    Evolution of Binary Black Hole Spacetimes

    We describe early success in the evolution of binary black hole spacetimes with a numerical code based on a generalization of harmonic coordinates. Indications are that with sufficient resolution this scheme is capable of evolving binary systems for enough time to extract information about the orbit, merger and gravitational waves emitted during the event. As an example we show results from the evolution of a binary composed of two equal mass, non-spinning black holes, through a single plunge-orbit, merger and ring down. The resultant black hole is estimated to be a Kerr black hole with angular momentum parameter a~0.70. At present, lack of resolution far from the binary prevents an accurate estimate of the energy emitted, though a rough calculation suggests on the order of 5% of the initial rest mass of the system is radiated as gravitational waves during the final orbit and ringdown.Comment: 4 pages, 3 figure

    Comparisons of binary black hole merger waveforms

    This a particularly exciting time for gravitational wave physics. Ground-based gravitational wave detectors are now operating at a sensitivity such that gravitational radiation may soon be directly detected, and recently several groups have independently made significant breakthroughs that have finally enabled numerical relativists to solve the Einstein field equations for coalescing black-hole binaries, a key source of gravitational radiation. The numerical relativity community is now in the position to begin providing simulated merger waveforms for use by the data analysis community, and it is therefore very important that we provide ways to validate the results produced by various numerical approaches. Here, we present a simple comparison of the waveforms produced by two very different, but equally successful approaches--the generalized harmonic gauge and the moving puncture methods. We compare waveforms of equal-mass black hole mergers with minimal or vanishing spins. The results show exceptional agreement for the final burst of radiation, with some differences attributable to small spins on the black holes in one case.Comment: Revtex 4, 5 pages. Published versio

    Revisiting trade unions’ response to new public management: a case from Zambia

    This article discusses the strategic responses by public-sector unions to new public management (NPM) reforms in Zambia. The article is based on a qualitative research methodology focusing on the Civil Servants and Allied Workers Union of Zambia. The study shows that public-sector workers in developing countries are more vulnerable to the effects of externally imposed NPM reforms, which include job cuts. However, the implementation of these reforms faces opposition especially from trade unions. In line with the assumptions of strategic choice theory, union responses to NPM reforms are strategic. Despite the high vulnerability of public workers in developing countries, their unions use strategies that can also be observed in developed countries to mitigate the negative consequences of NPM reforms on the public sector. These strategies follow a three-stage process, namely, opposing the reforms, negotiating for favorable reform measures, and shifting from centralized structures to networks.IS

    Two fast X-ray transients in archival Chandra data

    We present the discovery of two new X-ray transients in archival Chandra data. The first transient, XRT 110103, occurred in January 2011 and shows a sharp rise of at least three orders of magnitude in count rate in less than 10 s, a flat peak for about 20 s and decays by two orders of magnitude in the next 60 s. We find no optical or infrared counterpart to this event in preexisting survey data or in an observation taken by the SIRIUS instrument at the Infrared Survey Facility 2.1 yr after the transient, providing limiting magnitudes of J>18.1, H>17.6 and Ks>16.3. This event shows similarities to the transient previously reported in Jonker et al. which was interpreted as the possible tidal disruption of a white dwarf by an intermediate mass black hole. We discuss the possibility that these transients originate from the same type of event. If we assume these events are related a rough estimate of the rates gives 1.4*10^5 per year over the whole sky with a peak 0.3-7 keV X-ray flux greater than 2*10^-10 erg cm^-2 s^-1 . The second transient, XRT 120830, occurred in August 2012 and shows a rise of at least three orders of magnitude in count rate and a subsequent decay of around one order of magnitude all within 10 s, followed by a slower quasi-exponential decay over the remaining 30 ks of the observation. We detect a likely infrared counterpart with magnitudes J=16.70+/-0.06, H=15.92+/-0.04 and Ks=15.37+/-0.06 which shows an average proper motion of 74+/-19 milliarcsec per year compared to archival 2MASS observations. The JHKs magnitudes, proper motion and X-ray flux of XRT 120830 are consistent with a bright flare from a nearby late M or early L dwarf.Comment: Accepted for publication in MNRAS, 6 pages, 5 figure

    Black Hole Mergers and Unstable Circular Orbits

    We describe recent numerical simulations of the merger of a class of equal mass, non-spinning, eccentric binary black hole systems in general relativity. We show that with appropriate fine-tuning of the initial conditions to a region of parameter space we denote the threshold of immediate merger, the binary enters a phase of close interaction in a near-circular orbit, stays there for an amount of time proportional to logarithmic distance from the threshold in parameter space, then either separates or merges to form a single Kerr black hole. To gain a better understanding of this phenomena we study an analogous problem in the evolution of equatorial geodesics about a central Kerr black hole. A similar threshold of capture exists for appropriate classes of initial conditions, and tuning to threshold the geodesics approach one of the unstable circular geodesics of the Kerr spacetime. Remarkably, with a natural mapping of the parameters of the geodesic to that of the equal mass system, the scaling exponent describing the whirl phase of each system turns out to be quite similar. Armed with this lone piece of evidence that an approximate correspondence might exist between near-threshold evolution of geodesics and generic binary mergers, we illustrate how this information can be used to estimate the cross section and energy emitted in the ultra relativistic black hole scattering problem. This could eventually be of use in providing estimates for the related problem of parton collisions at the Large Hadron Collider in extra dimension scenarios where black holes are produced.Comment: 16 pages, 12 figures; updated to coincide with journal versio

    This contribution considers the question of whether South African law permits the compelled surgical intrusion into a suspect’s body in order to obtain evidence. The courts came to contradictory findings regarding this issue. Such a procedure undoubtedly constitutes an infringement of a suspect’s right to privacy and the right to freedom and security of the person. It can only be tolerated if the requirements of the constitutional limitations clause are complied with. The authors support the approach that forced surgical interventions in order to obtain evidence are not permitted by the Criminal Procedure Act and that the legislature should intervene to provide for it. Recommendations as to the approach that could be followed are made

    A Critique of Personas as representations of "the other" in Cross-Cultural Technology Design

    A literature review on cross-cultural personas reveals both, a trend in projects lacking accomplishment and personas reinforcing previous biases. We first suggest why failures or incompleteness may have ensued, while then we entice a thoughtful alteration of the design process by creating and validating personas together with those that they embody. Personas created in people's own terms support the design of technologies by truly satisfying users' needs and drives. Examining the experiences of those working "out there", and our practises, we conclude persona is a vital designerly artefact to empowering people in representing themselves. A persona-based study on User-Created Persona in Namibia contrasts the current persona status-quo via an ongoing co-design effort with urban and rural non-designers. However we argue persona as a design device must ease its implicit colonial tendency to and impulses in depicting "the other". Instead we endorse serenity, mindfulness and local enabling in design at large and in the African context in particular

The new criteria are formulated as L2-type statistics incorporating the empirical characteristic function. Asymptotic as well as Monte Carlo results are presented. The new methods are also employed in order to test for possible stationarity breaks in time-series data from the financial sector

    The Interpretations For the Low and High Frequency QPO Correlations of X-ray Sources Among White Dwarfs, Neutron Stars and Black Holes

    It is found that there exists an empirical linear relation between the high frequency \nhigh and low frequency \nlow of quasi-periodic oscillations (QPOs) for black hole candidate (BHC), neutron star (NS) and white dwarf (WD) in the binary systems, which spans five orders of magnitude in frequency. For the NS Z (Atoll) sources, νhigh\nu_{high} and νlow\nu_{low} are identified as the lower kHz QPO frequency and horizontal branch oscillations (HBOs) \nh (broad noise components); for the black hole candidates and low-luminosity neutron stars, they are the QPOs and broad noise components at frequencies between 1 and 10 Hz; for WDs, they are the ``dwarf nova oscillations'' (DNOs) and QPOs of cataclysmic variables (CVs). To interpret this relation, our model ascribes νhigh\nu_{high} to the Alfv\'en wave oscillation frequency at a preferred radius and νlow\nu_{low} to the same mechanism at another radius. Then, we can obtain \nlow = 0.08 \nhigh and the relation between the upper kHz QPO frequency \nt and HBO to be \nh \simeq 56 ({\rm Hz}) (\nt/{\rm kHz})^{2}, which are in accordance with the observed empirical relations. Furthermore, some implications of model are discussed, including why QPO frequencies of white dwarfs and neutron stars span five orders of magnitude in frequency. \\Comment: 11 pages, 1 figure, accepted by PAS
