-supported analysis of databases, constructing bibliometric or scientometric indicators may be considered easy. The problem is more to verify the accuracy of the global analysis, including the sampling of data. The global coherence of an analysis depends on the adequacy of all the steps. Using on-line databases, an experiment was designed to demonstrate this. Keeping the same protocol for data collection, the same indicators are used over the various samples . The results from three separate databases are profoundly different.Aujourd'hui, avec l'analyse automatique des bases de donnĂ©es, la construction d'indicateurs bibliomĂ©triques ou scientomĂ©triques est facilitĂ©e. Le problĂšme est plus de vĂ©rifier l'exactitude de l'analyse globale, y compris l'Ă©chantillonnage des donnĂ©es. La cohĂ©rence globale de l'analyse dĂ©pend de la pertinence de tous les maillons de la chaĂźne.
