    Media strategies with lobbyists: government support for the IT industry

    The communication component of lobbying activity and the role of media communications in achieving lobbying goals are considered on the example of the formation of the legal field of the information technology (IT) industry in the conditions of 2022. As an empirical material, public content initiated by large associations defending the interests of the industry in the media field was chosen. The consistent communicative coupling of the IT industry with the activities of the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation is shown. To analyze the lobbying process, the reputation management, media monitoring and social media system “SCAN-Interfax” was used. In relation to the topic of lobbying for IT interests, a gap in communication activity between the Ministry of Finance and industry associations in absolute terms was revealed. At the same time, in relative terms to the total number of mentions in the media, the efforts were comparable. The actualization of the media strategy of IT associations on the transfer of public merits to the regulator - the Ministry of Finance was found, while the conclusion was made about the effectiveness of lobbying efforts.     Сдвиг медиапотребления в России: обзор тенденций (2016-2021)

    The Internet has become omnipresent in Russia due to the mass accessibility of smartphones. Paired with the fact that the representatives of the digital generation are reaching adulthood, the significant changes in media consumption have occurred over the past five years. It can be stated that progressive quantitative transformations have turned into a qualitative digital shift. The use of digital media is growing: the use of messengers in almost all age groups, social networks, search engines, online video services surpasses traditional media. In 2021, digital platforms took the top eight places in the ranking of media platforms by audience in Russia. At the same time, there is a decrease in TV viewing, the fragmentation of the audience is growing, and the YouTube has become the most popular video service in the country. Interest in reading newspapers, magazines, listening to radio is falling. In terms of the importance of news sources and trust in them, the Internet surpasses TV in all audiences. The study provides statistics that have not been published before. A comprehensive analysis of the identified trends in the development of digital media allowed to draw a conceptual conclusion about the qualitative shift in media consumption in Russia between 2016 and 2021: this timeframe is marked for the first time.Глубокое проникновение интернета в Россию, массовое распространение смартфонов и вступление во взрослую жизнь представителей цифрового поколения привели к существенным изменениям в потреблении медиа последнего пятилетия. Можно констатировать, что поступательные количественные трансформации обернулись качественным цифровым сдвигом. Объемы использования цифровых медиа растут: почти во всех возрастных группах использование мессенджеров, социальных сетей, поисковиков, онлайн-видеосервисов превосходит традиционные медиа. В 2021 г. цифровые платформы заняли восемь первых мест в рейтинге медиаплощадок по размерам аудитории в России. Одновременно с этим наблюдается снижение телесмотрения, растет фрагментация аудитории, а самым популярным видеосервисом в стране стала платформа YouTube. Падает интерес к чтению газет, журналов, прослушиванию эфирного радио. По значимости источников новостей и доверию к ним интернет превосходит телевидение во всех аудиториях. В исследовании приводятся статистические данные, не опубликованные прежде. Комплексный анализ выявленных тенденций развития цифровых медиа позволил сделать концептуальный вывод о качественном сдвиге медиапотребления в России в период 2016-2021 гг.: этот временной промежуток обозначен впервые

В качестве эмпирического материала выбран публичный контент, инициированный крупными ассоциациями, отстаивающими в медиаполе интересы отрасли. Показана последовательная коммуникативная сопряженность ИТ-отрасли с деятельностью Министерства цифрового развития, связи и массовых коммуникаций РФ. Для анализа процесса лоббирования использована система управления репутацией, мониторинга СМИ и социальных медиа «СКАН-Интерфакс». Применительно к теме лоббирования интересов ИТ выявлен разрыв в коммуникационной активности между Минцифры и отраслевыми ассоциациями в абсолютных показателях. При этом в относительных показателях к общему количеству упоминаний в СМИ усилия оказались сопоставимы. Обнаружена актуализация медиастратегии ИТ-ассоциаций по передаче публичных заслуг регулятору - Минцифре, при этом сделан вывод об эффективности лоббистских усилий. Смысловой анализ коммуникационной активности конкретной ассоциации продемонстрировал алгоритм реализации целей медиатизированного лоббирования

    Searches for CP violation in the decays D(s)+ηπ+ {D}_{(s)}^{+}\to \eta {\pi}^{+} and D(s)+ηπ+ {D}_{(s)}^{+}\to {\eta}^{\prime }{\pi}^{+} are performed using pp collision data corresponding to 6 fb1^{−1} of integrated luminosity collected by the LHCb experiment. The calibration channels D(s)+ϕπ+ {D}_{(s)}^{+}\to \phi {\pi}^{+} are used to remove production and detection asymmetries. These measurements, currently the most precise for three of the four channels considered, are consistent with the absence of CP violation.     Observation of the Bs0 ⁣D+DB^0_s\!\to D^{*+}D^{*-} decay

    International audienceThe first observation of the Bs0 {B}_s^0 → D+^{∗+}D^{∗−} decay and the measurement of its branching ratio relative to the B0^{0}→ D+^{∗+}D^{∗−} decay are presented. The data sample used corresponds to an integrated luminosity of 9 fb1^{−1} of proton-proton collisions recorded by the LHCb experiment at centre-of-mass energies of 7, 8 and 13 TeV between 2011 and 2018. The decay is observed with more than 10 standard deviations and the time-integrated ratio of branching fractions is determined to beB(Bs0D+D)B(B0D+D)=0.269±0.032±0.011±0.008, \frac{\mathcal{B}\left({B}_s^0\to {D}^{\ast +}{D}^{\ast -}\right)}{\mathcal{B}\left({B}^0\to {D}^{\ast +}{D}^{\ast -}\right)}=0.269\pm 0.032\pm 0.011\pm 0.008, where the first uncertainty is statistical, the second systematic and the third due to the uncertainty of the fragmentation fraction ratio fs_{s}/fd_{d}. The Bs0 {B}_s^0 → D+^{*+}D^{*−} branching fraction is calculated to beB(Bs0D+D)=(2.15±0.26±0.09±0.06±0.16)×104, \mathcal{B}\left({B}_s^0\to {D}^{\ast +}{D}^{\ast -}\right)=\left(2.15\pm 0.26\pm 0.09\pm 0.06\pm 0.16\right)\times {10}^{-4}, where the fourth uncertainty is due to the B0^{0}→ D+^{*+}D^{*−} branching fraction. These results are calculated using the average Bs0 {B}_s^0 meson lifetime in simulation. Correction factors are reported for scenarios where either a purely heavy or a purely light Bs0 {B}_s^0 eigenstate is considered.[graphic not available: see fulltext

    International audienceThe first observation of the Λb0Dsp {\Lambda}_b^0\to {D}_s^{-}p decay is presented using proton-proton collision data collected by the LHCb experiment at a centre-of-mass energy of s \sqrt{s} = 13 TeV, corresponding to a total integrated luminosity of 6 fb1^{−1}.     First evidence of a structure in the J/ψΛJ/\psi{\Lambda} invariant mass distribution is obtained from an amplitude analysis of ΞbJ/ψΛK\Xi_b^-{\rightarrow}J/\psi{\Lambda}K^- decays. The observed structure is consistent with being due to a charmonium pentaquark with strangeness with a significance of 3.1σ3.1\sigma including systematic uncertainties and look-elsewhere effect. Its mass and width are determined to be 4458.8±2.91.1+4.74458.8\pm2.9^{+4.7}_{-1.1} MeV and 17.3±6.55.7+8.017.3\pm6.5^{+8.0}_{-5.7} MeV, respectively, where the quoted uncertainties are statistical and systematic. The structure is also consistent with being due to two resonances. In addition, the narrow excited Ξ\Xi^- states, Ξ(1690)\Xi(1690)^- and Ξ(1820)\Xi(1820)^-, are seen for the first time in a Ξb\Xi^-_b decay, and their masses and widths are measured with improved precision. The analysis is performed using pppp collision data corresponding to a total integrated luminosity of 9 fb1^{-1}, collected with the LHCb experiment at centre-of-mass energies of 7, 8 and 13 TeV

    A search for the lepton-flavour violating decays B0K0μ±eB^0 \to K^{*0} \mu^\pm e^\mp and Bs0ϕμ±eB_s^0 \to \phi \mu^\pm e^\mp is presented, using proton-proton collision data collected by the LHCb detector at the LHC, corresponding to an integrated luminosity of 9fb19\,\text{fb}^{-1}. These results constitute the world's most stringent limits to date, with the limit on the decay Bs0ϕμ±eB_s^0 \to \phi \mu^\pm e^\mp the first being set.
