    Considering Whether Medicaid Is Worth the Cost: Revisiting the Oregon Health Study

    The Oregon Health Study was a groundbreaking experiment in which uninsured participants were randomized to either apply for Medicaid or stay with their current care. The study showed that Medicaid produced numerous important socioeconomic and health benefits but had no statistically significant impact on hypertension, hypercholesterolemia, or diabetes. Medicaid opponents interpreted the findings to mean that Medicaid is not a worthwhile investment. Medicaid proponents viewed the experiment as statistically underpowered and, irrespective of the laboratory values, suggestive that Medicaid is a good investment. We tested these competing claims and, using a sensitive joint test and statistical power analysis, confirmed that the Oregon Health Study did not improve laboratory values. However, we also found that Medicaid is a good value, with a cost of just $62 000 per quality-adjusted life-years gained

    The Remapping and Analysis of Human Rights and Peace Education in ASEAN / Southeast Asia (Philippine Report)

    Human rights and peace education (HRPE) has never been more relevant for the Philippines. As of this writing, there have been opposing views and experiences on key national issues concerning human rights and peace in the country. There have also been apparent disagreements and malpractice with regards to human rights protection, as well as the proliferation of discourses, paradigms, and policies, that seem to trivialize and abuse human life and the rule of law. Therefore, it is imperative to strengthen HRPE and ensure that it is grounded on truth and what is happening at the grassroots level. Despite these challenges, this study shows that HRPE continues to evolve in the Philippine educational system. This study focuses on the current changes adopted by the Philippines with respect to human rights legal education, particularly the developments made by the Legal Education Board (LEB) from 2013 until late 2018. This is the area in which most of the developments are found. Peace and conflict-related programmes offered by colleges and universities are also explored in the study. Desk research on available curricula and programmes of higher education institutions (HEIs) was performed. If the data gathered through desk research were insufficient, necessary information was gathered through validation interviews. Key informant interviews were also conducted with Atty. Marian Chavez, the incumbent Executive Officer of the LEB; Atty. Tanya Karina Lat, one of the consultants of the LEB; and some students from various law schools around the country. The study also reviewed pertinent documents submitted to the LEB by the law schools, and the 2006 research study entitled, “Baseline Study of Law Schools: Human Rights Offerings and Programs Curriculum Review and Development Towards Alternative Lawyering” by Atty. Ma. Ngina Teresa V. Chan-Gonzaga.1 Qualitative analysis is used in analysing the recent developments in HRPE. To supplement the findings, the study also compares the current findings with those of the mapping report published in 2013.

    Moss species on the move in East Antarctic terrestrial communities

    Antarctica has experienced major changes in temperature, wind speed and stratospheric ozone levels over the last 50 years. Whilst West Antarctica and the peninsula showed rapid warming and associated ecosystem change, East Antarctica appeared to be little impacted by climate warming, thus biological changes were predicted to be relatively slow. Detecting the biological effects of Antarctic climate change has also been hindered by the paucity of long-term data sets, particularly for organisms that have been exposed to these changes throughout their lives. We monitored vegetation communities in the Windmill Islands, East Antarctica from 2000 to 2014 and found significant changes in moss species composition. In addition, we have shown that radiocarbon signals preserved along shoots of the dominant Antarctic moss flora can be used to determine accurate growth rates over a period of several decades, allowing us to explore the influence of environmental variables on growth. Carbon stable isotopic measurements suggest that the observed effects of climate variation on growth are mediated through changes in water availability and most likely linked to the more positive phase of the Southern Annular Mode and changing westerly wind patterns. For cold remote locations like Antarctica, where climate records are limited and of relatively short duration, this illustrates that mosses can act as microclimate proxies and have the potential to increase our knowledge of coastal Antarctic climate change

    Huntington’s Disease iPSC-Derived Brain Microvascular Endothelial Cells Reveal WNT-Mediated Angiogenic and Blood-Brain Barrier Deficits

    Brain microvascular endothelial cells (BMECs) are an essential component of the blood-brain barrier (BBB) that shields the brain against toxins and immune cells. While BBB dysfunction exists in neurological disorders, including Huntington's disease (HD), it is not known if BMECs themselves are functionally compromised to promote BBB dysfunction. Further, the underlying mechanisms of BBB dysfunction remain elusive given limitations with mouse models and post-mortem tissue to identify primary deficits. We undertook a transcriptome and functional analysis of human induced pluripotent stem cell (iPSC)-derived BMECs (iBMEC) from HD patients or unaffected controls. We demonstrate that HD iBMECs have intrinsic abnormalities in angiogenesis and barrier properties, as well as in signaling pathways governing these processes.
