    Coal, cumulative impacts, and the Great Barrier Reef

    The Great Barrier Reef World Heritage Area, Australia, covers over 348,000 km 2 of tropical marine ecosystems of global significance. In July 2015, the World Heritage Committee called attention to the cumulative impacts of climate change, poor water quality, and coastal development on the region's outstanding universal value, but stopped short of inscribing the Great Barrier Reef on the List of World Heritage in Danger. Restoring the region's values is hindered by an environmental decision-making process that fails to incorporate cumulative impacts, including the climate change impacts of greenhouse gas emissions sourced from one of Australia's largest exports, thermal coal. We identify policy and processes that enable a more comprehensive consideration of the cumulative effects of coal mining by environmental decision-makers. Implementing cumulative impact assessment requires a collaborative and transparent program of planning and monitoring independent of Government and mine proponents that evaluates local, regional, and global impacts. The future of the Great Barrier Reef depends on transformational change in the cumulative assessment of Australian coal mines

    Participation in devolved commons management: multiscale socioeconomic factors related to individuals' participation in community-based management of marine protected areas in Indonesia

    Management of common-pool natural resources is commonly implemented under institutional models promoting devolved decision-making, such as co-management and community-based management. Although participation of local people is critical to the success of devolved commons management, few studies have empirically investigated how individuals' participation is related to socioeconomic factors that operate at multiple scales. Here, we evaluated how individual- and community-scale factors were related to levels of individual participation in management of community-based marine protected areas in Indonesia. In addressing this aim, we drew on multiple bodies of literature on human behaviour from economics and social science, including the social-ecological systems framework from the literature on common-pool resources, the theory of planned behaviour from social psychology, and public goods games from behavioural economics. We found three key factors related to level of participation of local people: subjective norms, structural elements of social capital, and nested institutions. There was also suggestive evidence that participation was related to people's cooperative behavioural disposition, which we elicited using a public goods game. These results point to the importance of considering socioeconomic factors that operate at multiple scales when examining individual behaviour. Further, our study highlights the need to consider multiscale mechanisms other than those designed to appeal to self interested concerns, such as regulations and material incentives, which are typically employed in devolved commons management to encourage participation. Increased understanding of the factors related to participation could facilitate better targeting of investments aimed at encouraging cooperative management

    Habitat-dependent outdoor recreation and conservation organizations can enable recreational fishers to contribute to conservation of coastal marine ecosystems

    Stakeholder engagement is essential to conserve ecosystems and associated biodiversity. Outdoor recreation specialists represent stakeholder groups that often rely on specific healthy ecosystems and have unique incentives to contribute to conservation and stewardship. We introduce the concept of habitat-dependent outdoor recreation conservation organizations (HDORCOs) and their potential to harness outdoor recreation enthusiasm to achieve ecosystem-scale conservation objectives. We identify potential roles for HDORCOs in nurturing pro-environmental attitudes and facilitating stewardship behavior among recreationists, focusing on examples from recreational fishing specialists and coastal marine ecosystems. While HDORCOs have achieved conservation outcomes in a range of settings, transferability across recreational specializations and ecological, cultural, socioeconomic, and governance contexts could remain challenging and potentially requires further development of the HDORCO concept. Communication with HDORCOs is one strategy to enhance engagement of recreationists, stakeholder groups not traditionally associated with pro-environmental behavior, in ecosystem-scale conservation efforts

    Effectiveness of the global protected area network in representing species diversity

    The Fifth World Parks Congress in Durban, South Africa, announced in September 2003 that the global network of protected areas now covers 11.5% of the planet's land surface. This surpasses the 10% target proposed a decade earlier, at the Caracas Congress, for 9 out of 14 major terrestrial biomes. Such uniform targets based on percentage of area have become deeply embedded into national and international conservation planning. Although politically expedient, the scientific basis and conservation value of these targets have been questioned. In practice, however, little is known of how to set appropriate targets, or of the extent to which the current global protected area network fulfils its goal of protecting biodiversity. Here, we combine five global data sets on the distribution of species and protected areas to provide the first global gap analysis assessing the effectiveness of protected areas in representing species diversity. We show that the global network is far from complete, and demonstrate the inadequacy of uniform—that is, 'one size fits all'—conservation targets

    The Location and Status of Egret Colonies in Coastal New South Wales

    Thirteen active egret colonies were located along 800 km of the NSW coastline from Sydney north to the New South Wales-Queensland border. These colonies contained up to four egret species: Great Ardea alba, Intermediate A. intermedia, Little Egretta garzetta, and Cattle Egrets A. ibis. Each colony site is described and its location given. All colonies were located in or near wetlands, and the factors that may be important in determining which wetland is selected for occupation are discussed. The long term future of breeding colonies is examined and a recommendation made about the reservation of potential colony sites

    Conservation targets for viable species assemblages in Canada: are percentage targets appropriate?

    Percentage targets for conservation have become a popular tool (advocated in both the scientific literature and the conservation community) for setting minimum goals for the amount of land to be set aside as protected areas. However, there is little literature to support a consistent percentage target that might be widely applied. Moreover, most percentage targets have not taken into account issues of species persistence. A recent study of herbivores in Kruger National Park took into account issues of representation and persistence in setting conservation targets and found that results were consistently about 50% and were unaffected by different permutations of the reserve selection process. Here, we carry out a similar analysis for representation of mammals within sites that are predicted to allow for their persistence, across eight ecologically defined regions in Canada to test whether we see similar consistent patterns emerging. We found that percentage targets varied with the different permutations of the reserve selection algorithms, both within and between the study regions. Thus, we conclude that the use of percentage targets is not an appropriate conservation strategy

    Conservation planning and biodiversity: assembling the best data for the job

    Readers of the note by Brooks et al. (2004) will, I hope, be persuaded of the urgent need for more comprehensive data on species. It would be unfortunate, though, if readers formed the impression that biodiversity processes cannot be seriously considered by conservation planners because "Techniques for mapping and measuring ecological and evolutionary processes are in their infancy." More unfortunate would be the impression that "broad-scale biodiversity attributes" (Brooks et al. 2004), hereafter "land types" (such as vegetation units or land systems) are alternatives to data on species. Most conservation planners would agree with Brooks et al. that different biodiversity currencies have different advantages and problems. From that starting point, divergent courses can be plotted.\ud \ud Brooks et al. recommend species data as a more promising option than relying on land types and call for an end to "armchair environmental classification." Others have taken a different course. Since the early 1990s, many regional conservation plans have been shaped by a mixture of biodiversity surrogates, selected from a list of potential types (Table 1) and assembled into composite data sets (Noss 1993; Davis et al. 1999; Groves et al. 2000; Cowling et al. 2003). The rationale is straightforward: all surrogates are limited idiosyncratically in their depictions of biodiversity pattern and process, so a more comprehensive array of surrogates gives a better picture

    A crucial objective for the selection and spatial design of conservation areas is to promote the adaptation of species and natural processes to changing climates.\ud \ud Key considerations include:\ud \ud • New patterns and combinations of threats;\ud \ud • Adjustment of conservation targets to account for climate-related issues; and\ud \ud • Identification, protection and/or restoration of climatic gradients to promote spatial adjustments by species.\ud \ud These issues are discussed with examples from regional planning in South Africa. The paper ends with a list of unresolved issues that need to be addressed if conservation planning is to deal effectively with climate change
