    Regulating Government

    Federal, state, and local governments are major polluters of the environment. They account for more than 7% of SO2 air pollution emissions and more than 5% of all NO2 air emissions in the United States. Public entities are more likely than private ones to be in violation of the Clean Water Act, and they account for two-thirds of all major facilities in significant noncompliance with the act. Department of Energy nuclear sites are the worst hazardous waste problems in the nation. A lack of adequate data makes it difficult to fully characterize the extent of pollution caused by government agencies and to compare the performance of the public and private sectors. There are many reasons why government pollution is difficult to regulate. The paper discusses political dimensions, legal problems, resource constraints, psychological dimensions, and public opinion. Further research is urgently needed, and the paper delineates areas that require more investigation.pollution control, federal facilities, regulation, intergovernmental relations

    Assessment of deep inspiration breath hold (DIBH) amplitude and reduction in cardiac dose in left breast cancer patients

    Introduction The primary aim of this study was to examine the impact of deep inspiration breath-hold (DIBH) amplitude on subsequent mean heart dose and V30 during radiotherapy. The secondary aim was to investigate if patient age influenced DIBH amplitude. Method A retrospective study of 30 patients with left-sided breast cancer was completed. Patient were randomly selected from the total number of patients dual scanned in free breathing (FB) and DIBH over a 2-year period. Plans were retrospectively virtually simulated and statistical analysis performed. Results All patients achieved decreased V30 and mean cardiac dose using DIBH. A positive correlation was found between DIBH amplitude and cardiac V30 dose reduction (p=0.007, R=0.48). Ratio of amplitude increase from FB to DIBH and cardiac V30 reduction was positively correlated and statistically significant (p=0.04, R=0.38); Ratio of amplitude increase of at least 15 times FB achieved 100% V30 dose reduction, however this was also achieved with ratio increase as low as 6.25 times FB. A statistically significant positive correlation was identified between DIBH amplitude and mean cardiac dose reduction (p=0.003, R=0.523). No correlation was found between patient age and amplitude ratio increase (p=0.602, R=-0.099) Conclusion A 100% reduction in cardiac V30 can be achieved with a DIBH amplitude increase of 15 times FB. A full reduction can also be achieved at much lower levels (6.25 times FB in current study); however there appears to be no pre-determining patient factors to identify this.     Nicht nur die beiden Gesellschaften, sondern auch die Intellektuellen aus Ost- und Westdeutschland befinden sich nach der Wiedervereinigung in einem Prozeß des Umbruchs und der Umgruppierung. Vor diesem Hintergrund beleuchten die beiden Beiträge von Wolfgang Emmerich und Lothar Probst in Heft 4 der Reihe "Materialien und Ergebnisse aus Forschungsprojekten des Institutes" Statusveränderungen und Kontroversen intellektueller Formationen in Deutschland. Beide Beiträge berühren sich in ihrer Darstellung des Antifaschismus in der DDR als identitätsstiftender "Zivilreligion" (Helmut Dubiel) und Loyalitätsfalle. Wolfgang Emmerich zeichnet am Beispiel bekannter DDR-Schriftsteller nach, wie der Antifaschismus als ideologische Klammer bei zwei Autoren-generationen gewirkt hat, während Lothar Probst den sowohl bei Ost- als auch bei Westintellektuellen anzutreffenden Mythos vom "antifaschistischen Charakter" der DDR problematisiert.Not only the two societies but also both the East and West German intellectuals have been, after the reunification, in a process of radical change and regrouping. Against this background, the two articles by Wolfgang Emmerich and Lothar Probst in number 4 of the series "Materialien und Ergebnisse aus Forschungsprojekten des Institutes" illuminate changes of status and controversies of intellectual formations in Germany. The two articles coincide in the way they present antifascism in East Germany as an identity-creating "Zivilreligion" (Helmut Dubiel) and a loyalty trap. Taking well-known East German authors as examples, Wolfgang Emmerich describes how antifascism worked as an ideological grip on two generations of authors, while Lothar Probst raises the issue of the myth, to be found in the writings of Eastern as well as Western intellectuals, of East Germany's "antifascist character"
