    A Framework for Estimating U.S. WTO Domestic Support to 2015

    The framework allows comprehensive and consistent measurement and classification of U.S. domestic support to 2015 under different assumptions. Projections of future U.S. domestic support patterns are made with estimates published in the USDA Agricultural Baseline Projections. We also use information from the OECD, FAPRI, NASS, and our own estimates. We present key elements and an overview of our analytical framework, assumptions of a baseline scenario, and some analytical results and observations arising from our analysis. The baseline scenario extends the classification of programs in WTO notifications to 2015. The framework consists of 65 spreadsheets, which are grouped into 4 analytical stages: calculation of program estimates by commodity; calculation of product-specific aggregate measurement of support by commodity; estimates of major U.S. agricultural programs; and estimates for WTO boxes and the overall value of production. The main results of the baseline scenario suggest that the United States would be able to maintain its Uruguay Round commitments under relatively optimistic USDA Baseline assumptions. Because the U.S. overall value of production is projected to increase by almost 40% from 2002 to 2015, de minimis allowances will rise to US$26 billion by 2015. The framework allows us to calculate possible U.S. domestic support expenditures under alternative assumptions about rules and commitments resulting from the Doha negotiations, such as reductions in de minimis percentages, commitments on Total AMS and overall support.     Testing nuclear parton distributions with pA collisions at the LHC

    Global perturbative QCD analyses, based on large data sets from electron-proton and hadron collider experiments, provide tight constraints on the parton distribution function (PDF) in the proton. The extension of these analyses to nuclear parton distributions (nPDF) has attracted much interest in recent years. nPDFs are needed as benchmarks for the characterization of hot QCD matter in nucleus-nucleus collisions, and attract further interest since they may show novel signatures of non-linear density-dependent QCD evolution. However, it is not known from first principles whether the factorization of long-range phenomena into process-independent parton distribution, which underlies global PDF extractions for the proton, extends to nuclear effects. As a consequence, assessing the reliability of nPDFs for benchmark calculations goes beyond testing the numerical accuracy of their extraction and requires phenomenological tests of the factorization assumption. Here we argue that a proton-nucleus collision program at the LHC would provide a set of measurements allowing for unprecedented tests of the factorization assumption underlying global nPDF fits.Comment: 4 pages, 3 figure

    The military coup in Chile in 1973, the immediate reaction of international organisations, and the founding of the first rehabilitation program for torture victims in 1977

    This paper documents the historical steps of the immediate  reactions of the United Nations, Amnesty International, the World Council of Churches (WCC), the Inter-American Commission on Human Rights, and lawyers’ organisations in support of the victims of torture and others suffering gross violations of their human rights, as perpetrated by the Chilean military from 1973 to 1990. This article is also the history of the founding of the first rehabilitation programs for torture victims in Chile in 1977 and the other care programs for victims under local and international churches’ protection during the worst period of the militarydictatorship. The actions of denunciation and defense of the victims were possible through national and international networks sustained in collaborative work from inside and outside Chile, which lasted for 17 years. The results and lessons learned projected the creation of new commissions, funds, and international networks that continue today in the international arena. The rehabilitation programs under the dictatorship began as a  solidarity response to the needs of victims The rehabilitation programs, born during the dictatorship, projected their practice and experience to create a comprehensive health program as part of the State’s reparation measures. The testimonies of the victims made it possible to understand the consequences of human rightsviolations on individuals and society. State policies and civil society actions have sought to contribute to the reparation of victims through rehabilitation actions directly. This paper is part of the memory of that past by reconstructing the solidarity actions of denunciation and rehabilitation, and the details of which are often unknown

    AAMQS: a non-linear QCD description of new HERA data at small-x

    We present a global analysis of available data on inclusive structure functions measured in electron-proton scattering at small values of Bjorken-x, including the latest data from the combined HERA analysis on reduced cross sections. Our approach relies on the dipole formulation of DIS together with the use of the non-linear running coupling BK equation for the description of the small-x dynamics. With the resulting parametrization we are able to describe the latest FL data measured by the H1 collaboration. Further, we discuss the kinematical domain where significant deviations from NLO-DGLAP should be expected and the ability of non-linnear physics to account for such deviations.Comment: 4 pages, 2 figures, Proceedings of Quark Matter 2011, Annecy, Franc

    Horno híbrido solar - Biomasa: Evaluación cualitativa y térmica de su funcionamiento

    El presente trabajo muestra el diseño de un horno solar en combinación con energía de biomasa. Se presenta como una opción al utilizar una fuente auxiliar para permitir la cocción en el mismo dispositivo, tanto en los días soleadoscomo también alcanzar la temperatura ideal en días nublados o parcialmente nublados. La cocina se construyó en base al modelo de horno solar de tacho, seleccionado este por sus características de construcción económica, fácil armado y buen rendimiento. En conclusión un provechoso prototipo para transferir a comunidades aisladas de las zonas con suministros energéticos como redes de gas, (gas natural y/o electricidad). Este sistema presenta una potencia de 351.3 W para una diferencia térmica entre el agua y el aire de 50°C, de acuerdo al protocolo de RICSAFil: Quiroga, Viviana Noelia.
